Summary This article examines the successive stages in the conflict between Prussian particularism and royal centralism after the separation of the Prussian League from the Teutonic Order and incorporation into the Polish Crown in 1454. The Incorporation Privilege, though interpreted on the one side as a purely personal union and on the other as a real incorporation, remained a point of reference regulating the public and legal relationship between Royal Prussia and Crown Poland for three centuries. It is argued that the years up to 1526 can be considered as a period of consolidation of Prussian particularism and autonomy, although from the 1510s a new policy of participation was beginning to emerge in the Estates, reflecting the interests of the Prussian nobility and their increasing expression in the political arena. 相似文献

This paper examines links between the Soviet transport sector and other sectors of the economy. In the 1970s, the transport sector was perceived as a bottleneck. As growth slowed in the late 70s, howevar, the transport sector was able to meet the economy's demands. At present, the transportation of oil and gas is placing an increasing burden on the transport sector, but pipelines can absorb the demands, freeing up rail transport capacity for other commodities. The willingness of Soviet officials to make the appropriate administrative reforms, apply new technologies and increase investment in this sector will determine transport's ability to meet future demands. This paper explores barriers to information sharing and how they might be overcome. Through a case study of the Texas General Land Office, computer-based information sharing is explored in the organizational setting. In particular, the State Real Property Inventory information system is examined in terms of utilization of hardware, software, and local area networks. In addition, managerial and user attitudes towards computer use are explored. We find a number of technological and organizational factors that need to be addressed in order to improve computer- based information sharing. These technological and organizational barriers combine to create an inefficient environment for adoption and use. Finally, we suggest some improvements on how management and users can utilize information sharing technologies in more effective ways in the context of structural integration of information technology. 相似文献

This paper examines the ideology of the Nicaraguan Sandinista National Liberation Front (FSLN) through an evaluation of official declarations, published objectives and analyses, stated objectives, and programs pursued. Since its seizure of power in 1979, the FSLN's efforts to “Leninize” the country have occurred gradually and often have been camouflaged. For example, the FSLN has promoted a ‘'people's church” to capitalize on the strong Nicaraguan religious sentiment while extending countrol over public life and undermining the official church. The paper describes the Sandinistas’ use of “magnet” and “salami” tactics to attract useful collaborators and restrict the influence of rival political organizations. While the FSLN ostensibly has tolerated other parties’ participation in the National Assembly, the Sandinistas in reality have required support for FSLN programs and have increased their own numbers in the assembly and gained control of the top positions in all state institutions, ministries, and the executive and legislative branches of government. Organizational changes have been geared toward centralization and hierarchization. As a result, the Nicaraguan state has been fully subordinated to the FSLN. Although the Sandinistas officially espouse a “mixed” economy with some room for a private agricultural sector as well as token political opposition, the author concludes that they are likely to continue on their course of increasing centralized control of virtually all aspects of public life, Leninizing of political structures, extending and consolidating the party's powers, and creating socialized economic patterns. 相似文献
