Identity and Foreign Policy: Canada as a Nation of the Americas

Using Canada's relations with the Americas as a case study, this article seeks to better understand the link between identity and foreign policy. It argues that there is a gap between the Canadian government's recent efforts to construct a state identity increasingly turned toward the Americas and Canadians' national identity as it is expressed through public opinion. It concludes that the most plausible explanation for this gap probably has to do with Canada's European cultural heritage. The analysis shows that the projection of national identity into foreign policy is a much more complex process than the projection of state identity.     

Life in the Chinese hinterlands under the rural economic reforms

Abstract

Some of the poorest peasant households in one of China's inland provinces are being hurt by current government policies toward agriculture. This is the distinct impression obtained during two months of travel and research in Yunnan Province during mid-1988. As consultants to an international development project, we had an opportunity to explore the hill districts of northern Yunnan in a four-wheel drive, free to conduct interviews with grass-roots officials and peasant families. A total of thirteen villages were investigated, selected largely by ourselves.     

The behavioural consequences of institutional rules: republicans in the US house

The Republicans gained a majority in the US House from the 1994 elections, and upon taking office they rewrote the rules that determine legislative power relations. This paper combines a 1996 attitudinal survey of US Representatives with demographic information, status within the House, and party position to examine the impact of the 1995 rule changes on satisfaction, ambition, and retirement. This paper demonstrates that member reactions to reform are explained jointly by their partisanship and their relative position within their party. Senior members of any party dislike rules making power more exclusive, and dissatisfaction increases the likelihood of retirement.

The Low‐Income Housing Tax Credit An Analysis of the First Ten Years

Abstract

The Low‐Income Housing Tax Credit (LIHTC) has been the de facto federal rental housing production program since its creation in the Tax Reform Act of 1986. In this article, using a detailed database on 2,554 LIHTC projects, we analyze the costs of building these projects, where they are built, their financial viability, whom they serve, who finances them, and the size of the subsidies provided to them.

The LIHTC is a flexible program that has built different types of housing in various markets. While LIHTC projects serve low‐ and moderate‐income households, their rents are beyond the reach of many poor households without additional subsidy. Revenues just cover costs for many LIHTC projects. Over time, considerably more of each tax‐credit dollar has ended up in the projects, and returns to equity investors have dropped significantly, perhaps reflecting an increased understanding of project risks. We estimate that LIHTC projects developed by nonprofits are 20.3 percent more expensive than those developed by for‐profits.     

‘Empty,Swept and Garnished’: the Public Finance Initiative case of Throckley Middle School

As spaces of complex layering of multiple relations, each with their own space–time dynamics and reach, policies of urban governance and their tangible outcomes can be materially experienced as conjunctions of multiple meshworks of assemblages with different scopes and different systems of values. This paper investigates a case example of a Private Finance Initiative for the construction of Throckley Middle School in Newcastle upon Tyne. Completed in 2003, Throckley school closed in 2005. A Deleuzean-inspired tracing of several Throckley assemblages is presented and the paper concludes by discussing the challenges of adopting a Deleuzean perspective for analysis of urban governance and infrastructure development.     

EU Merger Control: From Separate Jurisdictional Zones to a More Cooperative Architecture—A Possible Way Forward?

The paper is a call to re-ignite the debate over the future shape of the EU’s concentration or merger control architecture in the longer-term. The paper contributes to this debate by considering the efficacy of replacing the current merger control architecture of separate jurisdictional zones with a more cooperative approach. It demonstrates that the adoption of the cooperative architecture would result in a number of benefits relative to the operation of the current architecture. For in effectively resolving a major problem that has dogged the operational effectiveness of the current architecture since it became law in 1990, the misallocation problem, the proposed architecture would also lead to a strengthening of the application of the principle of subsidiarity in this field, be supportive of the reinterpreted more appropriate authority goal, and resolve the multiple notification issue. Further, by ending the multiple notification issue, the valued one-stop shop approach to merger regulation would be reinforced. Yet the paper recognises that the cooperative architecture itself is not concern free, for the cooperative approach in granting Member state regulators the right for the first time to apply EU merger law, albeit in certain circumstances only, creates the possibility of inconsistent decision-making across this network. This would distort the regulatory level playing field, undermining what the architecture is supposed to guarantee, the Single European Market. With this in mind, necessary safeguards are explained. The paper concludes by briefly commenting upon key systems that need to be in place to ensure the operational effectiveness of the cooperative architecture. Of course, and at the cost of stating the obvious, improving the protection of competition in the field of merger control in the longer-term requires a willingness on the part of the key stakeholders to look beyond the current architecture of separate jurisdictional zones.
