Cosmetic agreements and the cracks beneath: ideological convergences and divergences in US and EU democracy promotion in civil society

This piece examines the substance of EU democracy promotion from a comparative point of view and from a perspective placing under inquiry the meaning of the idea of liberal democracy itself. Instead of assuming that the democratic ideal that the EU promotes (‘liberal democracy’) has a clear, fixed meaning, the article examines in detail what actually constitutes the ‘ideal of democracy’ at the heart of EU democracy promotion, and compares this vision to that which informs the democracy promotion of the US. It argues that interesting differences, and shifts and oscillations, in the models of liberal democracy that the EU and the US promote exist and that these are important to note in order for us to fully appreciate how the substance of EU and US democracy support can be shaped by conceptual and ideological debate on the meaning of democracy. This dynamic is particularly relevant today, in the context of the recent attempts to develop transatlantic dialogue on democracy support. This dialogue, it is suggested, plasters over some subtle but important ideological cracks over what is meant by democracy in EU and US democracy support.     

Large‐scale Map or the A‐Z? The Place of Self‐help Services in Legal Aid

Australian legal aid agencies are increasing their reliance on self-help legal services as part of their service delivery mix. Self-help legal services seek to harness the productive capacity of consumers,enabling wider distribution of legal aid services. The move to self-help services as an alternative to traditional legal service delivery appears to have gained momentum in advance of any sound understandings of what legal consumers, and legal aid consumers in particular, are capable of. In addition to the cost benefits of providing self-help services rather than traditional legal services, these services have been promoted on the basis of their capacity to empower users to address their own legal matters. Examples of the misuse by government agencies of notions of empowerment emphasize the importance of ensuring the usefulness of self-help legal services.     

Neural networks in forensic science.

Neural networks were developed to study and mimic the functioning of the human brain. Humans are good at pattern recognition; the question is how good neural networks are at it, particularly with problems of forensic science interest. Simulation experiments with a type of neural network known as a Hopfield net indicate that it may have value for the storage of toolmark patterns (including bullet striation patterns) and for the subsequent retrieval of the matching pattern using another mark by the same tool for input. Another type of neural network, the back-propagation network (BPN), is useful for applications similar to those for which standard statistical methods of pattern classification can be used. This would be an appropriate approach to the matching of general component patterns, such as gas chromatograms of gasoline, or pyrolysis patterns from materials of forensic science interest, such as paint. The BPN may provide better results than statistical methods, but it is currently necessary to try both to determine which would be best for any given situation.     

A lifetime of intimate partner violence: coping strategies of older women

Little is known about how older women cope in long-term abusive intimate relationships. Understanding their coping strategies may give insight into how to further support their effective coping efforts. Interviews were conducted with 38 women older than age 55 years. Grounded theory analysis demonstrated that women who remained in their abusive relationships employed mainly cognitive (emotion-focused) strategies to find meaning in a situation that was perceived as unchangeable. By reappraising themselves, their spouses, and their relationships they refocused energies in certain roles, set limits with their abusers, and reached out to others (friends, family, and community organizations). Some women appeared to thrive, others merely survived, but all maintained the appearance of conjugal unity.     

Democratic consolidation in the Third World: Many questions,any answers?

This article is concerned with democratization in the Third World since the eighties, a period when dozens of Third World countries have undergone at least some democratic change. The article aims to assess the extent of democratic progress across a range of Third World countries and to compare their democratic experiences. The article examines a range of factors which have led to the development of a large number of ‘electoral' democracies which incorporate a number of democratic characteristics but exclude others. The author seeks to explain the emergence of this type of model.
