Central America's Foreign Debt Burden and the HIPC Initiative

This paper reviews the foreign debt burden in Central America with special emphasis on Honduras and Nicaragua. These countries have a large debt overhang and they have lagged behind the rest of the region in terms of economic growth. Our work suggests that Honduras and Nicaragua require alleviation of their foreign debt as a prerequisite to achieve sustained economic growth. The paper also reviews the initiative aimed at reducing the debt burden of the highly indebted poor countries (the HIPC Initiative) and evaluates alternative scenarios of debt reduction for both Honduras and Nicaragua. It ends with a critical assessment of the implications of the fiscal and openness criteria established in the HIPC Initiative.     

Redefining the Nonproliferation Norm? Australian Uranium,the NPT,and the Global Nuclear Revival

Optimists maintain that great powers oppose the proliferation of nuclear weapons and have a moral aversion to their use. The Eighth Review Conference of the Treaty on the Non‐Proliferation of Nuclear Weapons (NPT) in May 2010 produced a final declaration calling for steps toward complete disarmament. Yet recent optimism belies some contradictory, incremental foreign policy decisions taken by countries like Australia and the United States that could produce a change of meaning for the nuclear nonproliferation norm. Building on the “norm life‐cycle” model developed by Martha Finnemore and Kathryn Sikkink, this article links a new constructivist model of normative change to decisions by developed states to expand the global nuclear fuel cycle and provide sensitive nuclear assistance to other countries. An exploratory case study of Australian government policies on nuclear energy and uranium exports (2006‐present), including the possible sale of uranium to India, a non‐NPT signatory, suggests an important role for elite agency in norm redefinition.     

Now: prefigurative politics through a north Indian lens

This paper focuses on ‘prefigurative politics’ – embodying in the present one's vision of the future – among young people in north India. In so doing it contributes to wider debates on oppositional politics, temporality, India and youth. Building on recent fieldwork in Uttarakhand and Uttar Pradesh, we highlight the ubiquity of civic-minded everyday forms of prefigurative politics among a subset of young men and young women. We examine the temporality of this politics, which, like other recent prefigurative action across the world, emphasizes acting in the present. Young people in north India tend to view the future not as a point on the horizon but as the precipitate of their daily activities. By identifying the energetic attempts of young people within and beyond India to engage in social action, we also provide a counterpoint to negative stereotypes of youth circulating in the media and some scholarly circles.
