ABSTRACT

Over the last decades, regional parliaments were considered to play a minor role in European affairs. Not only was the salience of the EU low at the regional level, but politicians elected into these bodies also often lacked vested interests and capacities to become more involved in dealing with complex multi-level questions. After the constitutional strengthening of regional parliaments in EU decision-making, this paper considers one under-researched aspect behind the growing appetite of regional parliaments to become more involved in the scrutiny of EU affairs: the role of unelected parliamentary officials. Based on qualitative interviews in 12 German regional parliaments, the authors highlight how regional parliaments exert control over their governments and what role horizontal administrative networks among parliamentary staff play in the engagement of regional parliaments in EU affairs.  相似文献

South–South Cooperation is an emerging trend in international development assistance. Since 2011, the Intergovernmental Authority on Development (IGAD) initiative in South Sudan has been one of the most comprehensive attempts at post-conflict capacity development through South–South Cooperation, in terms of both scope and level of funding. This paper looks at the well-being of civil servant support officers deployed under the IGAD initiative, and the relationship between well-being and project performance. The paper explores assumptions underpinning South–South Cooperation and seeks to establish a better understanding of well-being and its impact on project performance. The paper also examines whether the second phase of the initiative has adequately addressed various challenges identified in the first phase. The paper finds that well-being, although often overlooked, has been critical to programme success in the IGAD initiative.  相似文献

In homicides with entomological evidence, it may be important to prove the presumed association of fly larvae to a corpse, especially if it is in doubt whether all maggots used for entomological expertise developed and fed on it. The present study demonstrates for the first time the possibility of analyzing human microsatellite DNA present in the digestive tract of necrophagous larvae that fed on decomposed bodies with a postmortem interval up to four months. The obtained human STR profiles support the association of a maggot to a specific corpse. In addition, the identification of the host species (e.g., animal source like pig) can be achieved by analysis of the cytochrome b gene. Maggots were collected from 13 corpses after various postmortem intervals and STR typing and HVR amplifications were performed using their crop contents. In seven cases, a complete STR profile was established, in two cases, an incomplete set of alleles was obtained, and in four cases, STR typing was not successful. HVR analysis was successful in all cases except one. The time of storage of the maggots and the length of the postmortem interval up to 16 weeks appeared to have no particular influence on the quality of the results.  相似文献

Defensive Gun Uses: New Evidence from a National Survey   总被引:1,自引:0,他引:1  
The number of civilian defensive gun uses (DGUs) against criminal attackers is regularly invoked in public policy debates as a benefit of widespread private ownership of firearms. Yet there is considerable uncertainty for the prevalence of civilian DGUs, with estimates ranging from 108,000 (using the National Crime Victimization Survey) to 2.5 million (using smaller telephone surveys) per year. In this paper we analyze the results of a new national random-digit-dial telephone survey to estimate the prevalence of DGU and then discuss the plausibility of the results in light of other well-known facts and possible sources of bias in survey data for sensitive behaviors. Because DGU is a relatively rare event by any measure, a small proportion of respondents who falsely report a gun use can produce substantial overestimates of the prevalence of DGU, even if every true defensive gun user conceals his or her use. We find that estimates from this new survey are apparently subject to a large positive bias, which calls into question the accuracy of DGU estimates based on data from general-population surveys. Our analysis also suggests that available survey data are not able to determine whether reported DGU incidents, even if true, add to or detract from public health and safety.  相似文献

International migration from Malawi has changed profoundly sincecentrally organized mine migration to South Africa ended inthe 1980s. Contemporary movements are more diverse and lesstied to labour, as informal trade has developed alongside. Thisarticle replaces a common ‘productivist’ perspectiveon migration with a decentralized approach, using ethnographicobservation and anthropological case studies to understand interrelatedflows of people and goods. It shows how in an emergent informalmarket for South African goods in Mzimba, Malawi, price informationdoes not structure trade practices. Surveillance images from a bank robbery were analyzed and compared with images of a suspect. Based on general bodily features, gait and anthropometric measurements, we were able to conclude that one of the perpetrators showed strong resemblance to the suspect. Both exhibited a gait characterized by hyperextension of the leg joints, and bodily measurements did not differ by more than 6 mm on average. The latter was quantified by photogrammetry: i.e., measuring by using images of the perpetrator as captured by surveillance cameras. Using the computer software Photomodeler Pro, synchronous images from different cameras were compared and concurrent body features were identified. The program could then render the perpetrator as a three dimensional, high-precision, scalable and measurable object.  相似文献

According to the authors, the Report of the UN Commission ofInquiry on Darfur and the Security Council referral of the situationin Darfur to the International Criminal Court (ICC) bring tolight two serious deficiencies of the ICC Statute and, moregenerally, international criminal law: (i) the systematic ambiguitybetween collective responsibility (i.e. the responsibility ofthe whole state) and criminal liability of individuals, on whichcurrent international criminal law is grounded, and (ii) thefailure of the ICC Statute fully to comply with the principleof legality. The first deficiency is illustrated by highlightingthe notions of genocide and genocidal intent, as well as thatof joint criminal enterprise. The second is exposed by drawingattention to the uncertainties and ambiguities surrounding suchnotions as recklessness and dolus eventualis, and in additionto the frequent reliance in both international case law andthe legal literature on customary international law and looseconcepts such as proportionality. The authors finally pointout that if the ICC tries to operate as a real criminal courtunder the rule of law and shows sensitivity to the rights andinterests of the accused, US fears of politicized prosecutionwill diminish.  相似文献

This article examines collection of natural resources revenue by village governments in Tanzania as part of a decentralisation reform. An analysis of empirical data in the form of taxation records from 14 villages, which collect and retain revenues on natural resources utilisation suggests that decentralising revenue collection to the lowest local government tier may yield: (i) considerable increases in revenue collection; (ii) increased transparency in public finances through requirements that village governments document their incomes and expenditures to the villagers; and (iii) a financial surplus that is used to finance public services at the village level. The evidence presented in this article suggests that decentralising taxation to the lowest local government tier may be a viable approach to enhance revenue collection on the utilisation of relatively low value natural resources, and assure that a share of the collected revenue is used to finance public services. Intergenerational conflict may arise when the interests of different age groups do not align. We examine cross-country data to find evidence for this conflict in OECD countries. We derive our results from a FGLS estimation model, which is complemented by a System-GMM estimation to account for potential endogeneity. The data are from a panel of 22 OECD countries over the time period 1985–2005. We find little support for intergenerational conflict in general; however, those who are close to statutory retirement age dislike public expenditure on families and education because, once they retire, they will have less income compared to their work income. This effect is transitory, however, implying a change in voting behavior during retirement age.  相似文献
