基于PXI总线的便携式维修辅助设备设计

针对基层维修人员复杂的故障难以诊断的问题,以PXI总线仪器为基础,提出了一种便携式维修辅助设备的设计方案。综合集成虚拟仪器、计算机、交互式电子技术手册、数据库、网络等技术,设计了便携式维修辅助设备的硬件结构,构建由装备基础信息数据库、BIT数据交互与分析软件、测试程序开发和执行软件、故障诊断与定位软件等组成的软件系统。介绍了设备的工作模型,利用便携式维修辅助设备,现场人员可迅速、准确地检测武器装备存在的故障隐患,隔离到现场可更换单元,满足现代战争对复杂武器系统原位检测和故障诊断的需要。     

俄罗斯存款保险制度的绩效评价

本文以俄罗斯为案例,具体研究了引入存款保险制度对一国金融体系的影响。研究发现,引入存款保险制度后,俄罗斯金融机构的个人存款取得了显著的增长,3年以上存款增长最快;贷款规模也取得了显著的增长,中长期贷款的增长率高于短期贷款增长率;金融机构数量持续减少,但减少的数量趋于下降;存款市场的结构出现了明显的变化,前5家银行存款占比持续下降;但贷款市场的结构并没有出现明显的改变。上述结果表明,俄罗斯存款保险制度的建立是成功的,完成了既定目标。俄罗斯的存款保险制度的基本经验非常值得中国借鉴。

Hedging Strategies of the Middle Powers in East Asian Security: the Cases of South Korea and Malaysia

Many middle powers in East Asia—particularly South Korea and Malaysia—are affected by the strategic relationship between the USA (hereafter the USA) and China. Therefore, I would like to examine the strategic behaviors of the middle powers in East Asia from a hedging strategy perspective. The hedging strategy extends the logic of the traditional balance of power theory while maintaining a strong emphasis on structural incentives, which critics have found lacking in the soft balance approach. Most East Asian states have calibrated their security measures and strategies in response to the changing US-China relationship. The purpose of this article is to compare the hedging strategies of South Korea and Malaysia, which are middle powers, that affect the East Asian security order. This article, thus, aims not simply to explain specific instances of the hedging strategies of middle powers but also, based on this theoretical foundation, to establish a new frame of analysis for the hedging strategies of middle powers through objective and critical assessment.

The PLA and Diplomacy: unraveling myths about the military role in foreign policy making

The PLA's role in Beijing's foreign policy-making process is a closed book but it is a key research topic in our study of Chinese diplomacy. This paper argues that generally the PLA abides by a fine division of labor with the Ministry of Foreign Affairs (MoFA) in managing Beijing's international pursuits. The civilians are in charge of China's generic foreign affairs and daily diplomacy. The Central Military Commission (CMC) is responsible for security/military-related foreign affairs and defines the bottom-line for employing force in conflicts. Institutionally the PLA's role is more directional than detailed and is often behind the scenes. This complicates our research of the subject matter, as the line between this division of labor is thin over many diplomatic issues. Often times it is hard to demarcate where Beijing's normal diplomacy ends and where security/military dynamics begin. This paper adopts a two-layered analysis on civil–military interaction on foreign and security affairs: the broad consensus of CCP–PLA leaders on CCP regime stability at a time of drastic domestic change and world pressure; and the PLA's directional role in China's security/military-related foreign affairs under a generic civilian guidance.
