In almost all subfields of political science in the last third of the twentieth century, it was claimed that we are witnessing a transformation of political order from hierarchies to networks. This paper traces institutional change during the twentieth century by examining structures and modes of interaction in transboundary regions in Europe and North America. First, it challenges functionalist explanations of institution-building and institutional change. Instead, the impact of general discourses and ideas is highlighted. Second, it takes a closer look at the hierarchies-to-networks transformation thesis. Whereas this thesis can be confirmed if we define hierarchies and networks as patterns of interaction, if we define hierarchies and networks in terms of modes of interaction this is less certain. De jure, institutional elements implying a "hierarchical order" have been supplanted in newer institutions by provisions allowing for "majority voting." De facto, nothing has changed, since these modes of interaction have never actually been used. In practice, the only way to achieve joint action has always been and still is through "agreement" or "consent." What has changed over the years, though, is the institutionalized approach to reaching "agreement." The older approach uses a technocratic-deductive logic. In recent years, we have been able to observe various new approaches in cross-border regions: a symbolic-inductive logic in Western Europe, a utilitarian-evolutionary logic along the U.S.-Mexican border, and a normative-constructivist logic along the U.S.-Canadian border. Based on the empirical findings, I conclude that institutional theory should pay more attention to the fact that many political institutions provide orientation, shape identities, and mobilize activities through emotional symbols.  相似文献

To compare parliamentary capacity for financial scrutiny, I construct an index using data for 36 countries from a 2003 survey of budgeting procedures. The index captures six institutional prerequisites for legislative control, relating to amendment powers, reversionary budgets, executive flexibility during implementation, the timing of the budget, legislative committees and budgetary information. Various methods of index construction are reviewed. The results reveal substantial variation in the level of financial scrutiny of government by the legislature among contemporary liberal democracies. The US Congress has an index score that is more than three times as great as those for the bottom nine cases, predominantly Westminster systems. Even allowing for US exceptionalism, the top quartile of legislatures score twice as high on this index as the bottom quartile. These findings suggest that the power of the purse is a discrete and non-fundamental element of liberal democratic governance. For some countries it is a key safeguard against executive overreach, while others maintain a constitutional myth.  相似文献

In order to estimate the combined effect of ethanol and fatigue on the activity of tendon reflexes, the mechanical threshhold and the latency of the patellar tendon, the radial and the biceps reflexes as well as the time of contraction of the musculus quadriceps femoris was investigated in men, with an ethanol level in blood at 80 mg % during elimination-period, and with tired subjects meaning that they hade done their usual daywork and had been awake for about 20 to 22 hours. The group, consisting of 21 male students, was then investigated under both these conditions. The patellar reflex was elicited by a specially constructed reflexhammer, by which the mechanical power could by measured exactly, from the angle of the position the hammer was released from and its known weight. The latency and the muscular contraction time were registered with electrodes on the skin by an oscillograph. The mechanical threshhold of the patellar, biceps and radial reflexes and the latency of there reflexes were significantly and equally impaired by ethanol as well as by fatigue. The combination of both these factors resulted in an almost exactly additional effect. The contractiontime of the m. quadriceps was prolonged more by fatigue than by ethanol. Comparing these results with fromer findings, a depressing effect of the formatio reticularis of the brainstem on the activity of the spinal motorcells is to be discussed. This impairment of neuro-muscular coordination and activity obviously is dangerous for drivers. It should especially be noted, that the effect of a wake period of 20 to 22 hours can be compared with that of a bloodlevel of 80 mg % ethanol as to the impairment of the tendon reflexes.  相似文献

After an act of violence, a delinquent swallowed about 250 ml ethylene glycol (EG) - probably to commit suicide before being arrested. During an interrogation by the police he appeared to be inebriated. A blood sample taken at this time did not contain ethanol but 5.1 g/l EG, as revealed by the analytical results. Only after a second examination was he taken to an intensive care unit in a hospital in spite of signs of pronounced intoxication after 12 h at the first examination. The patient died 30 h after taking EG without being effectively treated. The correct diagnosis, initiated by information from the poison control center, was made too late. At autopsy, findings were indicative of stage II of EG poisoning with a body burden of still 40-60 g EG. The mean rate of degradation in the blood was approximately 0.15 g/l per hour.  相似文献

Based on a lecture to policy makers in Brazil, this essay explores lessons that developing nations can learn from US experiences in the fight against violence and crime. A brief summary of trends in crime, criminal justice policy, and criminal punishment in the US over the past four decades is followed by an evaluation of the dominant imprisonment strategy of the 1970s through 1990s. It is argued that benefits of the massive increase in criminal punishment have been few and that costs have been excessive in terms of material, human, and social capital. Nonetheless, the American experience provides inspiration when we consider the broader societal potential for social organization: values and norms; self-interest and involvement in legitimate exchange networks; mobilization of social capital; and diverse mechanisms of social control. These concepts are explained, and specific institutions and mechanisms to control violence and crime are explored under each of them.
