The Polish underground organization Wolność i Niezawisłość and anti-Jewish pogroms, 1945–6

Tokarska-Bakir’s paper considers the deep-rooted cognitive habits among informers and reporters belonging to the Polish post-war, anti-Communist underground organization Wolno?? i Niezawis?o?? (Freedom and Independence) with regard to their perception of Polish Jews. The organization's archive is preserved in the National Archives in Krakow in Poland, and it thoroughly documents its members' social beliefs and fears. A theory of pogroms formulated by Senechal de la Roche understands the pogrom as an act of social control. Using the archival documents with that theory in mind, Tokarska-Bakir analyses Wolno?? i Niezawis?o?? in relation to the anti-Jewish pogroms that took place in Rzeszów, Krakow and Kielce in the years immediately following the Second World War.     

The ‘Heathrow’ Case: Polycentricity,Legislation, and the Standard of Review

The recent Court of Appeal decision in the ‘Heathrow’ case, Plan B Earth v Secretary of State for Transport is an illustration of the challenges of reviewing polycentric and expert decision-making. The issues raised in the case concerning the Planning Act 2008 are an illustration of a court's expository role in such contexts. The Court tackled directly a series of interpretive questions concerning the Planning Act 2008's obligations regarding the consideration of climate change. The Habitats and Strategic Environmental Assessment (SEA) Directive issues raised in the appeal, in contrast, were presented with the question of the intensity of review foregrounded in legal argument. The Court therefore sought to articulate the ‘standard of review’ and to apply it to the government's decisions. This way of framing the issue unfortunately sidelined the courts’ expository role in relation to intepreting the Habitats and SEA Directives, leaving key provisions under-analysed.     

A simple way of estimating interest group ideology

Political scientists have developed accepted numerical estimates of political ideology for legislators, candidates, parties and even nations, but interest groups lack such scores. This absence puts interest group research at a disadvantage compared to other subfields. I generate ideology scores for 72 groups across 10 years by combining groups’ evaluations of Members of Congress with Poole and Rosenthal’s estimates of Members’ ideologies. Alternative methods are explored, and the validity of the scores is demonstrated. Examinations of the scores focus on the relative distribution of groups and Members of Congress and the link between a group’s ideology and its campaign contributions.     

Recent Australian Market Mechanisms as a Component of an Environmental Policy That Can Make Choices Between Sustainability and Social Justice

Markets in terms of tradeable water or pollution rights, are increasingly being offered as rational solutions for environmental problems. The rational pursuit of personal gain through trading is assumed to promote increased efficiency in resource use and promote a reduction in the negative aspects of the resource use. The social and distributive effects of the introduction of markets and their rules and operations have received little concerted study and examination. In this paper the role of justice considerations in the development of economically rational environmental decision making will be addressed through some case studies of rural water markets and urban water markets in Australia.     

Police officers who commit suicide by cop: a clinical study with analysis

Suicide by cop has become a familiar topic among members of law enforcement, mental health professionals, and the general public. This paper presents two cases where police officers chose to commit suicide by getting other police officers to kill them. The two police officers studied, by examination of closed case files, were found to be similar to civilians who committed suicide by cop on several demographic (gender, age, history of mental illness, and suicide attempts), and situational (stress factors, trigger) variables. The cases help us to understand possible motives and management for individuals who choose to end their life in this manner.
