Science governance and the politics of proper talk: governmental bioethics as a new technology of reflexive government

Abstract

The article examines the emergence of governmental bioethics in Great Britain, France and Germany, i.e. bodies, discourses and procedures meant to guide policy-making in terms of ethical considerations. It argues that governmental bioethics, marked by openness, transparency and participation, can be understood as a form of reflexive government in the realm of science governance. It grew out of the problematization of older forms of science governance based on ideas of effectiveness, scientific expertise and system stability, and operates through structuring and managing proper talk rather than intervening in processes of techno-scientific development. Yet, rather than challenging the commitment to techno-scientific ‘progress’, it stabilizes it through mechanisms of inclusion, involvement and mobilization: within the framework of proper ethical talk, participation can be employed to pursue rather than oppose system stability.     

Thirty-seven degrees frigid: US-chilean relations and the spectre of polar arrivistes, 1950–59

After its 1948 proposal to internationalize Antarctica had been rejected, the United States accepted the Chilean Escudero Plan as a necessiry for avoiding further political disputes among the seven nations that had balked at the proposal's call to renounce their sovereign rights. US and Chilean officials proceeded to discuss revisions that might enhance the Escudero Plan's acceptabiliry to the other nations, all of which shared the goal of excluding the Soviet Union. Before there had been any substantial progress, the 1957–58 International Geophysical Year legitimated the USSRs presence in the far south, and already tense US-Chilean relations entered a phase of heightened apprehensiveness. This article explores the diplomatic and contextual nuances of this bilateral interaction that proved central in bringing the Antarctic Treary of 1959 to fruition.     

Measuring the quality of election administration

How do we distinguish between a ‘genuine’, ‘free and fair’, or ‘legitimate’ election and an election that is something less? In this article, we offer an answer to this vexing question: the Election Administration Systems Index (EASI). EASI is a practical, transparent, and sustainable tool for measuring the quality of elections in the developing world. The following pages describe the current limitations in measuring election quality, detail the EASI approach, and provide a comparative analysis of the results of its pilot implementation. EASI scores are drawn from a survey of experts on elections in the target country following a recent nationwide election. The analytical framework is comprised of three electoral dimensions: participation, competition, and integrity of the process. We also divide these dimensions temporally according to the electoral cycle: either pre-election, during the election, or post-election. The final product is a set of six primary scores displayed across dimension and time. By aggregating the survey data in this fashion, we provide for a nuanced assessment of an election by each dimension and across the cycle. As our pilot results demonstrate, EASI is a diagnostic tool for identifying electoral strengths and weaknesses and serves well for comparative assessments.

Public Value Accounting: Establishing the Philosophical Basis

Questions of how best to define the ends, justify the means, and measure the performance of governments have preoccupied political economists for centuries. Recently, the concept of public value—defined in terms of the many dimensions of value that a democratic public might want to see produced by and reflected in the performance of government—has been proposed as an alternative approach. This article develops three philosophical claims central to the practice of public value accounting: (1) when the collectively owned assets of government are being deployed, the appropriate arbiter of public value is the collectively defined values of a “public” called into existence and made articulate through the quite imperfect processes of democratic governance; (2) the collectively owned assets include not only government money but also the authority of the state; (3) the normative framework for assessing the value of government production relies on both utilitarian and deontological philosophical frameworks.     

Same-Sex Marriage,Korean Christians,and the Challenge of Democratic Engagement

The contest over gay rights (e.g., same-sex marriage) dramatizes the clash between increasingly nonwhite (“majority-world”), religious conservatives and mostly white, progressives. It renews longstanding debate about the compatibility of religious conservatism and liberal, pluralistic democracy. A study of one influential group, Korean Christians, shows that the younger, western-educated generation generally combines religious conservatism and political liberalism; they are much more likely to espouse liberal-democratic principles and to participate in the larger, plural society than the older, immigrant generation. However, the polarizing politics of gay rights partly reverses the generational pattern: the historically insular, first generation participate more in mainstream politics, while some western-educated, second-generation Korean Christians become intolerant and isolated from elite-educated circles. Ideological minorities self-segregate themselves in the face of hostile, energized majorities, whether progressives in Korean Christian circles or conservatives in secular, educated ones. Public deliberation on same-sex marriage depends on whether it becomes viewed like the clear-cut issue of interracial marriage or the more ambiguous one of abortion.     

Winning Peace Frames: Intra-Ethnic Outbidding in Northern Ireland and Cyprus

Ethnic outbidding in divided societies can have dire political consequences, ranging from the derailment of peace processes to inter-ethnic warfare. This article investigates the conditions contributing to successful outbidding within the framework of protracted peace negotiations by using the contrasting cases of Northern Ireland and Cyprus. Evidence demonstrates that successful outbidders are able to exploit the fears of their communities with respect to inter-ethnic compromise while identifying appropriate strategies and opportunities for redressing these grievances. The article demonstrates that the degree of outbidding success over the long term derives from combining diagnostic and prognostic frames linked to credible political and constitutional strategies.
