ABSTRACT

Mulhall sets out to explain how, contrary to what one might expect, imperial decline was rarely a pressing issue for the British far right, usually falling below both the perceived threats of Communism and immigration on their list of priorities. By first explaining these unexpected findings and then placing them in an international comparative context, new evidence emerges that supports those imperial historians who subscribe to the ‘minimal impact’ orthodoxy regarding the effect of empire on the metropole. In addition, however, those aspects of the radical right that did concern themselves with imperial decline, namely A. K. Chesterton and the League of Empire Loyalists, are explored in depth, revealing a peculiarly British form of conspiratorial antisemitism that blamed imperial decline on secret Jewish power. This strand of conspiracy thinking, best articulated by Chesterton, is traced back to its origin so as to illuminate the continuity of ideas and ideologies between the interwar and post-war periods within the British far right. The result is an article that contributes to several existing historiographical debates and provides an exploration of a less well-known aspect of the work of A. K. Chesterton and conspiratorial antisemitism more generally.  相似文献

In this article, we develop a novel understanding of stock market short‐termism as a social phenomenon. Contrary to formerly popular academic belief, short‐termism is a problem that is highly unlikely to be structurally self‐correcting. An important driver of short‐termism typically elided within standard legal‐academic analyses is the informational centricity of modern stock markets, and resulting pressure on corporate managers to generate fresh ‘news’ indicative of perceived business ‘progress’. We highlight the growing enthusiasm of policy‐makers for a discriminatory ‘two‐tiered’ approach to public company investor relations. Accordingly, long‐term and committed investors are expected to be brought into the company's governance ‘inner circle’, while other investors are implicitly relegated to lowertier ‘outsider’ status. We argue that this supports a discriminatory approach to the allocation of voting entitlements in newly listing companies, enabling committed investors to develop cooperative and sustained governance relations with management unencumbered by ‘outside’ stock market pressures for short‐term financial‐performance outcomes.  相似文献

In both developed and developing countries, governments finance, produce, and distribute various goods and services. In recent years, the range of goods provided by government has extended widely, covering many goods which do not meet the purist's definition of “public” goods. As the size of the public sector has increased steadily there has been a growing concern about the effectiveness of the public sector's performance as producer. Critics of this rapid growth argue that the public provision of certain goods is inefficient and have proposed that the private sector replace many current public sector activities, that is, that services be privatized. Since Ronald Reagan took office greater privatization efforts have been pursued in the United States. Paralleling this trend has been a strong endorsement by international and bilateral donor agencies for heavier reliance on the private sector in developing countries.

However, the political, institutional, and economic environments of developing nations are markedly different from those of developed countries. It is not clear that the theories and empirical evidence purported to justify privatization in developed countries are applicable to developing countries.

In this paper we present a study of privatization using the case of Honduras. We examine the policy shift from “direct administration” to “contracting out” for three construction activities: urban upgrading for housing projects, rural primary schools, and rural roads. The purpose of our study is threefold. First, we test key hypotheses pertaining to the effectiveness of privatization, focusing on three aspects: cost, time, and quality. Second, we identify major factors which affect the performance of this privatization approach. Third, we document the impact of privatization as it influences the political and institutional settings of Honduras. Our main finding is that contracting out in Honduras has not led to the common expectations of its proponents because of institutional barriers and limited competitiveness in the market. These findings suggest that privatization can not produce goods and services efficiently without substantial reform in the market and regulatory procedures. Policy makers also need to consider carefully multiple objectives at the national level in making decisions about privatization.  相似文献

This research investigates the types of budgeting formats used in over 200 United States cities and provides information about the budgetary problems facing American cities. The perception of budgeting problems differs significantly among cities with different types of budgeting. Cities using line-item budgeting are more likely to view the problems as more severe than do the cities using reform budgeting. The problems are the least severe in cities using planning, programming budgeting.  相似文献

Based on in-depth interviews with seven Canadian radicals in 2011, this article provides a detailed and nuanced insight into these men's personal journeys into, and in some cases, exit from, the world of radical Islam. Reflecting on their motivation, emotions, and decision-making processes, these men's stories demonstrate that the radicalization experience is anything but straightforward in the sense of there being a single and unambiguous motivation that spurs individuals on. Rather, they reveal that they were drawn to, and remained involved with, the world of extremism for a variety of reasons, not all of which necessarily related to the existence of grievances, real or imagined. Moreover, the relative importance of these drivers appeared to be in a state of flux, depending on an individual's needs or circumstances at any given time. Indeed, the highly idiosyncratic and temporally specific nature of the radicalization process, as demonstrated by these men's accounts, does not bode well for government and law enforcement efforts to anticipate specific cases of radicalization.  相似文献

The new World Bank‐sponsored and funded Training and Visit system of agricultural extension represents a major attempt by the Bank to promote institutional development. The very considerable investment has in fact resulted in little change or improvement in the quality of extension. The reasons lie in failure to analyse the cause of the weakness of the previous extension systems, inherent defects of the Training and Visit system, and the way in which it has been introduced into India. These failures in turn can be explained by the interests and the politics underlying the programme.  相似文献

Neoliberal globalisation has renewed and accelerated the triple crisis of capitalist modernisation in Africa. Primitive accumulation, nation-state formation and democratisation remain uncompleted tasks. Neoliberal globalisation simultaneously encourages these trends yet makes them difficult to resolve, given its anti-statism, its exclusionary version of democracy, and the violence inherent in the emergence of private property rights out of pre-capitalist modes of production that have been mediated by colonial and postcolonial institutions and the dynamics of the Cold War. The elements of the modernisation triad are inextricably intertwined, yet in varying social contexts take on unique patterns. To highlight each element in the triple crisis of 'modernisation', this article separates and 'applies' them to three 'southern' African countries. The notion of primitive accumulation is the theoretical lens through which the Zimbabwean crisis is viewed. The war in the Democratic Republic of the Congo is analysed through the prism of nation-state construction. South Africa, the most 'developed' (albeit particularly unevenly 'developed') society under study here will be examined through the framework of 'democratisation'.  相似文献

In India, ‘customary village councils’ are generally believed to be disappearing vestiges of a pre-democratic, hierarchical socio-political order. However, while remaining informal and maintaining a low public profile, in Karnataka state they are actively taking on new roles, adapting to the democratic, competitive political environment, becoming more representative and pluralist, and providing a wide range of services that are highly valued by the populations they serve. The relationship of customary village councils to the formal, elected local councils (Grama Panchayats) – and to electoral democracy generally – is more synergistic and complementary than competitive.  相似文献

Campaigns are an interactive process in which candidates, outside groups, the media, and voters communicate with each other to create an information environment that allows the various participants to construct meaning and form an understanding of the candidates and the campaign. Presidential primaries add a layer of complexity to this process as candidates and the press deal with both local and national audiences. In this article, we analyze the campaign communications in the 2000 Republican presidential primary in South Carolina—including candidate ads, mailings, and phone calls; local and national newspaper coverage; and network television coverage. We find that there was a disconnect as news media often focused on events and issues that diverged from the messages of the candidates' campaigns. In addition, we find substantial differences between local and national media coverage of the primary resulting from their distinct audiences and the reporters' own understanding of the local context that created significantly different information environments for voters in the state and those out of the state. We consider the implications of these findings for how voters and journalists understand the candidates as well as the challenges presidential candidates face in simultaneously campaigning locally and nationally.  相似文献

Previous studies on Diptera have shown the potential for the use of cuticular hydrocarbons' analysis in the determination of larval age and hence the postmortem interval (PMI) for an associated cadaver. In this work, hydrocarbon compounds, extracted daily until pupation from the cuticle of the blowfly Lucilia sericata (Diptera: Calliphoridae), have been analyzed using gas chromatography–mass spectrometry (GC–MS). The results show distinguishing features within the hydrocarbon profile over the period of the larvae life cycle, with significant chemical changes occurring from the younger larvae to the postfeeding larvae. Further interpretation of the chromatograms using principal component analysis revealed a strong correlation between the magnitudes of particular principal components and time. This outcome suggests that, under the conditions of this study, the cuticular hydrocarbons evolve in a systematic fashion with time, thus supporting the potential for GC–MS analysis as a tool for establishing PMI where such a species is present.  相似文献
