In 2005 the European Agency for the Management of Operational Cooperation at the External Borders (Frontex) was founded. Contrary to the widely used principal–agent approaches, it is more promising to analyse Frontex through the lens of experimentalist governance. This paper has two lines of argument. First, it argues that Frontex may only succeed if Frontex has a sufficient degree of organisational independence and enjoys appropriate and steady support by all member states. This is especially virulent when many member states fail to provide significant contributions in terms of material and human resources as well as time, leading to a suboptimal reduction of duration, scope and operational impact of Frontex's missions. The second argument is concerned with the accountability of Frontex. Contrary to the experimental approach, this article takes a sceptical stance, arguing that important (supra-)national actors are sidelined and relevant legal rules are ignored.  相似文献

Sustainability figures prominently in the rhetoric around the nonfinancial responsibilities of business, as is manifest in the concept of corporate social responsibility (CSR). Often, however, sustainability assumes a narrow social and ecological meaning. A more comprehensive and apt concept would instead focus on the political dimension of sustainability. The long-term success of business depends primarily on sound institutions as embodied in the liberal democratic state. Therefore, companies should invest politically in strengthening the public realm—to their own benefit. CSR misses this strategic nexus; rather, the business case lies in the adoption of a corporate political responsibility (CPR). Advocating for a broad definition of what is political, the paper lays out concrete CPR fields of action that allow companies to become political brands. As a holistic concept to conceive of the interface between business and politics, CPR does not only help to secure a company's longevity, but also reorients our understanding and practice of public affairs.  相似文献

Cabinet coalitions are central to the functioning of Latin American presidential systems. However, the reasons for their formation remain unclear. While recent studies suggest that presidents invite parties to the cabinet to facilitate governability and lawmaking, this study argues that the composition of cabinet coalitions is largely predetermined by commitments made before presidential elections. To analyze this argument, the study introduces the conditional logit model as a new empirical strategy for modeling cabinet choice under this type of regime. Based on a new dataset of 107 cabinets in 13 Latin American democracies, the study shows that pre‐electoral commitments strongly affect cabinet formation and thereby also confound the relationship between cabinet formation and governability.  相似文献
