The Common Agricultural Policy is modelled as a club good providing the European Union (EU) farmer with financial benefits. We build an economic model which explains how much farmers in individual EU countries invest in rent-seeking activities in order to test for free-riding behaviour on lobbying costs. For our investigation we group the EU member countries by farm structure, and the type of benefit received. We explain the fees paid by farmers for lobbying by other countries’ fees, political variables, and country and regional agricultural characteristics. The model shows that some member countries free ride on others suggesting a form of policy path dependency. 相似文献

There are good reasons to think that Brahmanism initially belonged to a geographically limited area, with its heartland in the middle and western parts of the Gangetic plain. It was in this region that Brahmanism was at that time the culture of a largely hereditary class of priests, the brahmins, who derived their livelihood and special position in society from their close association with the local rulers. This situation changed. The most plausible hypothesis as to the reasons of this change sees a link with the political unification of northern India, begun by the Nandas and continued by the Mauryas. Both the Nandas and the Mauryas had their home base in the region called Magadha and had no particular interest in brahmins and their sacrificial tradition. As a result Brahmanism as an institution was under threat; it either had to face disappearance, or reinvent itself. It did the latter. Brahmanism underwent a transformation that enabled it to survive and ultimately flourish in changed circumstances. This paper will argue that the Mahābhārata can be looked upon as an element in this Brahminical project. Far from being a mere collection of stories and general good advice, it was an instrument in the hands of a group of people who were determined to change the world in ways that suited them, and who to a considerable extent succeeded in doing so during the centuries that lay ahead. 相似文献

A validated gas chromatographic-mass spectrometric method for quantitative analysis of methaqualone (MTQ) in illicit preparations is reported. The method proved to have a coefficient of variation of below 5%. Four batches of seized tablets, two pairs with similar imprints, were analyzed. It was found that the average MTQ concentration in all four batches of tablets differed significantly (p = 0.01) rendering it impossible to conclude that, on the basis of MTQ concentration alone, the batches with a similar logo originated from the same manufacturer or manufacturing batch. Conversely, it can be said that in this case, the four batches originated from either different clandestine laboratories or manufacturing batches. 相似文献

With the end of the Cold War and the collapse of the Soviet Union the large economic space of the Eurasian super-continent has also become part of the world-wide globalization process. How this process of integration of Eurasia is proceeding in key areas of cross-continental linkages is of great importance for the future of the region and for the future of the World as a whole. One of the key questions will be whether the regional and global institutions can provide adequate support for this integration process.This paper was presented as a keynote speech at The Fourteenth OSCE Economic Forum in Vienna on 23 January 2006. It draws on a longer paper by (Linn and Tiomkin in press).The authors are, respectively, Executive Director of the Wolfensohn Initiative at The Brookings Institution, Washington, DC, USA, and MBA and MPA/ID candidate at Harvard University. The clearance rate is often used as an indicator of the risk of detection, in spite of the fact that these are different matters. This article suggests a method to make estimates of the risk of detection based on information from the Swedish crime statistics. The risk of detection is expressed as a function of the dark figure. Empirical estimates of the risk are given for drunken driving, residential burglary, and assault between strangers. These estimates are followed up with some calculations concerning the impact of crime activity level on the risk of getting caught. One major conclusion of the findings is that the risk of detection varies very moderately with the dark figure. This means that if there is some knowledge of the dark figure, it is often possible to make fairly good estimates of the risk of detection. 相似文献

Securities laws, overseen by independent regulatory agencies, have spread around the world. This article argues that coercion has played a more critical role in the spread of regulatory models than previously acknowledged. In particular, I argue that globally integrated markets can provide powerful regulators and governments with strong incentives to actively promote the export of their regulatory models. Case study evidence and the analysis of a global data set on the establishment of US-style securities regulatory regimes between 1973 and 2007 lend support to the crucial role of the US government and the US Securities and Exchange Commission in spreading the US securities regulatory model around the world. 相似文献

In southern Chile, Mapuche Indigenous communities are using video and digital filmmaking to collectively reflect on and communicate knowledge. This article shares their experience, arguing that with the increasing accessibility of information and communication technologies, we should be rethinking and broadening the acceptable ways to generate and convey knowledge about development. Acknowledging the diverse ways of knowing and communicating knowledge, this article suggests that video can be a powerful tool for self-representative knowledge-sharing by Indigenous communities. Only by expanding our debates beyond written media can we engage equitably with a plurality of knowledge-holders to resolve development challenges. 相似文献

To solve their domestic and international problems, democratizing states often form new international organizations. In doing so, they face the question of institutional design: what types of rules and provisions should be included in the charter of the new international organization? We analyze this question through the lens of accession rules, with an emphasis on voting rules. We argue that democratizing states have strong incentives to design organizations with strict accession rules. Organizations with strict accession rules allow the founding members to regulate entry. This is particularly useful for transitional democracies, as democratizing states are initially unable to gain entry into the lucrative existing international organizations operated by the established democracies. Using original data on accession voting rules in 324 international organizations, we find strong evidence in support of our claims. 相似文献

How does a change from a compulsory voting system to a voluntary one affect election turnout? It is often argued that an electoral regime under which voting is voluntary reproduces class bias or, in other words, that the rich vote more than the poor. This bias is corrected either by the introduction of compulsory voting or the existence of strong left-wing parties and trade unions able to mobilize poorer segments of the population. In this article, we put forward an alternative argument. We assert that when voting is voluntary, class bias can disappear if an election is very competitive since this affects both turnout and its socio-economic composition. To evaluate this argument, we examine the case of Chile's 2012 municipal election when voting was voluntary for the first time, instead of compulsory. 相似文献

Where electricity access is limited, solar lanterns are a viable and relatively inexpensive source of basic lighting for households. However, the creation of commercially viable business models for solar lanterns is difficult because the customers are poor and make decisions under tight liquidity constraints. To understand the economics of technology adoption in the case of solar lanterns, we conduct a field experiment on willingness to pay (WTP) for solar lanterns in rural Uttar Pradesh. Applying the Becker–DeGroot–Marschak method of eliciting WTP, we evaluate the ability of a trial period and postponed payment to increase sales. We find no evidence for the effectiveness of the trial period and only weak evidence for the positive effect of postponed payment. Overall, WTP for the product among the customers is low. There is no clear evidence for concerns about the uncertain quality of the product, liquidity constraints, or present‐bias. In this context, policies to subsidize very small solar lanterns would not correct a market failure, as people appear to have only a limited interest in the product. 相似文献
