Latin American nations have, in varying degrees, struggled to form a foreign policy which successfully incorporates developmental issues. Through an institutional analysis, this article identifies the institutional frameworks within which a development-oriented foreign policy (DOFP) is more prone to emerge. It is argued that DOFP has not been able to be consolidated, as foreign policy has primarily remained a tool for regime survival. This is largely because of the institutional exclusiveness and presidentialism embedded in Latin American diplomacy – making foreign policy notoriously vulnerable to regime appropriation. By conducting a comparison between Ecuadorean and Chilean foreign policy, the article sheds light on the institutional components which have allowed the latter to successfully incorporate a development agenda and the former to stumble in its efforts.  相似文献

Self-injurious behavior involving deliberate self-harm and suicide attempts by inmates while under custodial authority is a major problem for prisons and jails (prevalence, legal obligation for suicide prevention, and stress for officers). The differentiation of "serious" vs. "non-serious" and often manipulative suicide attempts as distinct phenomena, each with its own clinical features, is controversially discussed in current literature and a challenge for every diagnostician. If distinct clinical presentations and histories can be observed, an estimation of the seriousness of each act of self-injurious behavior can be simplified, whereby appropriate treatment of the individual case becomes possible. The aim of the study was to find differences between self-injurious behavior of "low seriousness" (i.e. low lethality and low suicidal intent) and of "high seriousness". Therefore, inmates showing self-injurious behavior were divided into subgroups of deliberate self-harm and suicide attempters on the basis of the act's intent and lethality. This was followed by a comparison of the clinical presentations of the individual inmates constituting the subgroups. Hence, 49 inmates showing self-injurious behavior were interviewed and tested with a variety of instruments (SCID-I and II, PCL-R, BDI-II, BHS, BSS, SIS, etc.), and their prison and health files were examined. The results indicate significant correlations between seriousness and some demographic, prison-related variables as well as different measures of depression. Negative, but nonsignificant correlations could be observed with regard to cluster B personality disorders. The PCL-R total score as well as PCL-R factor 1 showed a statistical trend for negative correlations with measures of seriousness. Inmates showing deliberate self-harm and suicide attempters seem to differ in a number of ways. Implications on how the individual prisoner should be treated are discussed.  相似文献

The war in Ukraine and the looming threat of climate change are driving the strategic need to diversify sources of energy, including renewables. Therefore, the European Union aims to develop energy relations with non-EU member states, and Morocco has become a key priority. Both Brussels and Rabat are pursuing ambitious green policies and cooperation initiatives, including on hydrogen. Drawing on theories of international institutions and political economy, this article analyzes hydrogen-related relationship patterns and explains demand and supply factors as drivers of institutionalized energy cooperation. We examine the EU's hydrogen approach and development, its relations with Morocco, and the political interests of both sides. Our analysis shows that the complex interdependencies in the evolving EU-Morocco hydrogen relations indicate that demand can be met by supply. However, challenges remain, including the need to deepen the partnership and prepare the market for commercial hydrogen production.  相似文献

Why do some autocracies remain stable while others collapse? This article presents a theoretical framework that seeks to explain the longevity of autocracies by referring to three pillars of stability: legitimation, repression, and co-optation. These three causal factors are derived by distilling and synthesizing the main arguments of classic and more recent research efforts. Particular emphasis is paid to re-incorporate legitimation in the explanation of stable autocracies. The article conceptionalizes the three pillars and discusses methods of concrete measurement. It then moves on to explain the stabilization process. How do these pillars develop their stabilizing effect? It is argued that reinforcement processes take place both within and between the pillars. They take the form of exogenous reinforcement, self-reinforcement, and reciprocal reinforcement. To illustrate the inner logic of these processes, I draw on empirical examples. I also state what we would need to observe empirically and how we can approach the three pillars methodically. A theoretical framework of this nature has two advantages: it is able to take the complexity of autocratic regimes into account while remaining parsimonious enough to be applicable to all autocratic regimes, irrespective of their subtype; and it integrates a static view to explain stability, with the emphasis on the underlying stabilization mechanisms and facilitates within-case and cross-case comparisons.  相似文献

Based on qualitative fieldwork, this study analyses reasons and outcomes of fishers’ migration in Bangladesh. The results show that fishers’ livelihoods are characterised by a series of vulnerabilities and endemic poverty contributing to their migration decisions. However, fishers also migrate pro-actively to enhance their capacities and explore opportunities. The outcomes of migration are highly diverging: while for poorer fishers, migration is a way of coping with shocks, better resourced fishers can use it for asset accumulation. The importance of migration for their livelihoods and emerging networks across space generate forms of translocal households that coordinate their activities over long distances.  相似文献

SUMMARY

This article focusses on the ways in which political cartoons, especially in South Africa, are used for political communication. To start with an indication is given of what is meant by political communication and how it forms part of the political socialisation process. Thereafter the focus shifts to the role of cartoons in this process. Emphasis is placed on the procedure of determining a theme or central idea for a cartoon. Three general functions of cartoons are also identified which concentrate on the condensation and simplification of a confusing perceived reality as well as acting as a medium for the mobilisation of political support. Besides, three specific functions are isolated which are determined by the cartoonist's appreciation of the status quo. In conclusion, a few methods available to the cartoonist for designing cartoons to perform these functions are mentioned.  相似文献

The purpose of this article is to introduce the connection of social entrepreneurship (SE) and sustainable design (SD) as a successful strategy for social innovation. Design is increasingly recognized by different stakeholders as an important contribution to social innovation. However, research linking SD and SE as a tool to sustain these social ventures is limited. This article takes an international approach to viewing SE. It presents concepts and main characteristics of both SE and SD, and discusses its similarities and differences of these concepts, based on a literature review and the analysis of two case studies addressing SE. The case studies presented in Norway and the United States are evaluated based on the role that SD strategies played in their establishment and implementation phase. Finally, this article seeks to contribute to the discussion of SE challenges and benefits, in addition to furthering research on the connection of SE and SD. Analyzing this connection means exploring uncharted paths toward sustainability and socially responsible growth.  相似文献
