Courts are frequently confronted with children who, regardless of court orders, refuse to visit their noncustodial parents. This article examines the possible alternatives to holding a child, or parent, in contempt for such behavior. Furthermore, solutions and ideas that better serve the needs of children and parents in these highly volatile family situations will also be explored .     

Connolly and the never-ending critiques of liberal peace: from the privilege of difference to vorarephilia

Over the last decade, a dominant critique of international interventions underlines the problem that interventionary strategies have denied the political, societal and cultural heterogeneity of conflict-affected societies, excluding the interests of the majority of their population. A deeper engagement with the everyday life of these societies is understood to expose the errors of international missions and animate an alternative way of thinking about peace: ‘hybrid peace’, which is formed contextually and from below. Engaging with William Connolly’s work on pluralism, this article clarifies the nature of this critique, which rests securely on the assumption that local alterity cannot be fully understood, respected or treated sensitively by international governance approaches. However, as much as this assumption enables the thinking of an emancipatory hybrid peace, it is in turn the source of its critique, as hybrid peace is also seen as reproducing binary schemas and thus considered incapable of caring for the societies intervened in. At the conclusion, the metaphor of vorarephilia—paraphilia where sexual arousal occurs in the idea of being eaten or eating another person—will be used to warn against the tragic direction that critiques seem to be travelling to: critical scholars would be increasingly tempted to welcome the inevitable failures of international interventions.

Racial disproportionality in state prison admissions: Can regional variation be explained by differential arrest rates?

Recent studies have found that states in the Midwest incarcerate Blacks at a higher rate than those in the South. This article examines the extent to which this regional pattern of racial disproportionality in incarceration rates could be explained by controlling for race-specific arrest rates. The findings showed that the level of racial disproportionality in imprisonment decreased among all of the regions after controlling for race-specific arrest rates, but previously observed regional differences remained. These findings indicate that differences in the level of racial disproportionality in incarceration rates among regions were due to differential involvement in serious crimes by race resulting from a higher concentration of Blacks in urban areas relative to Whites in the Midwest.     

Community rehabilitation workers as catalysts for disability: inclusive youth development through service learning

This paper explores access to health and education for disabled youth in sites with and without community rehabilitation workers (CRWs). A cross-sectional survey using a structured questionnaire was undertaken in nine sites in South Africa, and a snowball sample of 523 disabled youths of both sexes, aged between 18 and 35 years, was selected. The survey found that a significantly larger proportion of disabled youth living in sites with CRWs were seen by health care workers at home, and that there was a large difference in educational access between sites with and without CRWs. CRWs are well positioned to promote equal citizenship for disabled youth through service learning with occupational therapy final year students to improve access to health and education, so that barriers to their participation in economic development are removed.
