Tribal Gaming and Educational Outcomes in the Next Generation

Following a series of federal policy changes and court rulings in the late 1980s, over 400 casinos owned by Native American tribes were opened throughout the United States, and expanded tribal gaming has transformed the economic development trajectories of many American Indian tribes. While most existing evaluations of tribal gaming's impacts focus on contemporaneous effects, the present paper evaluates whether the advent of tribal casinos affected educational outcomes in the subsequent generation of American Indian children. I assemble data on the adult educational outcomes of 11,647 American Indians across 36 counties who were children when a local casino was opened. I use these data to compare individuals who were relatively young at the time of a casino opening, and therefore had greater exposure to post‐gaming socioeconomic conditions, and individuals who were from the same county but were relatively old at the time of a casino opening, while also exploiting differences in the relative sizes of tribal gaming operations. Using this approach, I estimate that exposure to an average‐sized gaming operation during childhood increased adult educational attainment by .328 years and increased the probability of high school graduation and post‐secondary degree completion by 5 to 14 percent. No substantive improvements in adult educational outcomes are observed among white children from the same counties. The magnitudes of the estimates imply a relationship between family income during childhood and educational achievement that is similar to previous research within other low‐income populations.     

Past is still present: Micro-level comparisons of conventional vs. transitional economic voting in three Polish elections

Using survey data from three Polish parliamentary elections, we provide the first systematic micro-level test contrasting a standard incumbency-based model of economic voting with a transitional economic voting model in the post-communist context. To do so, we introduce a novel temporal component to micro-level studies of economic voting that supplements standard short-term retrospective economic evaluations (e.g., “do you feel the economy has improved in the past 12 months?”) with longer “transitional” retrospective economic evaluations (e.g., “do you feel the economy has improved since the collapse of communism?”). Our analyses reveal a nuanced picture suggesting multiple paths for economic influences on voting in Poland. We find evidence consistent with the standard incumbency-based approach, but only for the specific set of evaluations to which the theory is most appropriately applied: short-term retrospective economic evaluations and the vote for incumbent parties. By contrast, the transitional model is strongly supported by evidence that evaluations of changes in economic conditions since the collapse of communism (“long-term economic evaluations”) have an effect on the vote for a range of parties. We demonstrate as well that these results are robust to model specification and generational effects.     

Genetic differentiation between and within Northern Native American language groups: an argument for the expansion of the Native American CODIS database

The National Research Council recommends that genetic differentiation among subgroups of ethnic samples be lower than 3% of the total genetic differentiation within the ethnic sample to be used for estimating reliable random match probabilities for forensic use. Native American samples in the United States’ Combined DNA Index System (CODIS) database represent four language families: Algonquian, Na-Dene, Eskimo-Aleut, and Salishan. However, a minimum of 27 Native American language families exists in the US, not including language isolates. Our goal was to ascertain whether genetic differences are correlated with language groupings and, if so, whether additional language families would provide a more accurate representation of current genetic diversity among tribal populations. The 21 short tandem repeat (STR) loci included in the Globalfiler® PCR Amplification Kit were used to characterize six indigenous language families, including three of the four represented in the CODIS database (i.e. Algonquian, Na-Dene, and Eskimo-Aleut), and two language isolates (Miwok and Seri) using major population genetic diversity metrics such as F statistics and Bayesian clustering analysis of genotype frequencies. Most of the genetic variation (97%) was found to be within language families instead of among them (3%). In contrast, when only the three of the four language families represented in both the CODIS database and the present study were considered, 4% of the genetic variation occurred among the language groups. Bayesian clustering resulted in a maximum posterior probability indicating three genetically distinct groups among the eight language families and isolates: (1) Eskimo, (2) Seri, and (3) all other language groups and isolates, thus confirming genetic subdivision among subgroups of the CODIS Native American database. This genetic structure indicates the need for an increased number of Native American populations based on language affiliation in the CODIS database as well as more robust sample sets for those language families.Supplemental data for this article is available online at https://doi.org/10.1080/20961790.2021.1963088 .
