The author of the present paper published a study in the 30th volume of Parliaments, Estates and Representation in 20101 on the legal features of the Hungarian socialist councils, detailing thematically the legal frameworks and institutions of the Soviet-type public administration. In the present paper, the theoretical basis and the actual operation of the local councils is described, involving their relationship to other state organs as well as the historical criticism of political one-party guidance and personality cult over them. This article focuses on democratic centralism as the leading theory of socialist representation, the place of councils in the science of socialist public administration and in the parallel state party structure. The political determination with regard to local councils is also discussed in a case study of Szeged city. 相似文献

Utilizing data from five census enumerations of Latvia (including the most recent 2011 census), this study analyzes temporal and spatial trends in ethnic diversity in the country at the national and municipal levels. The measure employed, the ethnic diversity index (EDI), makes possible a more sophisticated interpretation of the dynamics of ethnic diversity than an analysis of the changing percentage shares of Latvia's various ethnic groups over time. At the national level, a trend of declining ethnic diversity prior to Latvia's incorporation into the Soviet Union was followed by a rapid increase during the Soviet period, before the onset of gradually decreasing diversity during the post-Soviet period. These national-level trends obscure a number of trends evident at the municipal level, including salient (depending on the period) ethnic diversity gradients Rīga–Latvia, cities/towns–countryside, and the east–west. Latvia remains one of the most ethnically diverse countries of Europe, and the study outlines some of the implications of the recent stagnation of regional EDIs at rather high levels for the economic and political life of the country. 相似文献

This paper examines the approval of government bills in Chile, evaluating the effect of presidential prerogatives and policy substance, and considering both bill-specific and contextual effects. The results show that presidential prerogatives over financial policy, as well as the ability to affect the congressional agenda through urgent bill scheduling, significantly influence government bill approval. As expected, government success is enhanced during the honeymoon period. However, changes in public approval of the president do not appear to exert a significant effect on the passage of presidential bills. 相似文献

Abstract This article deals with the concept of market information. In particular, it argues that references to the so-called conduit metaphor, which represents markets as a series of information flows, hide the localized, historically contingent and materially mediated practices of the economy. Following the tradition of the performative theory of social institutions, this article argues that the specific meaning of ‘market information’ and its concrete manifestations (e.g. prices) depend on the sociotechnical character of the calculative practices through which market participants orient their economic actions. The point is illustrated through a historical reconstruction of the introduction of price and quote dissemination technologies in the London Stock Exchange between 1955 and 1990. By highlighting the historical and technological contingency of prices, the case of the London Stock Exchange shows that it is impossible to provide a universally and temporally invariant definition of market information. 相似文献

ABSTRACTThis qualitative study analyzes the activation of accountability mechanisms in public services and the changing dynamics between relevant actors. It remains unclear how accountability relationships emerge, when they are introduced, and under which circumstances administrative values are challenged over the course of administrative reforms. Our analysis of a Brazilian state prison system elucidates some of these elements by investigating a case in which an institutional crisis resulted in administrative reforms and new accountability dynamics. Our findings suggest that initiating accountability reforms before some services reach the level of severe crisis may be particularly difficult. We demonstrate that the development of accountability relationships is largely influenced by prominent actors capable of strategizing their actions in a collaborative fashion with other stakeholders. Additional layers of external regulation are also crucial to reduce the risks of political and regulatory capture, engage previously absent stakeholders, activate accountability mechanisms, and make reforms possible. 相似文献

ABSTRACT Rising demand for quality, efficiency, and openness in the management of collective problems and their solutions has prompted successful government agencies to consider knowledge as a key resource. Government agencies make intensive use of human capital and knowledge in the performance of their duties. Knowledge represents the most important strategic resource, and its skillful management is a key capability in institutional performance. Using structural equation modeling, we analyze the relationship between the learning capability of an organizational system, characterized by the dynamic interaction of stocks and flows of knowledge, and its impact on performance. Our results support the view that learning capability, especially knowledge flows and stocks, has a positive impact on the performance of public institutions. 相似文献

In economic voting models, the electorate punishes governments associated with bad economic results and rewards those who provide prosperity. However, citizens do not always place the same weight on economic considerations when deciding their vote. This weight, it is argued, is a function of the degree to which governments can be deemed responsible for domestic economic outcomes. More precisely, the article hypothesises that when the economy is highly vulnerable to external economic conditions (and thus less controllable by the national government), voters will value less the information they receive on the state of the economy, and, as a consequence, electoral behaviour will be less influenced by economic performance. This conjecture is tested empirically using survey data from 15 European countries. Consistently with the prediction, it is found that employment expectations matter more the greater the degree of economic closeness of the country. General economic expectations have an impact on voting regardless of the level of economic openness, and no sign of pocketbook voting is detected. Also, the evidence seems to suggest that the internationalisation of the economy plays an exonerating role only under left-wing governments. 相似文献
