Dramatically different beliefs about justice will produce dramatically different methods for achieving justice. The beliefs underlying the traditional Indigenous restorative justice systems, systems that dramatically differ from the European-based system practiced in the USA are presented. In May 2005, after a tumultuous parliamentary election campaign had led to factionalism among the village population, village elders in northern Kyrgyzstan formed the cooperative Yiman Nuru (Light of Faith). The institution, which is headed by the local imam, was set up with the explicit aim to restore harmony and unity among all villagers. This article deals with how people in rural Kyrgyzstan try to achieve a state of well-being for themselves. Specifically, it analyses a chart the elders created upon forming the cooperative, in which they order their social and economic practices, their moral duties and responsibilities vis-à-vis other villagers, as well as their relationship with state actors, along the lines of three moral concepts: harmony, unity, and moral conduct. Ending Gang and Youth Violence: A Cross Governmental Report including further evidence and good practice case studies (EGYV) (HM Government, 2011) describes the Coalition's attempts to develop a coordinated policy strategy to reduce gang related and more general youth violence. The report extends to 84 pages, 23 headline measures, and refers to over 60 reputedly relevant initiatives. Amidst some refreshingly honest admissions (‘We understand that you can't arrest your way out of the problem’), significant emphases are placed on locally coordinated multi-agency action, and on an articulated strategy of family level prevention, individual intervention and police suppression. While the report evidences much good-will, good practice and hard work, at least three core problems relating to expertise, evidence and moral vision critically undermine its strategic coherence; and we contend that the measures flowing from it will, at best, produce weak evidence of no overall effect, and at worst, prove counter-productive. 相似文献

As home visitation programs go to scale, numerous challenges are faced in implementation and quality assurance. This article describes the origins and implementation of Every Child Succeeds, a multisite home visitation program in southwestern Ohio and Northern Kentucky. In order to optimize quality assurance and generate new learning for the field, a Web-based system (eECS) was designed to systematically collect and use data. Continuous quality assurance procedures derived from business and industry have been established. Findings from data collection have documented outcomes, and have identified clinical needs that potentially undermine the impact of home visitation. An augmented module approach has been used to address these needs, and a program to treat maternal depression is described as an example of this approach. Many studies have reported gaps between Latino and non-Latino adolescents in academic and political outcomes. The current
study presents possible explanations for such gaps, both at the individual and school level. Hierarchical linear modeling
is employed to examine data from 2,811 American ninth graders (approximately 14 years of age) who had participated in the
IEA Civic Education study. Analyses of large data bases enable the consideration of individual characteristics and experiences,
as well as the context of classrooms and schools. In comparison with non-Latino students, Latino adolescents report more positive
attitudes toward immigrants’ rights but have lower civic knowledge and expected civic participation. These differences were
apparent even when controlling for language, country of birth, and political discussions with parents. School characteristics
that explain a portion of this gap include open classroom climate and time devoted to study of political topics and democratic
ideals. Results are discussed within the framework of developmental assets and political socialization. Implications for educational
policy and ways to use large data sets are also discussed.

This research identified what skills, behaviors, and qualities experienced crisis (hostage) negotiators believe enhance or harm their success during negotiation. 188 negotiators from various countries (primarily United States) voluntarily completed an online survey in which they listed the aforementioned characteristics and reported on various aspects of their own background and behaviors. Open-response questions were coded and quantitative methods revealed what qualities were listed most frequently by negotiators. Active listening, displays of empathy, effective communication, and remaining calm and collected appear at the top of their to-do lists. Conversely, being confrontational, arguing, yelling, and interrupting were reported as behaviors to be avoided. Most negotiators attend trainings multiple times a year and read on the topic of crisis negotiation. About half follow a model during negotiations, typically the FBI’s Behavioral Change Stairway Model. Findings are discussed with relevance to future research directions and improvement of negotiator trainings. 相似文献
