Abstract: In the 1970s, both Australia and the United States instituted legal reforms aimed at promoting greater accountability among public servants. Prompted by growing awareness of the need to encourage and protect federal government whistleblowers, Congress enacted whistleblower protection measures in the Civil Service Reform Act of 1978. Although the notion of open government in Australia has never been extended to include whistleblowing by public servants, probing the issue of whether or not United States whistleblower protection can serve as a reform model in the search for more effective legal mechanisms for ensuring government accountability can provide lessons and insights of value to Australian public administrators. Analysis of the role and impact of the Office of the Special Counsel and the Merit Systems Protection Board as established under the Civil Service Reform Act reveals many difficulties associated with whistleblower protection. Research has substantiated the jurisdictional ambiguities, administrative and procedural deficiencies and lack of sanctioning power which plague this reform effort. Similar deficiencies also impede the protection of parliamentary witnesses in Australia. Evaluation of whistleblower protection leads to the conclusion that reform models in either country for ensuring government accountability must not be judged solely through examination of statutory provisions. There must also be in place strong stabilising factors such as political unity, economic comfort, social discipline, civic virtue and public service ideology in order to achieve the common public service goal of rendering governmental decision-making more accountable to persons affected by it and open to review by independent decision makers. 相似文献

Previous studies have compared contraceptive users with nonusers, and pregnant teens with nonpregnant ones. This paper reports the findings of a study of a sample of 119 women aged 21 and under who visited the Young Adult Clinic at Columbia-Presbyterian Medical Center in New York City during 1981. All of these women had been sexually active for a year or longer, but had never been pregnant. The expectation that such a sample would include mainly consistent users of contraception was unwarranted; within this special population were found young women who had never used contraception or who had only been sporadic users, as well as the consistent users. Moreover, there are many more similarities than differences among these groups, and their stated motivations for not becoming pregnant are the same. The consistent contraceptors were more likely to live with their mothers, to have mothers who worked, to indicate that their parents would help them have an abortion, and to indicate they would have an abortion should they become pregnant. The similarities between these young women are very important for programs, which often rely heavily on stated motivation or even on a clinic visit as evidence that a young woman intends to use a birth control method. There is nothing here to support this simple view. Instead the notion is substantiated that many adolescents may lack cognitive consistency on this subject or may lack the future orientation to be effective contraceptive users. 相似文献

Self-report questionnaires are frequently used in youth research, but doubt remains whether total anonymity affects the results. This study compared the responses of 704 mainly 16–17-year-old adolescents to self-report measures of various health indicators in 2 groups: anonymous and confidential collection. For most health indicators no significant differences were found. Perceived health, use of alcohol, and aggressive behavior (for boys) were reported significantly less frequently in the confidential group (small effect size). It appeared that pupils with high scores on social desirability do not respond differently at most health indicators in the 2 conditions. For most health characteristics, epidemiologically useful outcomes may be derived from confidential self-report measures, which are also valuable for detecting individual at-risk children. The construct of psychopathy has often been considered mutually exclusive to the presence of genuine depressive or anxiety symptomotology. This article addresses the hypothesized reasons for this dichotomous relationship. In this study, 68 civilly committed adult male sex offenders were evaluated using a variety of psychological measures to determine if psychopathic individuals in this group would demonstrate clinically significant affective symptoms. Results indicate that the men in this sample endorsed high rates of psychopathy on the PCL-R, with 42% of these expressing concurrent symptoms of depression and 26% manifesting symptoms of an anxiety disorder. Relationships between affective symptoms and PCL-R factor scores and qualitative differences between these constructs in child molesters and rapists are also discussed. 相似文献
