The Eyeball Killer: Serial Killings with Postmortem Globe Enucleation

Although serial killings are relatively rare, they can be the cause of a great deal of anxiety while the killer remains at‐large. Despite the fact that the motivations for serial killings are typically quite complex, the psychological analysis of a serial killer can provide valuable insight into how and why certain individuals become serial killers. Such knowledge may be instrumental in preventing future serial killings or in solving ongoing cases. In certain serial killings, the various incidents have a variety of similar features. Identification of similarities between separate homicidal incidents is necessary to recognize that a serial killer may be actively killing. In this report, the authors present a group of serial killings involving three prostitutes who were shot to death over a 3‐month period. Scene and autopsy findings, including the unusual finding of postmortem enucleation of the eyes, led investigators to recognize the serial nature of the homicides.     

A Rare Case of an Intact Bone Plug Associated with a Gunshot Exit Wound

This case study presents an unusual manifestation of gunshot trauma in skeletal tissue from a post‐World War II human rights abuse sample uncovered in Vilnius, Lithuania. After briefly reviewing the typical wound appearance of projectile trauma in the cranium, we discuss the presence of an intact bone plug associated with a gunshot exit wound in an individual from the Tuskulenai Case. While this individual demonstrated typical gunshot entry and exit wounds to the cranium consistent with high‐velocity trauma, the bone plug indicates that the projectile likely lost much of its kinetic energy while traveling through the cranium resulting in a low‐velocity impact at the exit site. This study reviews a similar instance of a bone plug recovered from a bioarcheological sample in Peru and emphasizes the importance of thorough archeological excavations of mass graves.     

Understanding Law as a Democratic Institution Through US Constitutional Development

It outlines how American political development approaches work when applied to law, noting how studying law transforms these approaches. It notes the insights produced through the blending of American political development and constitutional law, explaining how these insights provide more leverage for understanding the role of courts as democratic institutions. The essay closes by discussing the promising directions these approaches suggest, defending their value beyond political science.     

Oppositional symbolic values of language display,or the case of “English” drinking in France

This article examines the linguistic manifestations of the tension between notions of a healthy national drinking culture and the increasing homogenisation of problematic drinking practices in an era of globalised marketing and media influence. Taking the proliferation of English in France when it comes not only to alcohol advertising, but also public health discourses and mass media commentary as its object, this paper discerns patterns of and motivations for English language borrowings in French when discussing alcohol and immoderate drinking practices. Findings point to a double indexicality in these borrowings. On the one hand, the widespread use of English in alcohol advertising draws on and creates positive associations between English and Anglo-American culture and, on the other, the public health community's use of English terms like binge drinking designates problematic drinking behaviours as foreign and anathema to traditional modes of French alcohol consumption, and by extension to French cultural identity.     

The language of politics and the politics of language: Unpacking ‘social exclusion’ in new labour policy

Since the election to power of New Labour in 1997, the concept of social exclusion has played a defining role in framing welfare policy. The rapid absorption of its terminology in government discourse has signalled a shift away from existing notions of inequality and disadvantage to a broader understanding of material poverty, which also includes (or instead prioritises) other social, cultural and political factors. This has important implications for New Labour policy-making. In particular, it allows for problems of inequality and disadvantage to be reinterpreted and new political measures to be introduced. Such measures produce different effects across space and society, which may be argued to disadvantage policy subjects. The aims of this paper are to explore how social exclusion has become installed as the primary framework of welfare policy in the UK and to examine the key assumptions embedded within specific policy formulations using discourse and content analysis. It thus points towards the importance of language in stipulating relatively enduring and stable sets of socio-political connections, and its role in mediating a particular (political) vision of the relationship(s) between state, economy and society as implicit in New Labour's ‘Third Way’.     

Informing Grassroots Development: The 1994–1995 Peacebuilding Experience in Northern Ghana

Non-governmental organisations (NGOs) focused on poverty alleviation play a central role in responding to conflict situations and initiating peacebuilding activities. Following the 1994–1995 conflict in Northern Ghana, development NGOs coordinated a largely effective grassroots peacebuilding effort. However, insights gained from peacebuilding activities have not informed ongoing development efforts, which continue to propose ‘top-down’ strategies. By examining the strengths and limitations of the peace process in Ghana, this article suggests development NGOs apply the grassroots strategies they used for peacebuilding to their ongoing development activities. This analysis is based on data drawn from archival research as well as field interviews with 21 representatives of the state and NGOs, and community and religious leaders.     

Toward Evaluating the Effectiveness of Regional Partnerships for Economic Development in U.S. Metropolitan Areas

During the past few decades, there has been a dramatic increase in the number of regional partnerships in the United States to enhance economic development across local government jurisdictions. This trend has been mirrored by an increase in regional organizations in Europe, Asia and South America to enhance economic development, usually across national boundaries. While the literature has examined the formation, structure and activities of regional partnerships for economic development in the United States, this is the first study that attempts to measure their effectiveness across a large number of geographical areas using quantitative methods. The findings provide some evidence of their effectiveness in that there is a positive and significant relationship between regional partnerships and employment; the relationship between regional partnerships and income is positive but insignificant. This study may be informative in the further study of regional economic development organizations in other countries as well as regional partnerships and organizations in other policy arenas.     

Congressional Intelligence Oversight: The Electoral Disconnection

This article seeks to reconcile congressional oversight models in theory with oversight realities in intelligence. For nearly three decades, political scientists have argued that Congress controls the bureaucracy – and in surprisingly efficient ways. Yet the history of intelligence oversight suggests the opposite. We take a fresh look at the logic and empirics of police patrol and fire alarm models and find that neither explains intelligence oversight well. Both rely on assumptions, such as the presence of strong and plentiful interest groups, which characterize domestic policy but not US intelligence policy. Our data – comparing committee hearing activities, legislative productivity, and interest groups across different policy domains between 1985 and 2005 – reveal that oversight varies dramatically by policy issue, and that intelligence almost always ranks at the bottom. Ironically, the same electoral incentives that generate robust oversight in some policy areas turn out to be far weaker in intelligence.     

Economic discourse and the capitalist order

This paper uses the concepts of business model and financial ecosystem to analyse the relation between the US capital market and corporate business. Under a capital market double standard, from 1995 to 2000, new companies with digital prospects could recover their costs from the capital market; but, after the tech stock crash in 2000, all companies were required to generate profits from the product market. This encourages a blurring of old and new firm identities, because sectoral power is increasingly necessary to secure cost recovery. But this does not imply any return to business as usual when the financial ecosystem for new technology survives the crash and large-scale venture capital investment continues. From this point of view,the new economy illustrated, concretely, the determining role of finance in the broader processes of financialization.
