This article analyzes the campaign of Nicaraguan president Arnoldo Alemán (1997–2002) against organized competitors, what has been called his war against the nongovernmental organizations, or NGOs. Alemán's attacks on the NGO sector are shown to be consistent with the logic of the new populism in Latin America. At the same time, his choice of targets—prominent NGO figures who were often foreign-born and always female—must be explained with reference to the specifics of Nicaraguan civil society and its evolving relationship with the political parties. This study argues that by choosing to respond to the challenges of international neoliberalism and local feminism through the anti-NGO campaign, Alemán helped to weaken democracy in Nicaragua. 相似文献

Using the global tobacco advocacy networks as a case study, this article argues that the Advocacy Coalition Framework (Sabatier and Jenkins-Smith 1999), which theorises how advocacy coalitions affect policymaking domestically, and Keck and Sikkink's research into transnational advocacy networks (Keck and Sikkink 1998) can provide insights into the mechanisms of how transnational advocacy networks impact both local and intergovernmental policymaking. I argue that by combining aspects of each of these approaches, all sides of a policy situation can be analysed. I contrast these approaches with the epistemic communities approach (Haas 1992), suggesting that, for the tobacco policy system, the epistemic communities approach provides less insight than the other two. 相似文献

Abstract: This paper examines the realignment of government from a street‐level vantage point. Gleaning inspiration from studies of governmentality and institutional ethnography, the study argues that street‐level processes were intertwined with the consolidation of neoliberal forms of rule. This connection was evident in the growing centrality of voluntary organizations in social administration, which went hand‐in‐hand with a normalization of more extreme forms of poverty. In making this case, the paper draws on research conducted in Fredericton and Saint John, New Brunswick. Job stress, perceived social support, coping self-efficacy, and coping strategies were studied as predictors of emotional
exhaustion and reduced personal accomplishment among a sample of 123 female shelter workers. Overall, these workers did not
meet the collective criteria for burnout as defined by Maslach and Jackson (1986) and perceived social support and coping strategies did not account for unique variance in the prediction of emotional exhaustion
and reduced personal accomplishment. Rather, high levels of time pressure and low levels of self-efficacy for being productive
at work were identified as predictors of emotional exhaustion. Personal accomplishment was predicted by time pressure and
robust levels of self-efficacy for dealing with stressors at work.

Nolan, Burgin, Farquharson and Marjoribanks focus on media as a significant site through which a politics of belonging is played out, focusing particularly on coverage of Sudanese Australians. To this end, they analyse letters to the editor that concern Sudanese Australians in three Victorian newspapers in 2007, a highly significant year in which this group became the focus of significant levels of (predominantly negative) media coverage. Through textual and thematic analysis, the authors demonstrate how such letters worked to reiterate and extend a politics of ‘integrationism’ that, without entirely departing from Australia's commitment to multiculturalism, has rearticulated the latter along neo-assimilationist lines. In doing so, they show how, in many letters, Sudanese Australians are problematized for their failure or refusal to ‘integrate’ in ways that involve an explicit or implicit process of racialization. In the process, the article also critically considers the important role performed by media in the politics of belonging, particularly through their reiteration and contestation of the politics of race and multiculturalism in Australia. Rather than simply a matter of reproducing a hegemonic politics, it shows how such processes, despite the marked limitations of their framing within a ‘race debate’, also serve to demonstrate significant fault lines in the politics of belonging. 相似文献
