Abstract: A common concern with fiscal decentralization has been the increased risk of macroeconomic instability. Sub national governments may behave in a fiscally irresponsible fashion. Central governments may feel obligated to bail out insolvent lower‐tier governments. Control over the fiscal tools needed for macroeconomic management may be lost. However, if the basic political and economic incentives facing decision‐makers are correctly structured, prior controls may not be needed. Canada offers a clear example of the strength of market and political budget constraints in the face of very soft ‐ indeed, non‐existent ‐ hierarchical constraints at the provincial level. However, Canada also offers an equally clear example of almost the opposite in the highly controlled and tightly constrained world of local government. These constraints were developed as a response to historic fiscal crises, with some modification since. Both systems were largely effective in coping with recent crises. Countries, like individuals, may learn from experience and inculcate norms of behaviour that constrain their actions even when none of the more obvious forms of hard budget constraint would seem to be applicable at the margin. 相似文献

To develop and refine interventions to prevent youth suicide, knowledge is needed about specific processes that reduce risk at a population level. Using a cross-sectional design, the present study tested hypotheses regarding associations between self-reported suicide attempts, emotion regulation difficulties, and positive youth–adult relationships among 7,978 high-school students (48.6 % male, 49.9 % female) in 30 high schools from predominantly rural, low-income communities. 683 students (8.6 %) reported a past-year suicide attempt. Emotion regulation difficulties and a lack of trusted adults at home and school were associated with increased risk for making a past-year suicide attempt, above and beyond the effects of depressive symptoms and demographic factors. The association between emotion regulation difficulties and suicide attempts was modestly lower among students who perceived themselves as having higher levels of trusted adults in the family, consistent with a protective effect. Having a trusted adult in the community (outside of school and family) was associated with fewer suicide attempts in models that controlled only for demographic covariates, but not when taking symptoms of depression into account. These findings point to adolescent emotion regulation and relationships with trusted adults as complementary targets for suicide prevention that merit further intervention studies. The current study evaluated the feasibility and acceptability of a manualized Impact of Crime (IOC) group intervention implemented with male inmates (N = 108) at a county jail. Facilitator adherence to the intervention and participant attendance, homework completion, and feedback were assessed. On average facilitators covered 93.7% of each manual topic. Victim speaker recruitment was a challenge—43.5% of relevant sessions lacked victim speakers. Findings suggested significant participant engagement—67.3% attended at least 75% of sessions and 93.3% of homework assignments were submitted on time. Overall, participants indicated satisfaction with the intervention. Successful strategies, challenges, and potential enhancements are discussed. 相似文献

Abstract. This article reviews a selected range of comparative political research on women's movements, a subfield of political science whose recent proliferation now positions it at the leading edge of women and politics scholarship. Recognizing that "women" as a category of research is of necessity heterogeneous and informed by differences of race, class, ethnicity, nationality, generation, and religion, the article argues that this complex intersectionality need not mean that women's movements are beyond the scope of comparative political research. Rather, as the research focus of women and politics scholars has become increasingly carefully specified, general patterns are evident in the research that should serve to advance the comparative study of women's movements and comparative political research more generally. The article focuses on definitional challenges and the limitations of conflating "women's movements", "feminist movements", and "women in social movements", and discusses four major research arenas within which cross–national commonalities among women's movements are evidenced. These include the relationship between women's movements and political parties; "double militancy" as a potentially distinctive collective identity problem for women's movement activists; the extent to which political opportunities for women's movements are (or can be) gendered; and the relationship between women's movements and the state. This case study is about the politics of incorporating active-living elements into a concept plan for a new community of about 68,000 people on the edge of the Portland, Oregon, metropolitan area. Development on the rural-urban fringe is ongoing in metropolitan areas around the United States. In this article, we evaluate the product of the concept-planning process from the standpoint of the extent to which environmental elements conducive to active living were included. We also analyze four issues in which challenges to the incorporation of active-living features surfaced: choices related to transportation facilities, the design and location of retail stores, the location of schools and parks, and the location of a new town center. Overall, the Damascus/Boring Concept Plan positions the area well to promote active living. Analyses of the challenges that emerged yielded lessons for advocates regarding ways to deal with conflicts between facilitating active living and local economic development and related tax-base concerns and between active-living elements and school-district planning autonomy as well as the need for advocates to have the capacity to present alternatives to the usual financial and design approaches taken by private- and public-sector investors. 相似文献

Health care reform has been a perpetual issue in German politics since reunification. Reform initially focused on restructuring the health care system of the former East Germany. It has subsequently focused on questioning whether the financing of the German social health insurance (SHI) system is sustainable, in light of economic malaise that characterized the 1990s and heightened global competition. In this article, we document twelve significant attempts to reform health care financing in Germany and critically appraise them according to the principles of solidarity and subsidiarity on which SHI systems were built. While the reforms in the aggregate offered the prospect of addressing the challenges faced by the system, the modest results of the reforms and remaining deficiencies of the system underscore the limitations of the evolutionary approach to reforms.
