Border tax adjustment: a feasible way to support stringent emission trading   总被引:5,自引:0,他引:5  
CO2 emission allowances help to internalise effects of fossil fuel consumption on global climate and sea levels. However, consumption, production and investment decisions do not reach the optimal allocation when the scheme is only implemented in some countries. Production with inefficient facilities in non-participating countries may even increase. Border tax adjustment (BTA) for costs incurred from procuring CO2 emission allowances reduces the leakage. We show that BTA can be both feasible and compatible with World Trade Organization (WTO) constraints. Practicable implementability requires a focus on CO2 emissions from certain processed materials and a separate treatment of electric energy input.   相似文献

The German parliament in the Weimar Republic was very instable and governments did not last long. Historical research has tried to determine what caused this instability. Those historical hypotheses are re-examined by studying a completely new dataset covering 489 roll-call-bills in the parliament during the 14 years in question. According to the findings of this study it is very unlikely that it was only the system, its conditions and its actors that caused instability and that the reasons rather have to be found outside parliament.  相似文献

The following paper was motivated by a series of seminars held in 2004 at University of Bayreuth on the Harvard Negotiation Concept of Roger Fisher, William Ury and Bruce Patton (R. Fisher, W. Ury, Getting to Yes: Negotiating Agreement without giving in, 2nd edn, Penguin Books, New York 1991). When comparing the advices of the Harvard Negotiation Concept with my own negotiation experiences in youth politics, I realized that the Harvard Concept is rather useless in many forms of intercultural negotiations. It does not sufficiently address how much culture influences our perceptions of negotiations. Politics is not the only, but surely the most prominent field of intercultural negotiation. Therefore my focus of research was: does culture influence politics? In the first chapter, I describe the reason for the science of negotiation, the validity of universal negotiation concepts, the definition of culture and the existing research on intercultural negotiations. In the second chapter, I discuss concrete examples of how culture allegedly influences politics, such as in International Youth Politics and in the ASEM process. I also give some results from a survey that I carried out in 2004 (The extended version of the paper can be found at my webpage at http://www.karsten-wenzlaff.de). In 2006, 67 persons were killed in aircraft accidents in Germany and involving German aircrafts abroad. In spite of extensive investigation of each aircraft accident, there are no reliable data as to the number of suicides by aircraft. We report on a 50-year-old man who committed suicide by willfully crashing his Beech "Sierra" aircraft minutes after take off from an airport close to the town of Rendsburg, Germany. Before killing himself, the intoxicated pilot had sent an SMS announcing his suicide plans to a friend. The findings of the medico-legal investigation and the results of a review of aircraft accident reports by the German Federal Bureau of Aircraft Accidents Investigation (BFU) regarding suicidal plane crashes are presented.  相似文献

The purpose of this study is to explore how abuse experienced from a current partner and history of childhood abuse perpetrated by a parent are related to trauma symptomalogy in a sample of 82 women adjudicated for Intimate Partner Violence related offenses. Findings are mixed. Although a majority of the participants report some abuse from their partner and/or parent, both the degree of this violence and the presence of trauma pathology are lower than expected. Additionally, correlations between the three scales of partner abuse and the degree of posttraumatic sequelae are either low or did not meet significance. However, level of childhood abuse perpetrated by a mother is highly correlated with traumatic sequelae while childhood abuse from father is not. A number of reasons for these findings, which have implications for practice and future research, are discussed.  相似文献

A mass spectra (MS) library using in-source collision induced dissociation (ESI-CID) as well as a tandem-mass spectra (MS-MS) library with product ion spectra of drugs has recently been developed with a triple-quadrupole ionspray mass spectrometer [1,2]. For the ESI-CID MS library, single-quadrupole mode and for the MS-MS library triple-quadrupole mode have been used. These mass spectra libraries were applied successfully for the general-unknown screening for drugs and metabolites in serum and urine with liquid-chromatography-mass spectrometry (LC-MS) using a PE/SCIEX API 365 with a turboionspray source. As examples, the identification of lorazepam and lorazepam-glucuronide in a serum extract and the identification of sildenafil and alkyloxidated sildenafil in urine are presented here.  相似文献

Nach einer kurzen Phase der Erholung haben sich die Arbeitsmarktdaten der Bundesrepublik trotz aller Bemühungen der Regierung, die Zahl der Arbeitslosen zu senken, wieder deutlich verschlechtert. Dieser Beitrag untersucht in vergleichender Sicht die Arbeitsmarktentwicklung in vier weiteren Ländern, die wie Deutschland von sozialdemokratischen Parteien (mit)regiert werden, und versucht Gründe zu finden, die die großen Varianzen der Arbeitsmarktdaten zwischen den Ländern erklären können. Das Argument lautet, dass den Regierungen ungeachtet aller nationalen und internationalen Zwänge, die sich u.a. aus engen Budgetspielräumen, internationalen Verpflichtungen und nicht zuletzt aus globalen Konjunkturschwankungen ergeben, politische Mittel zur Verfügung stehen, die bei konsequenter Anwendung die Arbeitsmarktentwicklung positiv beeinflussen können. Nach einem Blick auf einzelne Politikansätze folgen eine vergleichende Erfolgsbewertung der Regierungsmaßnahmen zum Abbau der Arbeitslosigkeit und ein Ausblick auf notwendige Reformschritte in Deutschland.  相似文献
