Autopsy findings in the eyes of fourteen fatally abused children

The eyes of fourteen fatally abused children and sixteen control cases were examined histopathologically. Ten of the abused children showed intraocular change. The most common ocular changes were subdural hemorrhage of the optic nerve and retinal hemorrhage which involved all the layers of the retina, but most commonly the nerve fiber layer, ganglion cell layer and inner nuclear layer. The presence of blood cavities within the retina partially supported the hypothesis of traumatic retinoschisis. The control cases of non-abused children rarely showed intraocular hemorrhage.     

Bulging biceps and tender kisses: the sexualisation of fatherhood

This article explores recent developments in masculinity, focusing on the sexualisation of fatherhood in Anglophone media. As it becomes socially acceptable for men to engage with “hands-on” fatherhood roles that had previously been primarily associated with motherhood, the appeal lies not just in this shift in gendered performance, but the representation of this as an opportunity for men to reveal a desirably body image. Where previously the hands-on fatherhood role had been glossed as “nappy changing duties,” this more recent development focuses on men’s bodies and in particular the act of carrying a young child which affords the chance for biceps to be flexed in juxtaposition with the gentle act of holding a child. Colloquially, this has led to the emergence of the “DILF,” particularly on social media where sites are devoted to photos of such men.     

Limits of regulatory responsiveness: Democratic credentials of responsive regulation

Responsiveness and accountability constitute the process of democratic representation, reinforcing each other. Responsiveness asks elected representatives to adopt policies ex ante preferred by citizens, while accountability consists of the people's ex post sanctioning of the representatives based on policy outcomes. However, the regulatory literature tends to interpret responsiveness narrowly between a regulator and regulatees: the regulator is responsive to regulatees’ compliance without considering broader public needs and preferences. Democratic regulatory responsiveness requires that the regulator should be responsive to the people, not just regulatees. We address this theoretical gap by pointing out the perils of regulatory capture and advancing John Braithwaite's idea of tripartism as a remedy. We draw out two conditions of democratic regulatory responsiveness from Philip Selznick – comprehensiveness and proactiveness. We then propose overlapping networked responsiveness based on indirect reciprocity among various stakeholders. This mechanism is the key to connecting regulatory responsiveness with accountability.     

China’s foreign aid system: structure,agencies, and identities

China’s rise as a (re)emerging donor has attracted attention over the last decade, with a focus on Chinese development assistance as a challenge to the Organisation for Economic Cooperation and Development (OECD) aid norms. Knowledge of China’s domestic aid structure is needed to understand Chinese aid abroad. This paper addresses gaps in the literature and challenges the accepted nostrum that China’s Ministry of Commerce (MOFCOM) dominates China’s aid programme. Building on the authors’ experience as Chinese aid practitioners and scholars over more than a decade and drawing on over 300 interviews, the paper explores China’s aid decision-making processes by examining the main agencies, identities and informal interactions. We argue that the Chinese aid system is characterised by fierce and ongoing competition for influence among actors, especially MOFCOM, the Ministry of Foreign Affairs (MFA) and the Ministry of Finance (MoF), as well as the companies responsible for implementing Chinese aid projects.     

Does Training and Coaching Matter? An 18-Month Evaluation of a Community Supervision Model

During the last decade, several formalized approaches have been developed to improve the effectiveness of probation and parole by implementing evidence-based research into community supervision practices. A key component of these new approaches are the use of officer coaching sessions, which are designed to improve officer fidelity in the core correctional skill areas. This study explores the impact of an initial training and monthly coaching sessions in the Effective Practices in Community Supervision (EPICS) model on probation and parole officer use of core correctional skills. The results examine the average quarterly officer use of skills over an 18-month follow-up period based on training status (i.e., trained versus untrained officers) in the EPICS model. This study adds to the understanding of the role training and coaching may play in improving officer use of core correctional skills. Policy implications and recommendations for future research are also discussed.     

A Woman’s Work is… Unfinished Business: Justice for the Disappeared Magdalen Women of Modern Ireland

In this article I explore one core feature of contemporary campaigns for justice for Ireland’s Magdalen women concerning their deaths and disappearances, which continue to be denied by a State that has only recently started to acknowledge civilian deaths in other contexts such as armed conflict. I examine the treatment of the disappeared and deceased Magdalen women in the economic and political context of the Irish use of religious institutions and consider the significance of this regime for women’s citizenship in the postcolonial nation-building processes of the twentieth century. I aim to illustrate the connections between gender, violence and citizenship that are implicated in outcomes for justice for Magdalen survivors and victims, as well as conceptions of Irish women’s citizenship in general. In this discussion I consider the Magdalen campaigns for justice as significant for the individual women and families involved, as well as the entire nation’s conception of self as represented in history.     

People with disabilities working in the disability sector in Timor Leste: a study of ‘lived experience’ using PhotoVoice

Perspectives on disability originating from non-Western cultures are beginning to appear in disability literature, however discussions may become lost in rhetoric unless grounded in experiences of people with disabilities themselves. The purpose of this study was to investigate the lived experience of physical disability in Timor Leste with the assistance of a group of Timorese participants with disabilities who were employed in the disability sector. These participants recounted experiences of disability from their own lives together with their observations of people with disabilities living in remote parts of Timor Leste who often lived with stigma or deprivation. The participants thus described their own lived experiences against a backdrop of a non-Western culture. A picture emerged of a stigmatising culture where acceptance of disability is uncommon yet where significant attempts are being made to change attitudes to disability within the culture of Timor Leste.     

An assessment of sexual health risk behaviors among female youth in juvenile detention

This study investigated the association between risky sexual behavior and drug use among female youth sentenced to a regional juvenile detention center. Preincarceration behavioral health risk data were collected from a modified version of the Youth Risk Behaviors Surveillance Survey completed by respondents. Almost all of the 105 participants had been detained before their current sentence, more than half of them were sexually active before the age of 13, and 70% had smoked marijuana or drank alcohol by age 14. A regression analysis was conducted to determine if preincarceration sexual health risk behaviors were significant enough to predict continued risk behaviors related to pregnancy, disease prevention, and substance use. Findings indicate that youth detention-based prevention programs should emphasize sexual and drug-risk reduction strategies as a means to reduce risky behaviors for this population.     

The EU and the Global Order: Contingent Liberalism

Abstract

Politicians, diplomats and analysts commonly assume that commitment to multilateralism and liberal norms is part of the EU’s very DNA. Increasingly, however, the EU’s commitment to the liberal global order is more selective. We demonstrate the shift to a more contingent liberalism by examining the EU’s recent record in relation to four different challenges: international trade; US leadership; Russian actions in the eastern neighbourhood; and security in the Middle East. We speculate on what this may portend for the EU’s self-identity, European interests and the integrity of the prevailing global order.     

Economic Voting in Latin America: Rules and Responsibility

The impact of institutions on the economic vote stands as a well‐established proposition for the advanced democracies of Europe. We know less, however, regarding the institutional effects on the economic vote in the developing democracies of Latin America. Carrying out an analysis of presidential elections in 18 Latin American countries, we offer evidence that the usual Eurocentric conceptualization of the clarity of responsibility is not ideal for understanding the economic vote in this region. There does exist a powerful effect of institutions on the economic vote within Latin American democracies, but one uniquely associated with its presidential regimes and dynamic party systems. Rules for these elections—such as concurrence, term limits, and second‐round voting—suggest that we should reconceptualize the notion of the clarity of responsibility in Latin America, focusing more on individuals in power and their constraints, and less on the political parties from which they hail.
