Public administration research has identified networks, professionalization, and collaboration with community interests as potential principles by which public organizations can enhance their capacity and effectiveness. This article explores the implementation of these principles by election administrators at the local level, where their ability to conduct elections is the subject of current scrutiny. Findings indicate that election administrators established networks, professional organizations, professionalization requirements and community collaborations prior to the passage of the Help America Vote Act of 2002. Findings also suggest that local election efforts may become more effective as a result of certain provisions of the act that promote centralization and information dissemination. Local election administrators may also continue to build capacity by applying these public administration principles.  相似文献

Athletic Involvement and Adolescent Delinquency   总被引:1,自引:0,他引:1  
Athough conventional wisdom suggests that organized sport deters delinquency by building character, structuring adolescents’ time, and providing incentives for socially approved behavior, the empirical evidence to date has been mixed. Based on a sample of approximately 600 Western New York adolescents, the present study examined how self-reported jock identity, school athlete status, and frequency of athletic activity differentially influenced a range of delinquent behaviors. Neither athlete status nor frequency of athletic activity predicted these behaviors; however, jock identity was associated with significantly more incidents of delinquency. This finding was robust across both gender and race. Follow-up analyses indicated that jock identity facilitated both minor and major delinquency, with major delinquency effects for white but not black adolescents. In 1986 the staff of the U.S. Office of Management and Budget reviewed issues concerning the possible development of a federal capital budget. As part of this study, a survey of all 50 states was conducted concerning state capital budgets. This paper summarizes the results of the survey. According to the survey responses, 42 states have capital budgets. Of these 42, 37 generally borrow to finance some public capital and 5 generally do not. Of the 8 states that said they do not have a capital budget, 4 generally borrow to finance some public capital and 4 generally do not. The survey also found that the form of a governor's capital budget, the way legislatures enact capital spending, the coverage of the capital budget, and the method of financing capital vary widely among states, making it virtually impossible to define a state capital budget in a precise way. Large amounts of state capital spending, especially for transportation, are generally not included in state capital budgets.  相似文献

Section I discusses the growthmania mind-set and considers various types of limits to growth ignored by adherents to this majority position.Section II investigates the conceptual roots of growthmania: the orthodox doctrines of relative scarcity and absolute wants. It is argued that at the margin the opposite categories of absolute scarcity and relative wants are more important, and that just as the implication of the former categories was growthmania, so the implication of the latter (opposite) categories is a steady-state economy.Section III defines and discusses the alternative to a growth-oriented economy, namely a steadystate economy.Section IV discusses the notions of efficiency and technical progress from the steady-state perspective, and argues that growth in output flow as conventionally measured results, beyond some point, in a reduction in both the service efficiency of the stock and the maintenance efficiency of the throughput, and thereby makes throughput growth a perverse index of welfare.In Section V the issue of transition to and appropriate institutions for a steady-state are discussed.Section VI considers in more detail an institution for controlling aggregate throughput, namely a system of auctioned depletion quotas, and contrasts it with the orthodox recommendation of pollution taxes.Expanded version of a paper presented at the symposium on Economic Growth and the Quality of Life sponsored by the College of Liberal Arts, Oregon State University, May 10–11, 1973.  相似文献

Despite recent declines in overall sexual activity, sexual risk-taking remains a substantial danger to US youth. Existing research points to athletic participation as a promising venue for reducing these risks. Linear regressions and multiple analyses of covariance were performed on a longitudinal sample of nearly 600 Western New York adolescents in order to examine gender- and race-specific relationships between jock identity and adolescent sexual risk-taking, including age of sexual onset, past-year and lifetime frequency of sexual intercourse, and number of sexual partners. After controlling for age, race, socioeconomic status, and family cohesion, male jocks reported more frequent dating than nonjocks but female jocks did not. For both genders, athletic activity was associated with lower levels of sexual risk-taking; however, jock identity was associated with higher levels of sexual risk-taking, particularly among African American adolescents. Future research should distinguish between subjective and objective dimensions of athletic involvement as factors in adolescent sexual risk.Research Scientist at the Research Institute on Addictions of the University at Buffalo.
