In 1986 the staff of the U.S. Office of Management and Budget reviewed issues concerning the possible development of a federal capital budget. As part of this study, a survey of all 50 states was conducted concerning state capital budgets. This paper summarizes the results of the survey. According to the survey responses, 42 states have capital budgets. Of these 42, 37 generally borrow to finance some public capital and 5 generally do not. Of the 8 states that said they do not have a capital budget, 4 generally borrow to finance some public capital and 4 generally do not. The survey also found that the form of a governor's capital budget, the way legislatures enact capital spending, the coverage of the capital budget, and the method of financing capital vary widely among states, making it virtually impossible to define a state capital budget in a precise way. Large amounts of state capital spending, especially for transportation, are generally not included in state capital budgets.  相似文献

Despite recent declines in overall sexual activity, sexual risk-taking remains a substantial danger to US youth. Existing research points to athletic participation as a promising venue for reducing these risks. Linear regressions and multiple analyses of covariance were performed on a longitudinal sample of nearly 600 Western New York adolescents in order to examine gender- and race-specific relationships between jock identity and adolescent sexual risk-taking, including age of sexual onset, past-year and lifetime frequency of sexual intercourse, and number of sexual partners. After controlling for age, race, socioeconomic status, and family cohesion, male jocks reported more frequent dating than nonjocks but female jocks did not. For both genders, athletic activity was associated with lower levels of sexual risk-taking; however, jock identity was associated with higher levels of sexual risk-taking, particularly among African American adolescents. Future research should distinguish between subjective and objective dimensions of athletic involvement as factors in adolescent sexual risk.Research Scientist at the Research Institute on Addictions of the University at Buffalo. This field study reports on a cross-site evaluation of dependency courts in communities receiving federal funding to implement the Greenbook initiative, a multisite demonstration for community improvement of coordinated responses to families victimized by domestic violence and child maltreatment. This article focuses on the dependency court, where child maltreatment cases are heard, specifically court participation in collaborative activities and court practice improvements. Findings indicate that perceptions of judicial leadership varied considerably by site. Cross-training appeared to increase over time, particularly with court staff. Collaborative efforts emerged across the Greenbook initiative with regard to the courts, and some innovative practices appeared within Greenbook sites, such as separate case plans for perpetrators and victims of violence in families, reducing the likelihood of controversial failure to protect charges. Results also highlight challenges inherent in changing court practices. Research and practice implications are discussed, focusing on relevance to other communities attempting to work collaboratively with the court system.  相似文献

Data sharing adds considerable value to interagency programs that seek to tackle complex social problems. Yet data sharing is not easily enacted either technically or as a governance practice, especially considering the multiple forms of risk involved. This article presents insights from a successful data sharing project in a major region in east coast Australia involving a federally funded research partnership between two universities and a number of human services agencies. The Spatial Data Analysis Project sought to establish a community of practice for devising data sharing protocols and embedding data sharing into agency practices. Close dialogue between the project partners and mobilizing the authority of extant regulatory and legal frameworks proved effective in confronting risks and barriers. The article reveals effective practices for data sharing and derives lessons for other policy and governance contexts.  相似文献

Why do Human Rights Organizations (HROs) target or “shame” countries for human rights abuses? The literature using country-level factors to explain why one country is likely to be targeted over another is growing but many questions still remain. Terrorist activity in a country should have a positive effect on the amount of shaming directed at a country. HROs are in the publicity business and have organizational interests to shame states already receiving attention. Findings show that there is a connection between certain types of transnational terrorist incidents occur in a country and the amount of HRO shaming of governments, even after accounting for the human rights practices within the state.  相似文献

Abstract

It has become commonplace to say that restorative justice cannot be defined. I argue that restorative justice can and must be defined concretely as a justice mechanism. I develop this argument with four points: (1) restorative justice is not a type of justice, it is a justice mechanism; (2) retributive justice is not a type of justice or a justice mechanism; (3) restorative justice is one of many justice mechanisms under an innovative justice umbrella; and (4) restorative justice can be defined. The way forward is to assess and compare a variety of justice mechanisms, which reside on a continuum from conventional to innovative. In time, the justice mechanisms studied may come to matter more than the concept of restorative justice.  相似文献

Why do organizations choose to use nonviolence? Why do they choose specific nonviolent tactics? Existing quantitative work centers on mass nonviolent campaign, but much of the nonviolence employed in contentious politics is smaller‐scale nonviolent direct action. In this article, we explore the determinants of nonviolence with new data at the organization level in self‐determination disputes from 1960 to 2005. We present a novel argument about the interdependence of tactical choices among nonviolent options in self‐determination movements. Given limitations on their capabilities, competition among organizations in a shared movement, and different resource requirements for nonviolent strategies, we show that organizations have incentives to diversify tactics rather than just copy other organizations. The empirical analysis reveals a rich picture of varied organizational resistance choices, and a complex web of interdependence among tactics.  相似文献
