We test the claim that elections function as a mechanism of accountability in the case of Poland, a new democracy with a fluid party system. We ask whether individuals’ vote intentions are based on assessments of governing parties’ performance. Taking into consideration attributions of responsibility for such performance, accountability exists if assessments of poor performance decrease the probability of voting for a ruling party. We use two criteria of performance: perceived change in unemployment rate and level of corruption between two consecutive elections. Using data from the Polish POLPAN panel survey, our results confirm the existence of a heterogeneous sanctioning model. 相似文献

This study examines the influence of public sector unions on the expansion of the public sector. Based on public goods theory, our paper models how unions influence the supply of and demand for public sector activities. On the demand side, public sector unions are special interests which advocate public sector expansion to policy makers; on the supply side, they exert pressure to maintain and expand monopoly powers. Empirical evidence supports the hypothesis that a positive relationship exists between public sector unionism and public spending. 相似文献

The purpose of this study is to compare the speed of diffusion in major steel-making countries. This is a cross-system analysis, involving industrial market countries (Western Europe, the United States, Canada, and Japan), quasi-market economies (selected newly industrializing countries, India), and the central planning states (the Soviet Union and Eastern Europe). The study reveals that at least in this, significant case, the latter countries are clearly inferior, i.e. slower. The article seeks the most accurate measure of speed of diffusion of one radical steel innovation, the oxygen process. The speed is estimated by regressing a logistic function not applied to the steel industry to date. Parameters of a logistic function are estimated first with linear least squares methods and then with nonlinear (or iterative) least squares, to establish which offers more accurate estimation than the widely used linear approach. It is shown that the iterative method produces a better statistical fit. 相似文献
