La Marcha Violenta? Railroads and Land in 19th‐century Mexico

The impact of railroad development on land tenure and use in 19th‐century Mexico has long been central to interpretations of Mexico's rural history, in particular of the grievances culminating in the Revolution (1910–20). The prevailing interpretation, that railroads displaced Mexican peasants and smallholders from the land, has intuitive appeal but lacks empirical support. This article treats the question of the railroads' impact by studying the terms of the railroads' acquisition of land in southern Mexico. It argues that railroads failed to displace owners and occupants of the land, despite the governments's new laws and handpicked agents intended to oust recalcitrant residents with minimal delay and expense.     

HALT: early prevention and repression; recent developments and research

In this article an account is given of the Halt working method in the Netherlands, which is used by 63 Halt Bureaus and is directed at combating and preventing juvenile delinquency. This working method has been successful. Recent developments and experiments directed at further extending the effects of the Halt approach and executing an even earlier reaction to criminal behaviour are considered, and the results of recent research are discussed. Finally, the pros and cons of this method of early reaction are revealed, the conclusion being that the advantages and positive effects are great, and any possible disadvantages can be further offset.     

Pro-poor values in agricultural research management: PETRRA experiences in practice

PETRRA was an agricultural research-management project which used a values-based approach in project design, planning, and implementation. Through an experiential learning process, agricultural research and development (R&D) institutes, NGOs, private agencies, and community-based organisations rediscovered and improved the understanding of their strengths in meeting development commitments. The project successfully showed how values-based research can meaningfully be implemented and a sustainable pro-poor impact achieved.     

Governance of the Amman water utility

In 1993 the World Bank assisted the Ministry of Water and Irrigation of Jordan in updating a review of the water sector, and thus began the process of Private Sector Participation (PSP) in service provision to improve the efficiency of the water sector and wastewater services. In this article, the privatisation of water and wastewater services is examined from the perspectives of stakeholders (input) and consumers (output). The goal is to assess the changes that have been taking place to date in relation to the principles of good governance. The results from interviews with stakeholders and from consumer questionnaires show that the privatisation process has to date shown only a few signs of ‘good’ governance. Despite the range of stakeholders involved, the state remains responsible for designing a good-governance approach that is responsive to the concerns and interests of all stakeholders.     

Alternative Pathways to Violence in Persons with Schizophrenia: The Role of Childhood Antisocial Behavior Problems

Violence in schizophrenia patients may result from many factors besides the symptoms of schizophrenia. This study examined the relationship between childhood antisocial behavior and adult violence using data from the NIMH CATIE study. The prevalence of violence was higher among patients with a history of childhood conduct problems than among those without this history (28.2% vs. 14.6%; P < 0.001). In the conduct-problems group, violence was associated with current substance use at levels below diagnostic criteria. Positive psychotic symptoms were linked to violence only in the group without conduct problems. Findings suggest that violence among adults with schizophrenia may follow at least two distinct pathways-one associated with premorbid conditions, including antisocial conduct, and another associated with the acute psychopathology of schizophrenia.     

When Fairness is Especially Important: Reactions to Being Inequitably Paid in Communal Relationships

This article focuses on when justice is especially important to people and, in doing so, explores the social conditions under which the importance of justice may change in social interactions. More specifically, the authors examine how different types of relationships affect evaluations of equitable and inequitable situations. It is argued that when people are confronted with friends as interaction partners, as opposed to unknown others, they are motivated to attend to the needs of their friends (Clark & Mills, Journal of Personality and Social Psychology, 37, 12–24, 1979) and, therefore, they are not only concerned with their own outcomes, but also with their friends’ outcomes. As predicted on the basis of this line of reasoning, two experiments demonstrate that when people’s interaction partners are friends, people are indeed more satisfied with being underpaid and less satisfied with being overpaid compared to when their interaction partners are unknown others. In the discussion, it is argued that these findings suggest that justice is especially important to people when they are in communal relationships.

Validation of a microchip electrophoresis system as a DNA amplification control

As part of the normal procedure in a forensic DNA laboratory, a quality control step of the amplified DNA is often implemented to ensure the correct amplification of the sample before it is analysed in downstream applications. A validation study was undertaken to investigate a new microchip electrophoresis system (MultiNa, Shimadzu Corporation) claiming high resolution and sensitivity compared to routine polyacrylamide gel electrophoresis (PAGE). An array of STR multiplexes (AmpFISTR™ SGM+, GenePrint^® FFFL, PowerPlex™ 16, PowerPlex™ Y, an in-house Y-STR multiplex and AmpFISTR™ Profiler) was tested under both standard and low copy number PCR parameters to evaluate the accuracy, reproducibility and sensitivity of this technique. These tests showed that the microchip system did not have improved sensitivity compared to PAGE though had increased resolution and high reproducibility between samples.     

Development and evaluation of multiplex Y-STR assays for application in molecular genealogy

Three multiplex PCRs were developed for the analysis of 14 single-copy and 4 multi-copy Y chromosome Short Tandem Repeat (STR) loci routinely used by several public genealogical databases. These assays were used in addition to PowerPlex^® Y for the analysis of 245 DNA samples from a genealogical project. In total 244 different haplotypes composed of 37–40 alleles were identified with one haplotype identical between two males with the same surname. The multi-copy loci DYS464 and DYS724 were the most polymorphic with a gene diversity of at least 0.964. The use of DYS454 and DYS455 can be questioned as these loci had the lowest gene diversity (0.039 and 0.269, respectively).
