The curious case of Housing First: the limits of evidence based policy

Evidence Based Policy has been articulated and practiced in Europe, particularly under the ‘New Labour’ policies of the former Labour government in the United Kingdom. In the United States, the impact of research on policy has been inconsistent due to differing relationships between researchers and policy makers. This paper gives an overview of evidence based policy and presents critiques based on its reliance on positivist methods and technical approach to policy making. Using these critiques as a framework, the paper discusses the case of Housing First, a policy adopted by the Bush Administration in order to address the problem of chronic homelessness. The case is an example of research driven policy making but also resulted in a progressive policy being promoted by a conservative administration. In discussing the case, the paper elaborates on the relationship between evidence and policy, arguing that evidence based policy fails to integrate evidence and values into policy deliberations. The paper concludes with alternative models of policy decision making and their implications for research.     

New assisted reproductive technology laws in Victoria: a genuine overhaul or just cut and paste?

A new Assisted Reproductive Treatment Act was passed in Victoria on December 2008 and came into effect on 1 January 2010. The new legislation changed who was eligible for assisted reproductive technology (ART) and the types of services that clinics could provide. This article reports on interviews with service providers in Victoria who experience first hand the impact of legislation on clinical practice and patients, as well as regulators who are able to provide insight into the values underpinning the regulatory framework. The new legislation was viewed by all participants as an improvement on the old Act because of the removal of discriminatory and ambiguous aspects. The authors argue that while some of the details of the legislation have changed, the underlying principles and the framework have not.     

Does Lineup Size Matter with Child Witnesses

Children’s (N = 89) identification accuracy was examined as a function of lineup size. Participants (8–13 years) viewed a videotaped staged event, described what was witnessed and then were presented with either a target-present or—absent lineup containing 6 versus 12 lineup members. The elimination lineup procedure (Pozzulo and Lindsay J Appl Psychol 38: 2195–2209 1999) was used to present lineups. No significant differences in correct identification rates were found across the target-present sized lineups. In addition, the target was likely to “survive” at a comparable rate regardless of lineup size. Moreover, there was no significant difference in correct rejection rate as a function of lineup size. The non significance of these data are critical given that most research with child witnesses uses 6-person lineups whereas in many real world contexts larger sized lineups are used (e.g., 12-person in Canada).

This article discusses the U.S. Global Magnitsky Act, which was passed in 2016 and which provides a mechanism for the U.S. government to sanction foreign individuals and entities that are involved in human rights abuses and large scale corruption. It also discusses the opportunities that the Act provides for civil society organizations to influence the designation process and the additional due diligence measures that businesses should take in order to ensure compliance with the Act.     

A study on the effects of degradation and template concentration on the amplification efficiency of the STR Miniplex primer sets

In forensic DNA analysis, the samples recovered from the crime scene are often highly degraded leading to poor PCR amplification of the larger sized STR loci. To avoid this problem, we have developed STR markers with redesigned primer sequences called "Miniplexes" to produce smaller amplicons. To assess the effectiveness of these kits, we have tested these primer sets with enzymatically degraded DNA and compared the amplifications to a commercial kit. We also conducted sensitivity and peak balance studies of three Miniplex sets. Lastly, we report a case study on two human skeletal remain samples collected from different environmental conditions. In both types of degraded DNA, the Miniplex primer sets were capable of producing more complete profiles when compared to the larger sized amplicons from the commercial kit. Correct genotypes were obtained at template concentrations as low as 31 pg/25 microL. Overall, our data confirm that our redesigned primers can increase the probability of obtaining a usable profile in situations where standard kits fail.
