While the physical effects of the attacks on the United States and the corresponding 'war on terrorism' seem to be the most direct consequences of September 11th, the most noteworthy consequence is, in fact, the changing world order and the newly emerging concepts of security. India and Pakistan, based on their geography, politics, and domestic experiences, are two key participants to this war on terrorism. By reviewing the regional relationships, economic impacts, and the Kashmir situation since September 11th, it will be possible to see that the success of this new security order in South Asia is contingent on India and Pakistan's cooperation. Drawing primarily, but not exclusively on the work of Julia Kristeva and Roland Barthes on language, writing, and ‘the subject’, I examine the issue of identity and writing in international relations. I argue that what has come to be labeled ‘critical’ or ‘radical’ constructivism rather insistently points in the direction of opening up spaces for discussing our own writing and exploring our own voices in what we write, though this has not been actively pursued. Sociologist Avery Gordon uses the phrase ‘making common cause’ to argue that our encounters with the social world ‘must strive to go beyond the fundamental alienation of turning social relations into just things we know and toward our own reckoning with how we are in these stories, with how they change us’. It seems to me that this is not possible without giving attention to the issue of voice, specifically the voice we use when we write about international relations. To speak of voice is to raise many interesting and important questions, to ponder our use of language, our locations within our stories and the discourses we create, and perhaps most importantly to give recognition to the presence of desire in language and in the writing of international national relations. 相似文献

The past and potential contributions of anthropology to public policy have been described andlor argued for by numerous writers in the past decade, but the primary application and concern have been at the national and international levels. The present paper continues this discussion, but focuses on state-level policy in Alaska. The work of three Alaskan anthropologists is presented; they have made significant contributions to policy in the areas of law, Native Alaskan subsistence rights and fisheries management. Their work is evaluated in the context of a five-step model for conducting policy analysis which begins with the assessment of policy-making environments and ends with an evaluation of policy alternatives. The primary policy concerns of the anthropologists discussed involved the traditional research focus of anthropology, Native Alaskans; however, the tools they employ and background they bring to their work, the specific kinds of policy issues and problems confronted, are not as traditional. One of the anthropologists discussed is atlingit Indian completing doctoral studies at Harvard University, another is a lawyer-anthropologist, and the third is highly trained in biological and economic theory as well as computer technology. This study investigated the social construction of domestic abuse by police officers, specifically in the context of arguments presented to the prosecutor for a decision on whether to proceed with or discontinue the case. Nineteen police files were examined with a particular focus on the MG3, the "Report to Crown Prosecutors for Charging Decision." Access to such sensitive material is usually denied to researchers; therefore, this study offers unusual insights into the treatment of victims and perpetrators of interpersonal violence by the police. Discourse analysis revealed three dominant speech genres: impartiality, credibility, and the "real" victim. These genres separately and in interaction served to construct domestic abuse cases in ways that did not support the victim's account. The "dialogic reverberations" of these findings are discussed and the implications of the work for research and practice are considered. 相似文献
