Abstract The following legislative summary is an unusual choice for the journal to print, but we feel it summarizes a number of disparate and important facts that our readers might value in a single source. Like a previous report of the Institute of Museum Services some issues ago, this summary is more an internal document than an article in the traditional sense. We feel it could use a broader dissemination. Of particular interest are the changes in legislation for the Arts and Humanities Reauthorization FY 1986–1990 since they reflect policy-related decisions that are perhaps a microcosm of some of the major issues emerging during the twenty-year history of our National Endowments for the Arts and Humanities. These changes also reflect problems that practitioners—in particular, arts managers—will be dealing with on a daily basis and in very specific terms over the next half decade. These include access to the arts and humanities for those people in rural areas and in underrepresented groups, greater restrictions for those who sit in judgment on their peers, either on the National Council or as panelists, and a mandate for stronger reporting procedures both before and after grant awards. The summary of the 1986 Tax Reform Act Provides a quick review of a Subject that is already emotionally chrged, especially since, in the name of “tax simplification,” confusion seems to have increased in the minds of all but a few seers and interpreters. The public laws section and the list of pending legislation will give the reader a broad view of the kinds of advocacy concerns the arts community can rally around. From the National Anthem to copyright to issue of violence on television, the Congressional Arts Caucus has provided us with an important overview of legislation in the field. 相似文献

Integration has emerged as having an increasingly significant role in public policy discourse and practice in many jurisdictions across the globe. In providing a different framework for establishing relationships between service providers and citizens and government, horizontal integration arrangements offer the prospect of delivering new ways of working and providing solutions to seemingly insolvable social problems. Ways of achieving horizontal integration have been variously described by linkage terms such as cooperation, coordination, and collaboration. These terms have been typically used interchangeably to describe the coming together of individuals to work in concerted effort to achieve common goals.We argue that each of these terms, expressed as the “3Cs,” are different and consequently achieve different objectives. This paper explores the use of the “3Cs” and examines the differences highlighted by practitioners in the human services arena to extend the understanding of constructs relating to integration mechanisms. It is contended that in focusing on the experiences of integration and unpacking the use and expectations of the related “3Cs,” public administrators and practitioners will gain an enhanced understanding of each of the processes of integration as a coherent framework. The papers in this volume remind us of the enormous amount of research that has been conducted to date on the economic voting thesis. The sheer volume of findings reported in this theme issue alone is impressive and richly diverse. But what are the core preoccupations that presently fuel this line of investigation? The contributors to this volume include several of the major players in the field. This provides a convenient opportunity to take a snapshot of where the current priorities lie. Much social commentary has fixated on the theme of “democracy vs. efficiency,” but observers have directed attention at modes of decision-making alternative to the usual bipolar foci. Gaenslen takes the latter tack in suggesting a third mode, and this note at once shares in his intent while seeing problems with his approach. Specifically, this note outlines a fourth mode for decision-making, based on the “laboratory approach to organization development”; it sketches some of its underlying theory and practice; and the narrative details a number of ways in which the demands of economic efficiency and political democracy can be met with substantial mutuality by learning designs consistent with the laboratory approach. 相似文献

Within the last ten years, the New Zealand government has reformed its management and accounting systems to such a degree that it has attracted the attention of government officials from around the world. The new business-like methods adopted include realignments in managerial authority, accrual budgeting and accounting, asset revaluations, capital charging, and budgeting for outcomes. This paper provides a look at the dynamics behind these revisions with specific emphasis on changes in budgeting processes. The current study examines the impact of the challenge for cause procedure and its effectiveness in curbing racial prejudice
in trials involving Black defendants. Participants were provided with a trial summary of a defendant charged with either drug
trafficking or embezzlement. The race of the defendant was either White or Black, with participants in the Black defendant
condition receiving (prior to the trial presentation) either no challenge, a close-ended standard challenge, or a modified
reflective pretrial questioning strategy. Overall, the results revealed an anti-Black bias in judgments. While the closed
ended challenge did little to reduce this bias, the reflective format demonstrated a reduction in racial bias. Theoretical
and applied implications of these findings are discussed.

It has been estimated that women involved in street prostitution are 60 to 100 times more likely to be murdered than are nonprostitute females. In addition, homicides of prostitutes are notoriously difficult to investigate and, as such, many cases remain unsolved. Despite this large risk factor, little literature exists on homicides of prostitutes, and there is a lack of basic statistics and knowledge regarding this very specific victim group that could possibly help investigators. The aim of the current study is to conduct an exploratory study to explore the key characteristics of this group and how they differ from other subgroups of homicide. Forty-six cases of U.K. prostitute homicides are analyzed and compared to 59 male offender-female victim nonsexual homicide cases and 17 male offender-female victim sexual homicide cases. 相似文献
