This article examines Alfred Deakin's attitudes towards, and impacts upon, Aboriginal people during the period 1880–1910, drawing on newspaper articles and parliamentary debates as principal source materials. The discussion begins by charting the long, influential and often positive relationships Deakin had with several Aboriginal communities during a period as a Victorian MLA between 1881 and 1884. It then proceeds to document Deakin's extraordinary descent into paternalism and racially‐based fatalism which pervaded his later association with Aboriginal affairs whilst Victoria's Chief Secretary (1886–1890), Victorian MLA for Essendon and delegate to Federal conventions (1890–1900), as the Federation debates took shape. And finally, the article outlines the attitudes Deakin expressed towards Aboriginal people in his various post‐Federation political roles, including Attorney‐General, Prime Minister and Minister for External Affairs. In doing so, the discussion draws out the connections between Deakin's advocacy of a white Australia and his attitudes towards Aboriginal Australia, and demonstrates the extent to which the creation of a new nation both informed and responded to socio‐racial ideologies that mandated the exclusion of non‐white identities from the nation‐to‐come.  相似文献

This paper provides a discussion of the impact of the Omnibus Budget Reconciliation Act of 1981 (OBRA) on AFDC caseloads and expenditures. Intervention analysis and regression analysis are used to examine whether OBRA resulted in either temporary or permanent changes in the levels of these variables. This study indicates that while OBRA may have resulted in a decline in AFDC caseloads, it did not have a significant effect on total AFDC expenditures.  相似文献

ABSTRACT

Municipal amalgamations can create incentives for opportunistic behaviour. Several fairly recent studies have examined this on amalgamations in Denmark and Sweden using the so-called law of 1 over n. However, they have yielded inconclusive results and I argue that one plausible explanation is a theoretical deficiency in the law, as it does not account for how future political representation can mitigate the incentive to free-ride. I examine this using large-scale amalgamations in Denmark in 2007. This case is quite unique as the amalgamations were implemented in such a manner that they constitute a quasi-experiment, and because an extra fiscal year was added to the election period where the composition of the new councils was known with certainty, while the municipalities retained some decision-making power. The study’s findings are consistent with the argument that the incentive to free-ride depends on the decision makers’ future political stake in the new, amalgamated municipality.  相似文献

In this article the author explores the interconnections between the social and the material—as people move to a space on the land, coexisting with one another. By focusing in on one specific place—the Spirit Lake Dakota Indian Reservation (formerly called the Devils Lake Sioux Indian Reservation) in North Dakota—the author analyzes what happened when white immigrants came to homestead and live on land historically reserved for Dakotas. Against the backdrop of Native dispossession, this illustrative case reveals the ways everyday interactions created entanglements through landownership, the gendered division of paid work, neighboring practices, and leasing land. It challenges us to uncover gendered processes, probe denials, and interrogate silences.  相似文献

When advertising is able to capitalize on products or services that give people what they want just before they know they want it, it makes for an extremely powerful marketing tool. More often than not, advertising is unable to generate significant awareness or motivation to motivate a potential customer to purchase the advertised product. Yet there is a body of work, limited as it may be, that more often that not has been able to accomplish this. All advertising works to some degree, but the kind that promises people a benefit even before they realize that it is something that they truly want, works better than the other kind. This is particularly powerful when the product being advertised gives people something they want before they even know it. There are obstacles to developing advertising that is fundamentally new and fresh and with which people are not familiar, but the rewards are worth the effort to overcome them. Reviewing some of the most successful marketing accomplishments reveals the use of advertising that has these elements.  相似文献

Utilizing the knowledge, know-how, technologies developed in universities to improve the competitiveness of U.S. industry is a super-optimum technology policy solution. Transferring technologies developed at universities to industry vastly expands the resource base by providing companies with no internal research and development effort with that capability and by augmenting the R&D of companies with some level of internal effort already in place. By taking advantage of university technology transfer, all companies and policy-makers can emphasize innovation as a goal to be included in a competitive business strategy. Having universities as participants in technology transfer activities maximizes the benefits and minimizes the costs to all by providing for shared equipment, personnel, and laboratory facilities. This last fact is particularly clear when pre-competitive research is undertaken at university-based centers or consortiums which draw their members from wide groups of industry participants. Drawing on data gathered as part study of university-industry research and development (R&D) interactions, this paper examines the factors that lead to successful collaborations.  相似文献
