The Experience of Parents of Children in Care: The Human Rights Issue

There is a growing body of international literature about birth parents' negative experience of child protection services. This article reviews some of this literature and adds recent Australian materials to it. It is then argued that the over-reliance on “the best interest of the child” construct is the base from which these negative experiences emanate. The argument is that in adopting this construct parents' rights have been removed in favor of children's rights. This violates parents' human rights. Such an approach lacks balance, as human rights are inalienable and cannot be the exclusive property of only one party.     

US politics and World Bank IDA-lending

Abstract

This paper studies the role of US political factors in the allocation of World Bank concessional lending, where US political interests are proxied by voting similarity in the United Nations General Assembly on issues identified as important by the US Department of State. In contrast to previous studies we find that the US exerted a significant influence on IDA lending during the period 1993–2000. We demonstrate that the influence was both statistically as well as economically significant. Finally, we demonstrate that our result is robust with respect to the omission of the IDA Country Performance Rating index.     

Political participation and city county consolidation: jacksonville-duval county

This article analyzes the effect of consolidation on the perception of power and influence in city and county government. It focuses specifically on the political effects of consolidated government by examining the extant literature and assessing the political impacts of consolidated government in Jacksonville-Duval County. Using an interrupted time series analysis of voter participation, taxes, and expenditures were examined to determine the impact on consolidation and to explore the consequences of administrative reform.     

Consumer perspectives of New Zealand community treatment programmes for sexually abusive youth

Abstract

The aim of this process evaluation was to identify consumer perspectives of strengths and weaknesses of programme delivery at three New Zealand community treatment programmes for sexually abusive youth. Qualitative methods were employed, with data being obtained from in-depth interviews with 24 sexually abusive youth and 23 caregivers across three sites. Results indicated that clients value good pre-entry information to reduce barriers to participation; engagement in treatment is facilitated by the quality of the client–therapist relationship, family involvement, culturally appropriate communication and creative and physical activities; and post-treatment support is important. Findings highlight the importance of engaging adolescents and their families actively during the intake period, the treatment phase and post-treatment transition. They also support the use of flexible and integrated approaches to treatment that attend to the cultural context for ethnic minorities. This suggests that programmes should aim to provide wraparound services that promote engagement during the referral phase and offer transitional programmes and aftercare follow-up. Recognition should also be given to issues of cultural difference by ensuring that cultural services for ethnic minorities are integrated into all levels of programme delivery.

SERVICE UTILIZATION AND SATISFACTION WITH SERVICE PROVIDERS IN VICTIMS OF RAPE AND SEXUAL ASSAULT

The aim of the present study was to investigate service utilization and satisfaction with service delivery among victims of rape and sexual assault. The victims completed a questionnaire comprising questions about whether they felt they received the appropriate help following an assault and whether they were met with positive staff attitudes within the public treatment system. The victims completed the questionnaire at three different time points： one month, three months and six months following an assault. Results showed that a high number of victims were satisfied with the support and treatment they received from psychologist and other part of the public help system. However, a high number of victims also reported receiving insufficient help from the social service and the police. Results are discussed in terms of consequences for victim recovery and the importance of receiving feedback from the victims in order to improve public service provision for victims of rape and sexual assault.
