There is an inherent contradiction between the basic building block of most nonmarket productive relationships—hierarchy—and the netcentric vision inspired by the architecture of modern information technology, especially the World Wide Web. During the decade 1983-1992, approximately $1.4 trillion of municipal bonds were sold in 87,000 in separate issues, primarily to finance capital projects for education, electric power, transportation, health care, housing, and other public and private purpose activities. Approximately two-thirds of these financings were originated by financing authorities, quasi-government agencies which are the creation of state legislature. Despite the growing role played by quasi-public authorities in capital finance, their impacts have not been studied systematically. We first describe the issuers of tax-exempt debt in the health sector and then derive measures for describing the mix of issuers between state and local levels, and between both government and quasi-government sectors. We present abbreviated test results of the impact that different mixes have on the cost of capital. First, competition is good: using a Herfindahl index analysis we show that states with less concentrated issuers have a lower cost of capital than those with a more concentrated market, including state-level finance monopolies. On the other hand, we cannot assert unequivocally that market deconcentration, in and of itself, should be a goal. Some philosophers argue that the state and its citizens stand in a morally privileged position vis-à-vis one another, but not towards other states or citizens. However, many of those people, particularly philosophical liberals, also hold that morally insignificant differences, such as place of birth, sex or ethnicity, should not affect rights, liberties and life prospects. On the face of it, these two sets of ideas appear incompatible and point to a conflict in some liberal thought. Liberal philosophers, like John Rawls, have attempted to reconcile these conflicting ideas. His attempt has attracted a great deal of criticism, especially from those liberals attracted to a more cosmopolitan point of view. In this article, we use Aristotelian virtue ethics as the basis upon which to reconcile liberalism and patriotism. We argue that the state should be understood as an agent that stands in a special relationship to its citizens (of philia ). The state's virtue depends, in part, on it giving those citizens preferential treatment with regard to justice compared to citizens of other countries. Similarly, if citizens are to be just in their relations with their own state, they must behave in special ways towards that state as compared to other states. Presumably, anger is a common experience of parenting. Although practitioners and researchers recognize the role of anger in various parenting situations, objective and standardized measures of parental anger have been notably lacking in the field. This study examined the Parental Anger Inventory (PAI), a measure developed specifically to assess parental anger in response to child misbehavior. A diverse sample of 98 parents participated in the study, including (a) physically abusive or neglectful parents, or both, n = 44; (b) nonmaltreating clinic parents seeking assistance for child behavior problems, n = 24; and (c) nonmaltreating, non-help-seeking community parents, n = 30. Results support the internal consistency, temporal stability, and convergent validity of the PAI. Findings also demonstrate the PAI's potential utility when working with maltreating and help-seeking parents. Results highlight the importance of assessing parental anger toward children and support the use of the PAI in assessment, treatment, and research. 相似文献

With a two-dimensional concept of 'New Public Management' as its point of departure, the article points to the development of a specific Danish model of NPM at the local level of government. In the municipalities the market-oriented NPM dimension has been almost absent and the managerial dimension has been interpreted and translated into a 'governance'-oriented model that combines decentralized self- and user-governance from below with centralized goal-steering from above. This combined model institutes new governing roles including a new leadership role for elected councillors as central goal-steering decision and policy makers. Rather than strengthening the local councillors, the new leadership role has turned out to be problematic for the elected councillors. The problems inherent in the new institutional role as goal-steering decision makers are discussed and arguments are put forward in favour of a more 'governance' and less NPM and government-oriented role for elected councillors. What seems to be needed is another new role that stresses local councillors as co-governors and guardians of an inclusive and democratic form of local governance. 相似文献
