This paper reconsiders the problem of optimal law enforcement when the apprehension probability depends on the offense rate as well as policing expenditures. A natural consequence of such an apprehension probability is the possible multiplicity of the equilibrium due to strategic complementarity, and the actual offense rate is realized by the self-fulfilling nature of the offense rate. If people believe that lowering the fine will lead to a lower offense rate, each individual will be less inclined to commit an illegal activity due to their expectation of a higher apprehension probability. Thus, the maximal fine is not socially optimal in this case.  相似文献

Conservative leaders may have had a decisive impact on the decision by the Liberal government to enter the Great War in August 1914. In a seminal article of 1975, Keith Wilson argued that their readiness to fight “cut the ground … from beneath the feet of the non-interventionists” in the Cabinet. Those ministers who had hitherto opposed war now recognised that continued divisions could bring the government’s collapse, in which case the Unionists, probably in a coalition with pro-war Liberals, would take office and enter the conflict anyway. Since Wilson’s essay, important light has focussed on Unionist thinking by works that look at the July Crisis as part of a longer party history. This analysis provides a detailed investigation of the actions of Unionist leaders in the days immediately leading to war. It resolves some of the main contradictions in the primary evidence, argues that the possibility of a coalition was very real and demonstrates that one key player—the first lord of the Admiralty, Winston Churchill—subsequently tried, with some success, to disguise his activities.  相似文献

本文使用深度访谈方法,访谈了居住在北京、天津的9位韩国已婚女性,考察了跨国移居后她们的劳动情况。移居后,她们作为儿媳妇的压力和家务劳动量减少,但增加了监督保姆的劳动,在夫妻间的情感劳动方面也面临新的压力,而且子女年龄小的女性仍承担较多的照顾和教育子女的劳动。她们中有不少女性中断自己的工作来到中国,主要从事家教、教师等工作,也有一些人成为个体经营者,也有不少没有3-作的女性学习汉语等课程,为未来做准备。移居后她们更加虔诚信仰宗教,通过参加志愿者服务活动,跨出私人家庭领域,促进了韩国人社会和中国社会的和谐发展。  相似文献

Ha and Kim present a new reading of the East Asian crisis, focusing particularly on South Korea's experience. They argue that previous studies have ignored the political environment that paved the way for such an event. Neoliberal economists, according to the authors, were so enamoured with the example of the 'Asian tigers' and the ideal of unregulated markets that they were blind to the many warnings of an ensuing disaster. Economic systems can thus no longer rest on such a free-market capitalist ideal where no one controls the global economy, but must instead have a secure political base. As the financial crisis has shown, such international anarchy must be checked by a new set of international institutions. While the Asia-Pacific Economic Cooperation (APEC) organisation did attempt to handle the crisis, it, along with Japan and the Association of Southeast Asian Nations (ASEAN), proved unable to do so. East Asia's leaders and theorists have been presented with the challenge of reforming this region's institutions and political orders in order to avoid another crisis, complete with all its social and political ramifications.  相似文献
