This study aims to understand different publics' communicative behaviors for problem solving surrounding an oil spill issue in Korea. Specifically, it explores the differences between chronic activists and other types of publics who were affected by this chronic environmental issue. A total of 24 interviews were conducted, from which five different types of publics were identified. The findings suggest that the majority of activists who are currently working on the issue are closed‐chronic activists, which are slightly different from Ni and Kim's findings on chronic activists' communicative behaviors. Interviews were also conducted with five communication experts to propose viable conflict resolution strategies for the issue. Contemporary public policy increasingly emphasises a focus on outcomes, the difference that occurs in the lives of citizens from policy and activity of government. Other contemporary imperatives for effective planning include: recognition of the values of the community whom plans serve, direction towards goals and objectives, utilisation of evidence, articulation of theories of change that underpin planning and responsiveness to evaluation. This article reports a desk‐based research project to assess how local government planning documents meet these imperatives. Two documents are examined for 67 councils across Australia: the major strategic document, council plan or other‐named document and the cultural development plan (CDP) or other‐named document that directs staff and investment aimed at cultural enrichment of the LGA. Findings indicate that the majority of councils’ documents appeared only concordant with one or two of these planning imperatives. No plan addressed more than three. Overall, council plans and cultural development plans did not clearly indicate their responsiveness to values of their communities, nor include objectives that formed measurable steps towards goals or formally refer to the use of evidence in decision‐making. No plans included theories of change to underpin decision‐making. This analysis indicates clear areas of improvement for planning for local governance. 相似文献

Although many studies have investigated the effects of foreign direct investment on labor rights in the developing world, no studies of which we are aware have considered how differences in the mode of entry—that is, mergers and acquisitions (M&As), cross-border joint ventures (JVs), and greenfield investments (GIs)—taken by multinational corporations affect labor rights in host countries. Using panel data for up to 113 developing countries from 1985–2002, we find that foreign firms that enter via M&As tend to have minimal, or slightly negative, effects on labor rights, whereas JVs and GIs support improvements in workers’ rights. Overall, the results suggest that the sectors and motivations associated with JV and GI modes of entry increase labor demand, improving the bargaining power of workers. 相似文献

This article seeks to explain through the contextualized comparisons of a few critical cases how national preferences on an interstate bargaining issue are formed domestically. It proposes an interaction framework of national preference formation (NPF), which emphasizes the government's policy autonomy, the size of the ruling party or coalition, and the party unity in aggregating divergent domestic preferences for interstate bargaining. The framework is tested against major European Community members' preference formation on Economic and Monetary Union (EMU). Case studies reveal that the interaction framework quite accurately describes the national preferences of Germany, Britain, and France over EMU. 相似文献

Although much has been written about how and why individuals become terrorists, very little research has focused on why individuals choose not to become involved in political violence. Some assume that these non-radicalized individuals simply have not had the same life experiences as terrorists. Yet one only has to explore areas of conflict, such as the Gaza Strip, northwest Pakistan, or the southern Philippines, to wonder why more individuals have not joined local militant groups. This article presents a conceptual model ofnon-radicalization in an attempt to move the discussion forward on this topic. It argues that it is impossible to understand radicalization pathways, or design policies to preempt them, without a complementary knowledge ofwhy individuals resist the influence ofviolent extremism. 相似文献

The objective of this study was to determine the presence of corticosteroids in illegal herbal medicines using ultra‐high‐performance liquid chromatography–tandem mass spectrometry. We collected 212 herbal medicine samples that were advertised as being effective for treatment of joint pain and bone aches. Samples were from the Korean commercial market during a span of four years (2010–2013), and the method was validated. The limits of quantification ranged from 0.47 to 15.0 ng/mL, and recoveries ranged from 80.6% to 119.5%. The intra‐ and interday precision ranged from 0.18% to 8.82% and from 0.09% to 8.96%, respectively. Among the samples, three samples (1.4%) were identified as adulterants. Dexamethasone was the only compound detected in the adulterated products. As the corticosteroid–adulteration of herbal medicines may become a major problem and lead to side effects, the continued development of screening procedures for herbal medicines is critical. 相似文献
