Sharing knowledge and information is an important factor in the discourses on electronic government, national security, and human capital management in public administration. This article analyzes the impact of organizational context and IT on employees' perceptions of knowledge-sharing capabilities in five public sector and five private sector organizations in South Korea. Social networks, centralization, performance-based reward systems, employee usage of IT applications, and user-friendly IT systems were found to significantly affect employee knowledge-sharing capabilities in the organizations studied. For public sector employees, social networks, performance-based reward systems, and employee usage of IT applications are all positively associated with high levels of employee knowledge-sharing capabilities. Lessons and implications for knowledge-sharing capabilities and management leadership in the public sector are presented.  相似文献

Using network power bases and cognitive accuracy concepts, this study examines two local emergency management network changes. The authors review five power bases—structural-based, resource-based, actor-based, cognitive-based, and political-based power—to explore the perceived power of network actors. Three research propositions are proposed with respect to the relationship between the network power bases and the cognitive accuracy of network participants. The authors find that political-based power is strongly correlated with perceived power. The article concludes with future research questions and directions for advancing current scholarship on emergency management networks.  相似文献

Researchers and practitioners in both the public and private sectors agree that participative management improves employees' job satisfaction. Public agencies have also turned to strategic planning to enhance government performance and accountability. This study explores the relationship between participative management in the context of the strategic planning and job satisfaction in local government agencies. The results of multiple regression analysis show that managers' use of a participative management style and employees' perceptions of participative strategic planning processes are positively associated with high levels of job satisfaction. The study also finds that effective supervisory communications in the context of the strategic planning process are positively associated with high levels of job satisfaction. The study suggests that participative management that incorporates effective supervisory communications can enhance employees' job satisfaction. In this regard, organizational leaders in the public sector should emphasize changing organizational culture from the traditional pattern of hierarchical structure to participative management and empowerment.  相似文献

State bond banks are created to extend management expertise, subsidies, and economies of scale to local government issuers, but bond banks incur issuance and program costs. This research examines whether state bond banks appear to achieve lower than average borrowing costs, once the costs of issuance are controlled for. We find that bond banks are associated with significantly lower borrowing costs for two of the three programs we examine, and determine that these savings are due largely to reductions in costs of issuance.  相似文献

This study examined the prevalence of alcohol- and substance-related disorders in a random sample of 627 adult probationers in Illinois. The investigation also explored the prevalence of major psychiatric disorders and their co-occurrences with alcohol and substance use disorders. To detect the presence of psychiatric disorders, researchers employed standardized assessment tools based on Diagnostic and Statistical Manual of Mental Disorders criteria. Overall, results showed that probationers had significantly higher rates of psychiatric disorders, substance use disorders, and co-occurring disorders compared with persons in the general population. In light of these findings, probation administrators are urged to invest more resources in treating drug use, mental illness, and codisorders, the latter of which is associated with a higher risk of violent behaviors.  相似文献
