What is the influence of the rules of political representation on local spending? This research tests the law of 1/n in the Portuguese local context and finds that the law fails to apply. We suggest an alternative measure—the density of representation—to assess the impact of the rules of city council representation on local public expenditures. Density of representation is defined as the number of elected officials in the city council divided by city population. We find an S-shaped relationship between the density of representation and the level of local government expenditures. The level of municipal spending initially declines with increases in the density of representation, reflecting an increase in the ability of constituents to monitor their elected representatives. At higher levels of representation density, the relationship becomes positive, suggesting that the dynamics of the budgetary commons become salient. The relationship becomes negative again for extremely high density of representation owing to increases in the transaction costs of legislative decision-making. This paper discusses the implications of our findings for the reform of local government institutions and the rules of political representation.  相似文献

Economic globalization and, in particular, foreign direct investment (FDI) have often been considered to be catalysts for economic reform and political liberalization. It is argued that openness to foreign investment spurs democratization by empowering pro-liberalization actors and undermining elite cohesion. This article explores and tests three alternative hypotheses linking FDI and autocratic regime survival. The liberalization hypothesis claims that FDI promotes democratization. The state-capture hypothesis suggests that FDI, by increasing the value of power, may raise the risk of an autocratic transition. Lastly, the stabilization hypothesis, contrary to the first two, claims that FDI can enhance dictatorships’ stability by opening new opportunities for distributing benefits to regime elites. The empirical analysis, covering about 100 countries for the time period 1970–2008, uses data on autocratic breakdowns and transition types to test the above hypotheses. The reported evidence does not support the liberalization or the state-capture hypothesis. FDI is found to reduce the likelihood of democratic transitions.  相似文献

Mammal red blood cells (RBC) in bloodstains have been previously detected by light microscopy on stone tools from as early as 100,000 +/- 25,000 years ago. In order to evaluate the degree of morphological preservation of erythrocytes in bloodstains, an accidental human blood smear on white chert and several experimental bloodstains on hard substrates (the same stone-white chert; another type of stone-graywacke; a non-stone support-stainless steel), were stored in a room, in non-sterile and fluctuating conditions, for lengths of time ranging from 3 to 18 months. Afterwards, the specimens were coated with gold and examined by a Cambridge Stereoscan 120 scanning electron microscope. Results revealed a high preservation of RBC integrity, with the maintenance of several discocytary shapes, a low tendency to echinocytosis and a frequent appearance of a moon-like erythrocytary shape in the thinner areas of the bloodstains.  相似文献

Scotland is not the only sub‐state unit in Europe where relevant political actors make claims for independence. To generate insights on these independence demands, we compare the drivers, arguments and popular support for secession in Scotland, the Basque Country, Catalonia and Flanders. We argue that national identity, party politics and the economy are behind the independence requests, and the exact articulation of these elements varies from case to case. Currently, the most salient of these demands are the ones from Catalonia; Basque demands for self‐determination are less prominent than in the past, whereas the demand for a vote on independence is much less articulated in Flanders. Although the Scottish independence referendum has set a precedent for solving independence disputes, we argue that the possibilities of exporting the Scottish referendum experience to other realities are limited.  相似文献

Legal limits on the psychoactive tetrahydrocannabinol (THC) content in Cannabis sativa plants have complicated genetic and forensic studies in this species. However, Cannabis seeds present very low THC levels. We developed a method for embryo extraction from seeds and an improved protocol for DNA extraction and tested this method in four hemp and six marijuana varieties. This embryo extraction method enabled the recovery of diploid embryos from individual seeds. An improved DNA extraction protocol (CTAB3) was used to obtain DNA from individual embryos at a concentration and quality similar to DNA extracted from leaves. DNA extracted from embryos was used for SSR molecular characterization in individuals from the 10 varieties. A unique molecular profile for each individual was obtained, and a clear differentiation between hemp and marijuana varieties was observed. The combined embryo extraction–DNA extraction methodology and the new highly polymorphic SSR markers facilitate genetic and forensic studies in Cannabis.  相似文献

Previous research suggests a lack of pro-social skills is characteristic of an antisocial or offending personality. It is therefore reasonable to assume that an inadequate understanding of another's mental state may contribute to antisocial or offending behaviour. Forty-six young-adult male offenders and a control completed measures to assess: Theory of Mind (ToM), empathic understanding (EU) and moral reasoning. Significant differences in the performance of young-adult offenders and the control group were detected in ToM, EU and moral reasoning with young-adult offenders scoring lower than the control group. A positive association was also found between ToM, EU and moral reasoning. These findings contribute to a further understanding of how individuals make sense of, and respond to, the social world around them. The ability to measure ToM, EU and moral reasoning and subsequently identify any specific deficits, as well as recognise the link between these three key skills, is not only useful for researchers but it will also allow practitioners to tailor existing (or develop new) interventions specific to the needs of an individual. This could be particularly useful in terms of recidivism when applied to those involved in antisocial or offending behaviour.  相似文献
