The chemical compound 5-(4-nitrophenyl)-2,4-pentadien-1-al (NPPD), called "spy dust," was used in the Soviet Union as a shadowing pursuit, the act of following someone secretly, for investigating the activities of diplomatic personnel. It is also useful for counter-terrorism, and some criminal cases in the forensic science field. In this paper, it was synthesized and evaluated as a tracer for shadowing pursuits. The method for utilizing this reagent was very simple: it was dissolved in methanol (1 mg/mL) and sprayed on the restricted area. If the suspect was to enter this area or touched the sprayed material, NPPD was attached to the suspect's shoe surface or hands. The color examination was a two-steps process: first was the addition of 1 mL of a 0.1% naphthoresorcinol methanol solution to the methanol extracts of a methanol-contained cotton swab used to smear some surfaces of the suspect, and second, the addition of 1 mL of concentrated hydrochloric acid, which turned the solution dark red. The gamma max of the colored solution was 510 nm, measured by ultraviolet-vis spectroscopy. Detection limits for three methods were determined: a visual method (detection limit 100 ng/3 mL), an ultraviolet-visible spectrometric method (detection limit 10 ng/3 mL), and a selected-ion-monitoring gas chromatographic/mass spectrometric method (detection limit 300 pg/injection). The forensic utility of NPPD was demonstrated for two simulated cases: a theft case and a case where NPPD was used as a tracer to prove that an automobile had entered a restricted area. These examinations prove NPPD is a useful shadowing pursuit (spy dust) for the forensic science field.  相似文献

Synchrotron radiation high-energy X-ray fluorescence (SR-XRF) analysis utilizing 75.5keV X-ray radiation from beam-line BL37XU at Super Photon Ring 8GeV (SPring-8), a third-generation synchrotron facility, was found to have advantages for forensic discrimination of glass samples. The lower limits of detection (LLD) for calibration curves were at the picogram level for Ba, Ce, and Sm and at the 10pg level for Sr, Zr, Sn, and Hf. The spectrum of NIST SRM 612 glass reference material demonstrated K-line peaks of 31 elements including rare-earth elements, and the relative standard deviations (R.S.D.) of all the measured elements except Ca were less than 9.7%. Fragments of collected sheet glass were used as samples for investigating the application of this technique to forensic analysis. Several trace elements such as Pb, Rb, Sr, Zr, La, Ce, and Hf were detected in the spectra of the samples, and these elements could be used as indexes to characterize the glass samples. But the "lower limits of detection (LLD)" of each element were not examined enough. In this report, these limits by synchrotron radiation X-ray spectrometry were clarified. By these results, this technique should provide an effective approach to the nondestructive discrimination of small glass fragments in the field of forensic science.  相似文献

Since the inauguration of the second Abe cabinet in December 2012, there have been many important developments in the area of security policy. This article examines each new policy and how it fits in to the National Security Strategy principles of a “proactive contribution to peace” and international cooperation. It concludes with a comparison of the new policies with those of other major world powers and a discussion of the main source of opposition to Japan's security policy.  相似文献

Comparisons are made between a nonrandom sample of 18 glossolalists and 130 non-glossolalists admitted to a maximum-security forensic hospital. The glossolalic mentally disordered offender exhibited a predominance of diagnoses in the manic spectrum, and was typically psychotic. The delusions, hallucinations, and crimes were predominately of a religious and sexual nature. Glossolalist perpetrators tended to be female. We review the extant research on glossolalia in both normal and clinical samples. and integrate our findings, the first study of glossolalia in a forensic setting.  相似文献

The year 2018 marks the end of the 260-year rule by the Tokugawa Shogunate and the start of a new government headed by the Emperor. The term “Meiji Restoration” is often used narrowly to refer to the political events of 1868, which is why the 150th anniversary is observed this year. More generally, however, the term often refers to the series of changes that occurred after the new government was established, including Japan’s opening to the world, abolition of feudal domains and the samurai class, establishment of the modern Cabinet system in 1885, and proclamation of the Meiji Constitution in 1889 and the opening of the Parliament in 1890. Substantial progress toward achieving the Millennium Development Goals (MDGs) was made, but unsolved issues remain. The Sustainable Development Goals (SDGs) succeeded the MDGs in 2015. In Japan the concept of “Human Security” has been incorporated into its foreign policy since the 1990s and is explicitly stated as the basic concept of Japan's Development Cooperation Charter issued in 2015. Also included in the Charter is Japan's “Proactive Contribution to Peace” policy and national interest, both of which are closely related to the concept of Human Security.

Although not specifically identified in the SDGs, Human Security was described by the UN General Assembly as “the right of people to live in freedom and dignity, free from poverty and despair” in a 2012 resolution. Japan's long-term commitment to Human Security and experience in health and education are two areas in which the country has contributed internationally and which can be put to good use in formulating policies and programs to achieve the SDG targets.  相似文献

In Japan, taxed diesel fuel from non-taxed fuel oil-A is illegally produced by removing coumarin, which is added as a non-taxed marker. The coumarin is removed using concentrated sulfuric acid and this produces a high viscosity and hazardous material, called "sulfuric acid pitch", as a by-product. This compound has a detrimental effect on the environment and is hazardous to humans. The actions have been associated with organized crime with the illegally gained taxes becoming financial bases. To discriminate legal and diesel oil from illegal product, the peak area ratio R(SC), the ratio of total sulfur to carbon (>C(14)), was used. R(SC) is calculated by the total areas of sulfur and carbon (>C(14)) from the gas chromatogram obtained by gas chromatography-atomic emission detection (GC-AED). Sulfur in legal diesel fuels is strictly regulated by a maximum limit, which was 50ppm (and is now 10ppm), but in the preparation of illegal diesel oil, in which coumarin is eliminated, sulfur cannot be removed. Therefore, the R(SC) of fuel oil-A and illegal fuel oil is over 15, whereas those for legal fuel oil and diesel fuel are under 2.0. Furthermore, these ratios do not change in weathering experiments. GC-AED was applied to an actual arson case and was found to be effective for the determination of total sulfur in trace amounts of accelerants detected in fire debris at the arson scene, and hence was effective for the characterization of the ignitable liquids used.  相似文献

For many years the Japan-US Security Treaty has been the cornerstone of Japanese foreign policy and security policy. Suspicions have long been voiced, however, that behind the security treaty there lurked unpublicized secret pacts. In particular, despite the denials of the Japanese government, there were suspicions that nuclear-armed warships had in fact called at Japanese ports. With the change in government in September 2009, the issue came to be the subject of an investigation by the new Democratic Party of Japan administration.
