Two brands of motor oils (Elf and Castrol) that had been used for various periods of time were examined. The aim was to differentiate these samples (of varying degree of use) on the basis of their infrared spectra, for criminalistic purposes. The correlation method was used. It was found that the FTIR method is capable of providing sufficiently detailed information if some specific fragments of spectra are examined. Hence, it can be concluded that the investigation procedure proposed is adequate.  相似文献

Recent public management literature has emphasized the influence of human resource management (HRM) policies, including traditional benefits, family‐friendly benefits, procedural justice, and managerial trustworthiness, on work attitudes. However, little research in public administration has explored more detailed impacts of each HRM policy. This article provides an integrated understanding of the impacts of HRM policies using social exchange theory. In addition, the moderating impacts of procedural justice and managerial trustworthiness on the relationship between employee benefits and work attitudes are examined. Using the Federal Human Capital Survey 2008 data set, the authors find that two types of employee benefits, procedural justice, and managerial trustworthiness are positively related to job satisfaction, whereas family‐friendly benefits, managerial trustworthiness, and procedural justice are negatively associated with turnover intention. The implications of these findings are thoroughly discussed.  相似文献

The relationship between fiscal decentralization and corruption is highly controversial but insufficiently tested with respect to China. This article empirically tests whether fiscal decentralization aggravates corruption in China's local governments. To acquire more robust results, we employ multiple corruption and fiscal decentralization measures and collect data for 31 provinces from 1998 to 2008. Fixed effects panel models estimate the impact of fiscal decentralization on corruption after controlling for gross regional product per capita, the relative wage in the public sector compared to the private sector, political leadership changes, education levels, law enforcement and the number of NGOs. Our findings suggest that China has experienced a trend towards fiscal recentralization rather than decentralization in the 2000s. We also find the moderating effect of the level of law enforcement on corruption: fiscal decentralization in local governments with strong law enforcement deters corruption but the opposite relationship is found when their law enforcement is weak. The implication of our research is that a sound legal system and political will are prerequisites for successful fiscal decentralization.  相似文献

Anthropometric technique commonly used by anthropologists and adopted by medical scientists has been employed to estimate body size for over a hundred years. With the increasing frequency of mass disasters, the identification of an isolated lower extremity and the stature of the person it belonged to has created problems for the investigation of the identity of some of the victims. In spite of a need for such a study, there is a lack of systematic studies to identify fragmented and dismembered human remains. The purpose of the paper is to analyze anthropometric relationships between dimensions of the lower extremity and body height. Analysis is based on a sample of middle class male (N=203) and female (N=108) adult Turks residing in Istanbul. The participants are mostly students and staff members of a medical school, and military personnel. Measurements taken are stature, trochanteric height, thigh length, lower leg length, leg length, and foot height, breadth, and length. Of the five variables entered into the regression analysis, all but foot breadth participate in the analysis with leg length as the first and followed by thigh and foot lengths, and finally foot height in males (R(2)). There were also individually calculated formulae for some of these measurements which provided smaller R(2)-values. Student's t-test to assess if there was any intraobserver error in measurements take by individual anthropometrist did not show such any statistically significant difference. In conclusion, the study suggested that estimation of a living height can be made possible using various dimensions of the lower extremity. One must consider differences between populations in order to apply functions as such to others.  相似文献

The relationship between the length of tenure of elected heads of local governments (HOLG) and performance of local governments remains ambiguous, with few empirical studies on it. Korea presents a compelling case in that it has limited HOLG to serve only three consecutive terms based on the untested belief that longer tenures have a negative effect on local governments. To address these gaps, this study applies the fixed effect panel model, using the Korean government data from 2008 to 2014. Our findings reveal a negative relationship between tenure length and efficiency, particularly among local governments demonstrating a low level of efficiency. The relationship between the length of tenure and integrity is also negative, especially among local governments with low levels of integrity. However, given that these relationships disappear when factors specific to local governments are controlled, our findings should be interpreted cautiously.  相似文献

Policymaking based on the classical experimental design is regarded as a golden rule in the field of public policy. Despite the methodological superiority of randomized control experiment, the practices of policy experiment differ across countries, reflecting the different intentions of policymakers. This paper reviews how policy experiments are practised in Asian countries, especially Korea, China, and Singapore. As our review suggests, the term ‘policy pilot’ is preferred to ‘experiment’ as the former is considered as an exemplar proposed by the central government. At the same time, the selection of pilot sites depends on central government’s political and practical (rather than methodological) consideration. Moreover, the utilization of policy pilots does not solely depend on the success of the pilot programme or the effect size per se. As the policymaking process is a complex endeavour involving multiple streams of actors, resources, and solutions, Asian countries use policy pilot results to get ideas on how different actors respond to policy, instead of a determinant of policy decision. Therefore, we conclude that Asian countries emphasize less the rigorousness of experimental design than the possibility of pragmatic utilization of policy pilots.  相似文献

In 2014, the largest reform since the US postwar occupation was enacted in Japanese civil service. It was designed as the final step of the two-decade-long effort to restructure the “1955 System,” that is, the politico-administrative system developed under the Liberal Democratic Party’s hegemony. Its purpose was to remold Japan’s independent-minded bureaucrats into the elected officials’ obedient servants. Unfortunately, the reform is unlikely to deliver expected results. The failure’s major reason concerns the fact that Japanese bureaucracy’s unusually large role in policymaking paradoxically discourages elected officials to use their major reining tool against it, namely, appointive power.  相似文献

Learners of East-Asian descent frequently outperform students from other developed nations on standardized tests. They are often well prepared, and generally demonstrate high proficiency in math, science, and language. Despite recent hype among Western policymakers and educators regarding the performance of East-Asian students on standardized exams, this phenomenon is primarily attributable to the unique history of imperial examinations, which began in China. The imperial examinations were firmly established in most East-Asian nations (excluding Japan owing to its geographic isolation), and were the product of cultures that valued routine work and strong central governments. Although some Western politicians and education administrators advocate adopting a form of education wherein standardized test scores are a focal point, such views potentially ignore centuries-old criticisms in East-Asian nations concerning national examinations. The imperial examination system was a seemingly efficient and convenient approach to selecting government elites that produced diligent students and punctual educators; nonetheless, it also had significant drawbacks with respect to innovation and societal progress. Thus, the author examines this educational approach from a historical perspective, and compares it to the methods adopted by Europe and Japan.  相似文献

This study examines the association between trauma exposure and posttraumatic stress disorder (PTSD) among 157 help-seeking children (aged 8-17). Structured clinical interviews are carried out, and linear and logistic regression analyses are conducted to examine the relationship between PTSD and type of trauma exposure controlling for age, gender, and ethnicity. Confrontation with traumatic news, witnessing domestic violence, physical abuse, and sexual abuse are each significantly associated with PTSD. Witnessing a crime, being the victim of a crime, and exposure to accidents, fire, or disaster are not associated with PTSD. These findings underscore the association between interpersonal violence and childhood PTSD.  相似文献
