Previous research suggests that public opinion about crime is nuanced, as it has been found to vary greatly depending upon the type of questions asked and the amount of information provided. Few have similarly examined the complexity of public attitudes specifically about sex crimes. A survey was administered to a sample of U.S. residents utilizing the factorial survey method. The results suggest that specific details about the offense, offender, and victim had a significant effect on perceptions. The findings point to discrepancies between policy and public opinion, as well as to the importance of educating the public about the realities of sexual offending and victimization. 相似文献

This article accounts for the gap between Russia’s weak initial implementation of the Kyoto Protocol and its more active engagement in climate policy during the Medvedev presidency. We examine the intersection of climate policy and broader efforts to modernise Russia’s economy, drawing attention to synergies between domestic and international politics. We argue that international factors alone do not explain the change in climate policy as they have remained relatively constant. Instead, greater attention toward climate policy results from efforts to introduce new technologies and increase energy efficiency, spurred by the recent financial crisis and a shift in domestic policy priorities associated with the Medvedev presidency. 相似文献

Using materials gathered during field work in the penal region in the southwest corner of the Republic of Mordoviya in 2007, the authors examine the official representations of the history of the Mordovan gulag from 1930 to the present day. Through an analysis of the penal authority's institutional newspaper, its museum and anniversary celebrations marking the founding of the Mordovan gulag, the authors argue that a stress in the official history on continuity and tradition of service is evidence of growing confidence of this part of the security apparatus after their loss of status in the 1990s associated with the collapse of the penal economy and negative comment by international monitors and domestic penal reformers. 相似文献

The article presents an analysis of changes in the volume, structure and quality of Romanian manufacturing exports to the EU since 1995 in order to determine the nature and extent of industrial restructuring in Romania. We argue that the observed five-fold increase in the volume of manufactured exports from Romania to the EU over more than a decade-long period, although it is a positive development, still hides a persistent reliance upon labour-intensive and low value-added products. Only towards the end of the examined period have Romania's export patterns begun to resemble those of the more advanced Central and East European countries, reflecting the more important role played by intra-industry exports of differentiated products, the gradual transition from labour intensive, low valued-added exports to more technology-intensive ones and the improvement in product quality. 相似文献

Public policing in Northern Ireland has gone through a process of reform and governance change in reaction to the peace process and the requirement to shift from a police force, largely engaged in conflict-centred policing, to a policing service dedicated to civil policing and normalisation. During the past decade, Northern Ireland has witnessed a significant decline in recorded sectarian crime. This decline in ethnic conflict has been accompanied by a growth in support for the police, especially within the Catholic community. However, information pertaining to support for public policing is determined at national level and we know little about how residents of sites of previously high levels of political and sectarian conflict feel about policing reform and delivery. In this paper we show that the perception of sectarian crime is much greater than recorded sectarian crime. Moreover, the perception of sectarian crime is a significant predictor of negative attitudes regarding police performance. The paper offers a unique quantitative insight into perceptions of sectarian crime and posits a predicament that is not discussed or debated with regard to the delivery of community policing. The evidence presented offers a benchmark upon which such a debate could occur. We argue that knowledge of sectarian hate crime should not be centred at the national level, but at the more discrete scale of neighbourhood. Perceptions, whether linked to reality, signal or prejudice, can at times destabilise the peace-building process, yet are rarely attended to or discussed. Knowing the difference between recorded and perceived crime as either sectarian exaggeration or actuality would aid localised police-community interaction. Critics of the United Nations Commission on Human Rights (CHR) and its successor, the Human Rights Council (HRC), focus on member state efforts to protect themselves and allies from external pressure for human rights implementation. Even though HRC members still shield rights abusers, the new Universal Periodic Review (UPR) subjects all states to regular scrutiny, and provides substantial new space for domestic NGOs to externalize domestic human rights demands. This paper offers an institutional account of the expansion of NGO externalization opportunities from the CHR to the HRC, and during UPR institution building and Egypt’s 2010 UPR. Aggregate indexes of the quality of governance, covering large samples of countries, have become popular in comparative political analysis. Few studies examine the validity or reliability of these indexes. To partially fill this gap, this study uses factor, confirmatory factor and path analysis to test both measurement and causal models of the six Worldwide Governance indicators. They purportedly measure distinct concepts of control of corruption, rule of law, government effectiveness, rule quality, political stability, and voice and accountability. In the public debate concerning the consequences of demographic change in Germany it is often argued that the rising share of older voters will help the CDU/CSU to consolidate its power. This argumentation only applies if the age effect is assumed to be dominant. However, diverse socialisation backgrounds, captured by the cohort effect, also have to be taken into account. Based on the Repräsentative Wahlstatistik (Representative Electoral Statistic, RES) and Population Forecasts, the consequences of demographic shifts for federal elections since 1953 are estimated, as well as for future elections. First, age, cohort and period effects on vote choice for previous elections are calculated by using cohort analysis. Second, these effects are applied to the future age distribution. The results show that the ‘greying’ electorate is expected to favour the CDU/CSU and the FDP, while especially the SPD is likely to suffer electoral losses due to demographic shifts. 相似文献
