在现代民主社会里,社会和谐首先是政党和谐,构建社会主义和谐社会必先构建社会主义和谐政党。社会主义和谐政党具有特定的内涵、特征。构建和谐政党必须在坚持特定原则的基础上寻求构建路径,从而实现以和谐政党的构建推动和谐社会发展的目的。     

从战略高度大力推进新时期公安基层基础建设

越来越信息化、动态化、多元化、市场化、法治化的社会对新时期公安基层基础工作提出了新要求,赋予了新内涵。科学把握新时期公安基层基础工作的新内涵,必须大力实施警务信息化战略,着力推进基层基础工作信息化;大力实施问题导向警务战略,着力推进流动人口治安管理实时化;大力实施动态警务战略,着力推进公安派出所勤务制度实战化;大力实施社区警务战略,着力提升基层基础工作专业化、社会化和市场化水平;大力实施素质强警战略,着力提升基层民警的实际工作能力和水平。确保新时期公安基层基础建设五大战略的顺利实施,关键是要解决思想观念、警力保障、动力机制、执法保障、执行力等五大瓶颈问题。     

2001年铁路春运票价上浮案评析

2001年铁路春运客票价格上浮引起的行政争议案件,受到社会各界的广泛关注。北京市一中院和北京市高院先后于2001年11月和2002年2月28日作出一审判决和终审判决。乔占祥诉铁道部2001年春运票价上浮案(以下称为“乔占祥诉铁道部案”)涉及的主要法律问题有:铁路春运票价上浮的性质;“铁道部通知”是否具有可诉性;铁路春运票价上浮的听证程序;铁道部对“国家计委批复”的转送等。该案给我们的主要启示是:行政机关如何进一步依法行政;如何建立健全价格决策听证等程序;如何建立对抽象行政行为的司法审查;如何完善依法行政的各项制度等。     

论法治社会中公权力和私权利的均衡定位

中国在实现法治的进程中,应从制度上入手,慎重处理好公权力和私权利之间的关系,对公权力和私权利进行合理的定位。社会主义法治应该改变公权力和私权利的强弱不平衡、不对等状态,使两者处于一种势能均衡状态,以利于社会进步和发展。     

Intersectoral differences in public affairs: the duty of public reporting in public administration

Public reporting is a requirement for public affairs practitioners in public administration because of the democratic context in which government operates. By reporting to the public‐at‐large on agency activities, government agencies contributed to an informed citizenry, the essential foundation of a democracy. For public affairs in business administration and non‐profit administration, public reporting is desirable rather than mandatory. Public reporting was traditionally accomplished indirectly, through news media coverage of government. However, recent research suggests a diminution of interest by the media in fulfilling its role as an instrument of democracy. This means that the public reporting obligation of public affairs professionals in public administration needs to shift to direct reporting, through such products as annual reports, newsletters, TV programmes, Internet websites etc. Copyright © 2002 Henry Stewart Publications.

Pharmacopoeia – a collaboration between the textile artist Susie Freeman and the general practitioner Liz Lee

In this article I describe the development of my collaboration with the textile artist Susie Freeman in the production of the visual arts project Pharmacopoeia. Over the last 3 years we have created a body of work that aims to provide information about common medical treatments in a way that engages the public imagination. The work is dominated by the use of active pharmaceuticals, both pills and capsules, which are incorporated into dramatic fabrics by a process known as pocket knitting. These fabrics are then made into clothing and accessories, making their individual messages easier to ‘read’. The work aims to encourage people to think about their own medical and pharmacological history, and to reflect on their relationship with commonly prescribed drugs. It also reveals how dependent our society is on pharmaceuticals, how ambivalent we feel about them and yet how casually we use them.

Dimensions of self-esteem and psychological symptoms among chinese adolescents in Hong Kong

Self-esteem and psychological symptoms were assessed in a sample of 1082 Chinese adolescents who responded to the Chinese versions of Coopersmith's Self-Esteem Inventory and the General Health Questionnaire. Three dimensions of self-esteem, interpreted as Family Acceptance/Rejection, Self-Depreciation, and Peer Affirmation/Disaffirmation, were found to relate substantially to general psychological symptoms and particularly to specific symptoms of anxiety, social dysfunction, and depression as reported by these adolescents. The implications of the relative importance of appraisal from internal feedback as sources of self-esteem as opposed to the external feedback from family and peers were discussed in relation to self-esteem enhancement in adolescents.Received his Ph.D. from the University of Western Ontario in 1978. Age estimation by occlusal tooth wear

The purpose of the present investigation was to test the accuracy of a new scoring system in recording tooth wear for age estimation. The material consisted of dental stone casts of 383 volunteers who had sound premolars and molars with normal occlusion. The degree of occlusal wear for all premolar and molar teeth was scored with the new system. The high intra- and inter-examiner concordances showed that the new score system was very reliable. The degree of tooth wear showed a significant positive correlation with age in each and every examined tooth of both males and females. Tooth wear scores of males were higher than those of females. Calculating tables for age estimation were designed and the accuracy of age estimation was obtained with the General Linear Models procedures. Our system could provide estimation of an individual's age within +/-3 years in 42.4% of males and 49.4% of females, within +/-5 years in 61.8% of males and 63.3% of females. When the subjects were divided into two age groups and data were re-treated, the accuracy of age estimation was increased. Collectively, it was shown that our new system for scoring tooth wear is a reliable and accurate method for age estimation.
