Acute ethanol poisoning: a two-year study of deaths in North Carolina

A 24-month study of fatalities in North Carolina with high blood ethanol levels (300 mg/100 ml or over) revealed 502 cases with either acute alcoholism or the effects of this range of blood ethanol concentration having caused or contributed to death. This investigation reassessed the criteria for ethanol poisoning, including its cause and manner of death, and revealed recurrent patterns common to this syndrome. This inquiry also contrasted the frequency of ethanol poisoning in different areas of the country.     

Political Parties, Political Integrity and Public Policy: a 'Transactions Costs' Approach

Increasing concern about political 'sleaze' prompted the establishment, in 1995, of the Standing Committee of Standards in Public Life and the announcement, in 1999, of proposals to reform political party finance in the UK. A 'public choice' analysis predicts 'opportunism' by representatives at the expense of 'rationally ignorant' voters. It commends constitutional constraints to restrict the range of policy options open to representatives. By contrast, a 'transactions costs' approach suggests that electoral competition can offer protection when voters rely on 'party signal' as a low cost information source. If voters reduce transactions costs by relying on party signal, politicians have an incentive to maintain party reputation. Representatives are more willing than might otherwise be anticipated to accept the need for regulation if this serves to protect reputation.     

The Impact of Māori Cultural Values on Forensic Science Practice in New Zealand

Abstract:  Forensic science aims to serve society by advancing justice. It is accepted that some actions taken by the state in the interests of advancing justice, such as postmortem examinations, may impinge on values held by members of groups within society. Such actions have the potential to cause cultural offense. It is important that forensic scientists are aware of these issues and that as a profession we should take actions, where possible, to reduce any potential offense and consequently reduce unnecessary distress. This paper examines the impact of these issues on forensic practice in New Zealand, and, in particular, in relation to the cultural values of Māori, the indigenous people of New Zealand. Interviews and workshops were used to identify forensic practices involving a risk of cultural offense. Particular issues were identified in regard to crime scene attendance and examination, postmortem attendance and sample storage, disposal, and return. This paper describes the response developed by the Institute of Environmental Science and Research Limited (ESR) to address these issues, including a cultural awareness training package and reference brochure.
