Peacekeeping today has become ever more complex reaching deep into conflict affected societies aiming to facilitate social, economic and political transformative processes in order to establish sustainable peace. However, most quantitative studies evaluate mission effectiveness only in terms of conflict abatement. This leaves a substantial assessment gap. Therefore this study explores the effects of multi-dimensional peacekeeping by using 12 governance indicators. The article finds that its ambitious goals have largely not been fulfilled. Although there are measureable effects on national security and political participation, in other areas such as personal safety, human development or public management the impact is minimal or non-existent. In order to explain variation across cases and indicators we are testing four intervening variables: the type of peacekeeping mission, the amount of resources allocated, the relative size of civilian and police units per missions and the relationship between personal safety and governance indicators.  相似文献

This analysis examines the disharmony in American–Canadian relations in the period from 2001 to 2005. Canada and the United States co-operated in the early days after the 11 September 2001 terrorist attacks on New York and Washington, managing their mutual border and fighting the war in Afghanistan. Yet they soon came into conflict over American plans to invade Iraq and create a ballistic missile defence [BMD] system for North America. President George W. Bush and Paul Cellucci, his ambassador in Ottawa, were insensitive to Canadian concerns. Canadian leaders sent mixed messages to Washington, hinting that they would support a war in Iraq and participate in the BMD system, but ultimately deciding against each. The article examines the limitations of the tolerant ally interpretation of the Canadian–American relationship and illuminates the role of leadership in the rupture that took place between the two countries.  相似文献

Insanity has long been viewed as an excuse rather than a justification: Insane people are acquitted not because they did nothing wrong, but because they are considered morally blameless for their wrongful conduct. A new substantive test based on justificatory rather than exculpatory principles—a quasisubjective justification (QSJ) test—is compared to Finkel's relative culpability test, and to two excuse oriented tests, ALI and IDRA, across seven cases. QSJ and Finkel's test both produced significant verdict differences, whereas ALI and IDRA verdicts were not significantly different. The QSJ effect, however, was observed only in cases judged low in justification, and thus did not play a determinative role across cases; other variables, such as perceived severity of the disorder and culpability for bringing about the disorder, to which only Finkel's test was sensitive, seem to have more explanatory power.  相似文献

This paper examines the hypothesis that the Great Contraction was the result of rational rent-seeking by members of the Federal Reserve System. In contrast to the AST hypothesis, evidence on the share prices of member banks that survived the contraction suggests that the owners of these banks suffered an absolute decline in real wealth and a decline relative to a broad spectrum of other investment alternatives. Furthermore, monetary surprises had no statistically discernible effect on the share prices of these banks. This evidence conflicts with the notion that rational rent-seeking would lead the owners of member banks and their bureaucratic conspirators in the Federal Reserve System to unleash a policy with the goal of contracting the money supply by 35 percent.  相似文献

This paper engages with contemporary discussions in relation to the commodification of policing and security. It suggests that the existing literature regarding these trends has been geared primarily towards commercial security providers and has failed to address the processes by which public policing models are commodified and marketed both within, and through, the transnational policing community. Drawing upon evidence from the police change process in Northern Ireland, we argue that a Northern Irish Policing Model (NIPM) has emerged in the aftermath of the Independent Commission on Policing (ICP) reforms. This is increasingly branded and promoted on the global stage. Furthermore, we suggest that the NIPM is not monolithic, but segmented, and targeted towards a number of different ‘consumers’ both domestically and transnationally. Reflecting these diverse markets, the NIPM draws upon two seemingly incongruous constituent elements: the ‘best practice’ lessons of policing transition, as embodied in the ICP reforms; and, the legacy of counter-terrorism expertise drawn from the preceding decades of conflict. The discussion concludes by querying as to which of these components of the NIPM is in the ascendancy.  相似文献
