This article deals with the problems that the Mexican government will need to face in order to go on with the reform of the state. The cycle of such a reform (privatization, liberalization and democratization) is already closing down. While ending this process, however, Mexico also started to see an increasing number of demands calling for administrative reform and, above all, the federalization of government and public administration. This is what the author calls the strategic agenda of the Mexican government. In order to implement the administrative reform, the author favors enhancing the accountability of the Mexican government, by increasing public participation in the policy and decision making processes. With regard to the federalization of government and public administration, Aguilar proposes the implementation of policy tools never used in Mexico, such as fiscal federalism (categorical and block grants, for instance), together with new constitutional, political and administrative arrangements. 相似文献

ABSTRACTThe relationship between drug trafficking and terrorism remains a contentious issue. While some assert that drug trafficking is a strong predictor of terrorism, others contest this observation. This study focuses on the impact of the Afghan opioid trade on terrorist violence in Central Asia, a region of drug transit states. We employ Geographic Information Systems–enabled visualizations of the drug trade and terrorism as well as statistical tests to study the drug–terror relationship at the subnational level. Our findings lend support to the argument that the drug trade facilitates terrorism, but we also find that the drug–terror relationship is multifaceted, complex, and intimately linked to the state. 相似文献

This paper demonstrates the feasibility of the automation of forensic hair analysis and comparison task using neural network explanation systems (NNESs). Our system takes as input microscopic images of two hairs and produces a classification decision as to whether or not the hairs came from the same person. Hair images were captured using a NEXTDimension video board in a NEXTDimension color turbo computer, connected to a video camera. Image processing was done on an SGI indigo workstation. Each image is segmented into a number of pieces appropriate for classification of different features. A variety of image processing techniques are used to enhance this information. Use of wavelet analysis and the Haralick texture algorithm to pre-process data has allowed us to compress large amounts of data into smaller, yet representative data. Neural networks are then used for feature classification. Finally, statistical tests determine the degree of match between the resulting collection of hair feature vectors. An important issue in automation of any task in criminal investigations is the reliability and understandability of the resulting system. To address this concern, we have developed methods to facilitate explanation of neural network's behavior using a decision tree. The system was able to achieve a performance of 83% hair match accuracy, using 5 of the 21 morphological characteristics used by experts. This shows promise for the usefulness of a fuller scale system. While an automated system would not replace the expert, it would make the task easier by providing a means for pre-processing the large amount of data with which the expert must contend. 相似文献

Jordan has been praised as one of the best reformers among middle-income countries. Renewed growth during recent years has raised expectations that the reforms are finally bearing fruit. This article argues that growth in Jordan is not based on structural transformation and is not sustainable in the absence of firm-level upgrading. Growth has been driven by the expansion of non-tradable activities, while the country has not been able to modify its production structure or achieve noticeable productivity improvements under neoliberal policies. Higher value added and technology-intensive production has not evolved concomitantly with the development of social capabilities, impeding the emergence of a virtuous cycle leading towards economy-wide upgrading. Uneven development of social capabilities has also constrained the upgrading potential. The macroeconomic context has not been conducive to generating incentives for investment aiming at enhancing firm-level capabilities and promoting economic diversification. Upgrading will not take place spontaneously by the free functioning of market forces alone, and in its absence Jordan will not be able to confront the middle-income trap. This requires a more active state intervention, beyond building a business friendly environment, which in turn demands the development of institutional capabilities The Jordanian experience offers important insights for other small countries that have embraced the neoliberal recipe for development. 相似文献

Literature often emphasizes the use of force as a distinctive feature of police work, while risky encounters and uncertainty
are conditions under which such work is carried out daily. Conditions leading to the use of force by the police have been
associated with the presence of menacing minorities, losing verbal control, the youth and lack of experience of officers,
and critical physical proximity between officers and suspects. Additionally, defiance towards the police has often been linked
to increased force used by the police. It is here proposed that uncertainty also fosters police officers’ dispositions to
use force. In this study, four focus groups were conducted with officers from two Venezuelan municipal police departments
in October 2003, presenting a hypothetical scenario progressing from contact with suspects towards an open confrontation involving
a shooting. Officers perceived, through different phases of the scenario, an encounter of no easily predictable outcome with
suspects, involving potential harm to the police and bystanders. A pattern seemed to appear among officers in which overcoming
real or assumed resistance became the central issue. When physical confrontation with suspects became evident, self defence
was the clearest justification for the use of force, though the use of force was also defended by officers without further
elaboration on the requirements and conditions for effectively thwarting aggression. It appears that uncertainty about the
outcome of a situation fosters both the disposition and the justification for using force.

Sudden cardiac death (SCD) is one of the most common causes of death. An important number of sudden deaths, especially in the young, are due to genetic heart disorders, both with structural and arrhythmogenic abnormalities. In recent years, significant advances have been made in understanding the genetic basis of SCD. Identification of the genetic causes of sudden death is important because close relatives are also at potential risk of having a fatal cardiac condition. A comprehensive post-mortem investigation is vital to determine the cause and manner of death and provides the opportunity to assess the potential risk to the family after appropriate genetic counselling. In this paper, we present an update of the different genetic causes of sudden death, emphasizing their importance for the forensic pathologist due to his relevant role in the diagnosis and prevention of SCD. 相似文献

In the 2003 recall election in California, Lt. Gov. Cruz Bustamante received more than 1.25 million fewer votes in the replacement election than votes cast against the recall of Gray Davis. A much smaller group voted "yes" on the recall but voted for Bustamante. The principal underlying explanation is racial and ethnic polarization. Using L.A. Times exit poll data, we compare the characteristics of voters who displayed the two unusual behavioral patterns with those who voted in more conventional ways. We find that Latinos and African Americans are far less likely than non-Hispanic whites and Asian Americans to have defected from Bustamante given a "no" vote on the recall, and far more likely to have voted for Bustamante given a potentially strategic "yes" vote on the recall. The patterns of defection are consistent with racial polarization on Proposition 54, lending further credence to our claim that race and ethnicity persists as an important factor in vote choice, even in environments with a history of minority electoral success. 相似文献
