This article looks at the promise of technology to revolutionise humanitarian action, especially in terms of the gathering and use of data. With many heralding a ‘data revolution’, the opportunities and enthusiasm for using social media and SMS data in crisis response are on the rise. The article constructs an analytical framework in order to scrutinise the three main claims made on behalf of technologically advanced humanitarian information systems: that they can access data more accurately, more quickly, and alter power relations in emancipatory ways. It does so in relation to two aspects of digital humanitarianism: visual technology and crisis mapping, and big data. The article is partly informed by a historical perspective, but also by interview and other material that suggests some of the claims made on behalf of technology are exaggerated. In particular, we argue that the enthusiasm for the data is vastly outstripped by the capacity to meaningfully analyse it. We conclude by scoping the implications of the future technological evolution of humanitarianism, in particular by examining how technology contributes to what Duffield terms ‘post-modern humanitarianism’. 相似文献

European Union (EU) interventions in conflict countries tend to focus on governance reforms of political and economic frameworks instead of the geopolitical context or the underlying power asymmetries that fuel conflict. They follow a liberal pattern often associated with northern donors and the UN system more generally. The EU's approach diverges from prevalent governance paradigms mainly in its engagement with social, identity and socio-economic exclusion. This article examines the EU's ‘peace-as-governance’ model in Cyprus, Georgia, Palestine and Bosnia and Herzegovina. Many countries know financial consumer credit ratings, and recent years have also seen a proliferation of rating systems in relation to online platforms and in the ‘sharing economy’, such as eBay, Uber and Airbnb. In the view of many Western observers, however, the emerging Chinese Social Credit System indicates a paradigm shift compared to these former rating systems as it aims for a comprehensive and uniform social rating based on penalty and award mechanisms. By contrast, this article suggests that the evolving forms of the Chinese system should be seen as a specific instance of a wider phenomenon. Thus, it develops a framework that compares different rating systems by reference to their drafters, users, aims, scoring systems, application, use of algorithms, enforcement and accountability; it identifies shortcomings of both low and high interventionist rating systems; and it discusses a range of regulatory approaches and emerging issues that law makers should consider. 相似文献

The impact of policy changes on the local delivery of services has been overlooked in several decades of largely unsuccessful efforts to “reform” welfare. This article uses one case of state-level welfare reform in the early 1990s to examine the implementation of policy changes in local welfare offices. Direct observation of transactions between welfare workers and clients suggests that policy reforms were not fully implemented by street-level bureaucrats. The instrumental transactions that continued to dominate interactions with clients were consistent with processing claims and rationing scarce resources, but they were poorly aligned with new policies aimed at changing the services and message delivered to welfare clients. The failure to fully implement reforms on the frontlines has implications for the achievement of policy objectives and for equity in service provision. Implementation issues will have even greater urgency as welfare is devolved from federal to state governments. 相似文献
