The period before the March-April 2003 war on Iraq witnessed unprecedented preparation for post-war reconstruction. This 'pre-war reconstruction' or 'pre-emptive reconstruction' confronts those involved in humanitarian activity with urgent practical and ethical questions. This article begins with an outline of the development of post-war reconstruction as a specific area of focus for humanitarian organisations and academia, before examining the pre-war plans for the reconstruction of post-war Iraq. It argues that it is not enough to be cynical about possible US motivations for planning for the post-war reconstruction of Iraq. Instead, pre-war reconstruction offers a number of opportunities for a critique of developments in humanitarianism and US foreign policy. But pre-war reconstruction also carries with it a number of pitfalls, not least the reframing of warfare as a non-destructive activity.  相似文献

Northern Ireland, we are told, holds positive lessons for other societies emerging from violent conflict. As Britain is one of the leading proponents of liberal internationalism, this article considers whether the liberal internationalism pushed with so much enthusiasm abroad through British foreign policy has been applied with diligence at home—in the Northern Ireland peace process. The findings suggest that Northern Ireland is by no means a poster child for liberal internationalism. Instead, British government handling of the Northern Ireland peace process shows serious deviations from the liberal internationalist canon. This article argues that liberal peace-lite has been tolerated and facilitated at home, while a stricter variant is often expected in overseas contexts.  相似文献

The rise of India and the EU as global actors has sparked growing interest in their peace-building approaches. This paper compares the objectives and effects of the EU's and India's engagement in different conflict contexts within and alongside their borders. It examines whether their practices of conflict resolution or peace-building strive for more than conflict management or ‘governmentality’. This article asks whether there is sufficient consistency across either actors' governance interventions to even speak of a distinct ‘strategy’ or ‘governance culture’. It illustrates the close relationship between governance and conflict response initiatives but finds that the relationship is often dysfunctional.  相似文献

This piece uses the example of reconstruction following the July–August 2006 Israeli–Hezbollah war in Lebanon to reflect on the existence of alternatives to the liberal peace. The term ‘liberal peace’ is used as shorthand for internationally-sponsored peace-support and reconstruction interventions and it is marked by its increasingly formulaic, top–down and ethnocentric nature. Two significant non-western actors were apparent in Lebanon's post-war reconstruction: the Gulf States and Jihad Al Bina (the reconstruction wing of Hezbollah). Using fieldwork, this article examines the extent to which the reconstruction activities of these non-western actors constitute an alternative to the liberal peace. It finds that these activities do not have the critical mass or ambition to form a fully-fledged alternative but argues that they reveal serious limitations in the liberal peace approach to post-war reconstruction.  相似文献

Academic scholarship displays a curious disconnect between two trends, connecting peace and governance issues. At the same time when conflicts tended to shift inwards (from inter-state to civil wars), global governance approaches seemed to decentre the management of peace and conflict outwards (from the nation state to international forums). This paper investigates this disjuncture by examining the European Union and India's governance strategies in different conflict contexts. It studies whether their strategies operate close to the global governance model and/or whether they are able to connect with and effectively support local peace initiatives in conflict-ridden areas.  相似文献
