Disparities between increasing urban economic power and cities' limited political autonomy have put pressure on intergovernmental relations in many countries. Some authors have claimed that this process leads to a strengthening of the position of cities with respect to higher state levels such as regions or the nation state. The aim of this article is to test this hypothesis for the case of Switzerland. In the first part, we show that, due to the existing intergovernmental framework, the current dynamics of urbanisation (which we describe as “metropolization”) have produced specific problems for governance in Swiss urban areas: spillovers in the distribution of costs and benefits, new political cleavages between core cities and surrounding communes, as well as increasing autonomy conflicts between cities and cantons. In the second part, we argue that initiatives taken in order to tackle these issues of urban governance have contributed to transforming Swiss federalism. “Politikverflechtung” is increasing in urban areas. In particular, the new federal urban policy has introduced a new vertical dimension of co‐operation between cities, cantons and the Confederation. Although Swiss cities have gained new influence in the process, we conclude that cantons still hold the key position. Therefore, like other federalist countries, Switzerland has not experienced a considerable strengthening of urban governments with respect to higher levels. Development management in national rural development has been the subject of much discussion as old-style integrated rural development planning met with increasing criticism. The Royal Government of Thailand is currently attempting to arrive at comprehensive reform of the development management system within the framework of implementation of its national five-year plans. This article highlights the reforms and the analysis of past failures. It introduces the new management organization and some procedural highlights. A first experiment with the new system which is currently being carried out in the province of Nakhon Ratchasima is documented, and the opinion of government officials on its performance is reported. The overall reaction is positive: the system does provide a more coordinated implementation. Two bottlenecks remain, however: project monitoring and evaluation should be strengthened; and additional technical training in development planning is needed. 相似文献

The increased discussion of economic democracy in America in recent years makes sense given the context of crises in Keynesianism, the welfare state, corporate legitimacy and American 'competitiveness'. Departing from Dahl's recent analysis, this paper argues that one notion of economic democracy - the internal democratization of the firm - can be conceived and plausibly linked to objectives of increased American competitiveness and community stability. The argument rejects purist schemes of universal cooperative ownership as well as so-called shareholder democracy. It proposes a representative system for the firm based on a balance among shareholder, employee and community interests, a separation of powers between boards of directors and management, and a concept of transition based on democratic development of already widespread employee stock-ownership plans. 相似文献

The Irish are largely invisible as an ethnic group in Britain but continue to be racialized as inferior and alien Others. Invisibility has been reinforced by academic treatment. Most historians have assumed that a framework of assimilation is appropriate and this outcome is uncritically accepted as desirable. Sociologists on the other hand have excluded the Irish from consideration, providing tacit support for the ‘myth of homogeneity’ of white people in Britain against the supposedly new phenomenon of threatening (Black) ‘immigrants’.Focus on the paradigm of ‘colour’ has limited the range of racist ideologies examined and led to denial of anti-Irish racism. But an analysis of nineteenth-century attitudes shows that the ‘Irish Catholic’ was a significant Other in the construction of the British nationalist myth. Despite contemporary forgetting, hostility towards the Irish continues, over and above immediate reactions to recent IRA campaigns. Verbal abuse and racial harassment are documented in London and elsewhere, but unacknowledged.The masculine imagery of ‘Paddy’ hides the existence of Irish women in Britain, although they have outnumbered men since the 1920s. In America, by contrast, there is a strong stereotype of ‘Bridget’ and her central contribution to Irish upward mobility is recognized. But invisibility does not protect Irish women in Britain from racism. Indeed, they are often more exposed since their productive and reproductive roles connect more firmly to British society. Moreover, women have played a key role in maintaining Catholic adherence, which continues to resonate closely with Irishness and difference. 相似文献

In recent years “welfare reform” has become a vehicle for many neo-conservative social commentators to invoke marriage vows
as a cure for poverty and the abuse of poor women. Their basic claim is that cohabiting relationships are not only more violent
than marriages, but that married couples are happier, healthier, and wealthier than cohabiting ones. A policy then of encouraging
cohabitants to marry, they claim, would lead to increased family wealth and decreased family violence. We examine these claims
in this article, along with the alternative argument that marriage per se is not a solution to these problems. Alternatively we propose an economic exclusion/male peer support model that explains
why many cohabiting men abuse women in intimate relationships. If forcing these couples to marry is not a solution, then structural
solutions are necessary, along with progressive policy suggestions that address the antecedents of poverty and abuse.
