Terrorism Targeting Industrial Chemical Facilities: Strategic Motivations and the Implications for U.S. Security

Policy to reduce the threat of a terrorist attack against industrial chemical facilities—critical infrastructure with potential to cause mass casualties—is being driven by incomplete and, in some cases, incorrect assumptions. This article chronicles incidents by non-state actors directed at the chemical industry and explores the strategic considerations prompting groups to target the industry. By incorporating motivations for targeting infrastructure a more robust, comprehensive risk assessment is realized. Analysis challenging the “insider” threat paradigm and recommendations to ameliorate the potential effects are also presented. These are found to differ substantially from the leading policy measures currently advocated.     

More Rights,Less Power: Labor Standards and Labor Markets in East European Post-communist States

This paper examines changes in labor markets and labor rights for 13 post-communist states of East Central Europe and the Former Soviet Union. It focuses on the simultaneous pressures to increase the flexibility of labor markets and improve labor standards in the years since the collapse of communism. Comparative measures and patterns of both de jure and de facto standards and flexibility are presented, and the roles of key institutional promoters of change are analyzed. I find that a combination of democratic regime type and European Union accession has pulled East European states toward the strengthening of collective labor rights. The effect is strongest on the states that joined the EU in 2004, weaker for those joining in 2007, while the three post-Soviet, non-accession states remain significantly more labor-repressive. Labor market flexibilization has been a more uniform trend in the post-communist region. In the context of this project’s inter-regional comparisons, contemporary Eastern Europe has the strongest labor rights. At the same time, the decline of trade unions and limits of collective bargaining in most post-communist states undermine the effectiveness of transposed EU legislation and bargaining institutions in empowering labor. As shown by the exceptional case of Slovenia, strong unions are necessary to fully enforce rights.     

Homonormative Collusions and the Subject of Rights: Reading <Emphasis Type="Italic">Terrorist Assemblages</Emphasis>

This essay provides an analytic review of Jasbir Puar’s book, Terrorist Assemblages (2007), situating her discussion and analysis of “homonationalism” within the context of recent developments in queer theory in the USA, and specifically, critiques of queer liberalism and gay imperialism; racial analyses of hetero- and homo-normative formations; and challenges to identity politics and representational frameworks that dominate LGBT studies. It takes up Puar’s interest in finding new methods and ‘reading’ practices to track certain shifts in LGBT politics and to account for alignments between (white) queerness and normative, nationalist and imperial interests. Engaging with and expanding on her analysis, this paper discusses the challenge that Terrorist Assemblage poses to the identity categories that undergird human rights campaigns, and addresses the racist and nationalist sentiments that she locates within them.     

NEGLECTED INFANTS IN FAMILY COURT

This paper applies the science of early childhood development to the question of neglect in infancy to offer best practice guidance to family law and child protection professionals charged with acting in their best interest. The paper discusses the challenges of presenting cases of infant neglect, particularly emotional neglect, to the court. Current science on the implications of neglect for brain development, and long term mental health are discussed. Recommendations for assessment, intervention and questions that should be addressed in court deliberations are outlined.     

Childhood Neglect,Internalizing Symptoms and Adolescent Substance Use: Does the Neighborhood Context Matter?

Childhood neglect is associated with risk behaviors in adolescence, including substance use. There is evidence that internalizing behaviors may serve as a mechanism linking childhood neglect and substance use; however, further research is needed to examine this developmental pathway. According to developmental and ecological approaches, the neighborhood context and the developmental timing of maltreatment should both be considered when examining the sequelae of childhood neglect. Hence, the present study uses a longitudinal sample of youth (N?=?965, 49.1% female, 59.2% African-American) to examine the influence of timing in the relationship between childhood neglect and adolescent psychopathology, and to examine the indirect effects of child neglect on substance use via internalizing symptoms in adolescence. Furthermore, the role of neighborhood disorder in this indirect effect was tested. Five data collection time points were used: Time 1(M _age ?=?4.557, SD _age ?=?.701), Time 2 (M _age ?=?6.422, SD _age ?=?.518), Time 3 (M _age ?=?12.370, SD _age ?=?.443), Time 4 (M _age ?=?14.359, SD _age ?=?.452), and Time 5 (M _age ?=?16.316, SD _age ?=?.615). The findings showed that internalizing problems mediated the link between the severity of neglect in early childhood and adolescent substance use, and this pathway was moderated by neighborhood disorder. These results have implications for preventative interventions aimed toward reducing substance use for at-risk adolescents.
