This study analyses the influence of the party reforms of 2012 and the ‘counter-reforms’ of 2013–2014 on the Russian party system, and the structure of political and electoral cleavages in Russian regions. The emergence of new political parties in 2012–2013 led to a temporary increase in electoral competition, an augmentation of the political space, and a rise in the number of electoral cleavages, but these developments did not weaken the domination of United Russia. The trend towards an ever greater tightening up of entry requirements for contestation in the elections led to a lowering of the number of political and, consequently, electoral cleavages, in addition to a reconfiguration of the political space. The study shows that there was an unbalancing of the political cleavage structure in 2012–2015: the socioeconomic political cleavage, whose primary place is a key determinant of equilibrium, ceded the top position to the authoritarian–democratic cleavage in 2012–2013, and to the ‘Ukrainian’ (systemic) cleavage in 2014–2015.  相似文献

This paper seeks to contribute to the debate over the efficacy of voluntary agreements versus regulation, and uses a study of the Livable Housing Design initiative to deliver voluntarily new‐built accessible housing in Australia. We first probe why regulation has become such a significant component of government policy making, and then ask why political campaigns focus on this issue as a strategy for reform. We refer to research by disability activists, which claims that the voluntary approach has failed and regulation is necessary. Amongst our conclusions are: (1) that the disjuncture between policy rhetoric and outcome can be attributed to the power of lobbyists, reliance on the private market to address inequality, and antipathy to regulatory enforcement; and (2) that there is a need for greater interrogation of the language deployed in policy texts to identify whether they are crafted to maintain the government's legitimacy or to deliver purposeful change.  相似文献

Portrayals of China's bureaucratic behavior tend to emphasize either streamlined central control via top‐down directives emanating from a Leninist system, or a highly fragmented organization characterized by continuous horizontal bargaining. While both views have merit, they miss important but little‐recognized dynamics of Chinese bureaucratic behavior. Examination of the 30‐year evolution of a single organization, China's 863 Program, allows us a unique look inside the “black box” of decision making. First, we highlight a largely unrecognized mechanism of top‐down control: a signal‐response process that fosters substantial uncertainty for officials in the system. Second, our case highlights a circumstance in which reformers made radical moves—deployed as a “band‐aid” layer of rational‐instrumentalism—to meet a perceived external security threat. These moves demonstrate efforts to incorporate Weberian norms, and suggest sources of dynamism and learning in a “hybrid adaptive” bureaucracy.  相似文献

After periods of major political change, incoming regimes have often declared “acts of oblivion” in which courts and sometimes citizens are commanded to forget what happened under the preceding regime. But how are courts and citizens supposed to obey this command? Must they not remember what it is they are commanded to forget? If so, obedience is only possible at the price of disobedience. This paper suggests this paradox raises important issues about the concept of memory. It argues that in order to understand acts of oblivion we need to distinguish between two aspects of memory: the cognitive, concerned with the transmission of information, and the conative, concerned with the transmission of will and affect. This distinction provides a way of avoiding the more overtly paradoxical features of acts of oblivion. However, there remain significant difficulties facing the political project of forgetting.  相似文献

Mortgage foreclosures hit Detroit, Michigan hard between 2005 and 2014, especially in what we define as strong neighborhoods; there, more than one third of homes experienced foreclosure. Before the crisis hit, these selected tracts had largely intact physical environments and higher owner occupancy, household income and property value than the citywide median. In some of them residents worked intensely to abate the neighborhood effects of mortgage foreclosures. This study examines those efforts’ effectiveness. We selected neighborhoods with the most extensive efforts, as measured, for instance, by creation of community-based plans and applications for grants, and we conducted interviews and field observations to examine those efforts. To assess strengthening of neighborhood housing markets, we applied a modified adjusted interrupted time-series approach to evaluate changes in prices as one measure of neighborhood change. We found that strong resident initiative supported by community development organizations and external assistance led to increased neighborhood housing prices, compared with comparable neighborhoods. However, when initiative, context, and support were weaker, community-based efforts could not prevent considerable decline.  相似文献

ABSTRACT

This study draws upon the return experiences of Ethiopian women trafficked to the Middle East. Understanding these experiences is critical to informing the design of effective government policy to mitigate obstacles to return and reintegration. This study was conducted in Addis Ababa with five women who were trafficked to Bahrain and later returned to Ethiopia. Action research was used to establish an inquiry group of women in order to produce a viable vision for successful reintegration. Despite initial high hopes, the returnees did not see migration as producing positive returns. All five participants agreed that their experiences in the destination were devastating and thus they were relieved to have returned to their home country. Nonetheless, reintegration was a difficult process for them. In addition to not accumulating enough savings to enable them to reintegrate economically, they all faced misunderstandings and impractical expectations from their families and community. The women suggested that adequate protection from law enforcement, facilitation of income-generating activities, and improved access to rehabilitation and medical services are important elements of successful return and reintegration. Effective return and reintegration policy is needed to ensure that trafficked returnees can become productive citizens in their home country.  相似文献

ABSTRACT

Using an in-depth interview with an Ethiopian returnee who lived abroad for 17 years, this study examined both integration and reintegration experiences. For this returnee, the experience of migration was psychologically costly. Challenges in the host country included acquiring a resident permit, overcoming language barriers, and contending with oppression and marginalization. Being treated unequally was a major push factor for his return to Ethiopia. Despite his relief upon reentering his home country, he faced challenges which made reintegration difficult, including the inefficiency of government offices, lack of a work ethic, time mismanagement, and the unsystematic processes in a developing country. To facilitate integration and reintegration processes, more effective policy responses of both the host and home countries are needed. Developing countries should not miss the opportunity to capitalize on the potential contributions of returnees who are committed to bringing about positive change in their homeland.  相似文献

Despite evidence that neighborhoods confer both risk and resilience for youth development, the existing neighborhood research has a number of methodological limitations including lack of diversity in neighborhoods sampled and neighborhood characteristics assessed. The purpose of this study was to address these methodological limitations of existing research and to examine the relationship of neighborhood structural and social characteristics to family-level social processes and teacher-reported social competence during early adolescence. The study sample of 3,624 fifth graders (51?% girls) was ethnically diverse, including roughly even proportions of non-Hispanic White, non-Hispanic Black, and Hispanic youth. Neighborhood measures included economic disadvantage derived from the U.S. Census, physical and social disorder obtained by direct observation, and social capital from parental reports. Family-level social processes included parent reported family cohesion and youth reported maternal and paternal nurturance. We found that neighborhood factors significantly associated with youth social aggression and social competence but not social withdrawal, after controlling for individual demographic characteristics and parenting factors. There was limited evidence of moderation of family influences by neighborhood characteristics as well as the moderation of neighborhood effects by children’s gender. Neighborhood physical disorder was associated with increased social aggression among boys but with increased social withdrawal among girls. Implications of the study’s findings for research on neighborhoods and adolescent development and the development of preventive interventions are discussed.  相似文献

This article identifies the arrest trajectories of youth from ages 12 through 24 years old and tests hypotheses derived from Moffitt’s developmental taxonomic theory of crime concerning the impact of various emotional disturbances on the specific trajectories of the youth involved. The study uses exclusively administrative data sets and includes a gender and racially diverse sample of 10,360 youth (30.7 % females) who were arrested at least once between ages 12 and 24 in the early 2000s. Latent class growth analysis was employed in order to identify distinct arrest trajectories of youth in the sample. Multinomial logistic regression was used to identify diagnostic and other characteristics associated with membership in the specific trajectories predicted by Moffitt’s theory. Five trajectory classes were identified, 3 of which were consistent with taxonomic theory including high and classic adolescence limited trajectory classes and a “snared adolescence limited class” described more recently by Moffitt. The distribution of youth among the 5 classes was very different for those with and without emotional disturbances. Youth with emotional disturbances in their late adolescent years were more likely to fall into the high arrest trajectory class and much less likely to fall into the low arrest trajectory class. Compared to youth without an emotional disturbance, youth with psychotic disorders were more than twice as likely to fall into the high as into the low arrest trajectory class. Youth with disruptive behavior disorders were more than twice as likely to fall into the high and intermediate classes as into the low trajectory class. Anxiety and depressive disorders were not associated with significantly greater likelihood of falling into any one of the trajectory classes. Youth in the snared adolescence limited class were more likely than those in the classic adolescence limited class to be male, black versus white and in the foster care enrollment category lending some support to Moffitt’s conceptualization of this class as an adolescence limited class composed of youth who are snared by involvement in the criminal justice and or social services systems. Implications of these results for public policy and the study of adolescence are discussed.  相似文献
