This study investigated the various factors affecting DNA profiling from DNA recovered from fingerprints deposited on paper before and after fingerprint enhancement treatments. The DNeasy® plant mini kit (QIAGEN®) was found to improve DNA recovery from paper by over 150% compared with the QIAamp® mini kit. A significant decrease in the amount of DNA recovered was observed following treatment with DFO and/or Ninhydrin. This decrease in yield did not have a comparably significant effect on the quality of the SGM Plus™ profiles. Furthermore, this study found that whilst certain paper types, such as newspaper, magazine and filter paper allowed for the good recovery of DNA, common office paper and white card, strongly interfered with the recovery of DNA resulting in poor quality profiles. 相似文献

In 1972 the United States Supreme Court in Furman V. Georgia found that the death penalty as it was then being applied was cruel and unusual punishment in violation of the Eighth and Fourteenth Amendments of the United States Constitution. Furman provided few constitutional guidelines, but states reinacted their death penalty statutes.In 1976 the Court began to receive appeals from death sentences imposed under the reinacted statutes. In its decisions the Court began to establish guidelines. It found the death penalty was not per se cruel and unusual punishment. Before the death penalty can be imposed the court must take into consideration any mitigating circumstances and the case must be reviewed by the state supreme court. General hospitals are increasingly important sources of care for chronic and acute mental patients. Joint Commission on Accreditation of Hospitals (JCAH) standards for staffing in general hospitals require the same degree of physician supervision and control for all services, including mental health. This paper considers the economic impact of JCAH standards on the practice of psychologists in hospitals. The “voluntariness” of the standards is assessed and the evidence that these standards foster economic protectionism is considered. We conclude that in light of the demonstrated capability of nonphysician professionals, methods of quality control appropriate for physician health care in general hospitals should be reconsidered as these instutions diversify into mental health services. 相似文献

In the global economy, workers are increasingly expected to cultivate an unprecedented repertoire of abilities in an immaterial world of work. This signifies a limited shift in capitalist expansion in the post-Fordist world in relation to workers' employability therein. A model of worker subjectivity was introduced into Western management and psychology discourse surrounding employability in the 1960s and 1970s. In a developed, post-industrial global economy, management has begun to view workers less as cogs in the wheel or less as rational and predictable entities than as dynamic individuals with the capacity for symbolic reasoning, intelligence, independently generated ideas, and even the desire to work for the sake of self-fulfilment! The Fordist workplace was expected to become a distant memory and organisations were to become “learning organisations” rather than the hierarchical, Dickensian workfloors of the manufacturing age. Nevertheless, rather than offering freedom from the iron cage of capitalism, workers face a contemporary form of coercion that substitutes political representation with a set of expectations and limitations intended, ironically, to result in workplace emancipation. Emphasis on employability of individuals through workers' creation of self-woven safety nets demonstrates an elite-led project to reduce government responsibility for employment welfare. The role of the public in US policy making has shifted substantially during the past several decades. This shift is particularly evident in environmental policy, where collaboration among multiple stakeholders is on the rise. Much of the literature on collaborative environmental management emphasizes the need for widespread community involvement, especially from private citizens. Many proponents of collaboration have argued that broad inclusion can lead to better environmental solutions while also establishing legitimacy, building social capital, and overcoming conflicts. Yet such broad inclusion may be costly in terms of time, energy, and resources, and it may not yield the desired results. Thus, a key question is how the breadth of public involvement is linked to collaborative group accomplishments. This study, using watershed groups in Ohio, demonstrates several links between group membership and results. Groups with a broader array of participants tend to excel in watershed plan creation, identifying/prioritizing issues, and group development and maintenance. In addition, groups comprised of a relatively balanced mix of governmental and non-governmental participants are more likely to list planning/research and group development and maintenance results than are groups comprised primarily of non-governmental participants. In contrast, groups with a narrower membership and groups that are composed primarily of non-governmental participants may focus more on pressuring government for policy change. 相似文献

This essay, in two parts, argues for the centrality of historical thinking in coming to grips with capitalism’s planetary crises of the twenty-first century. Against the Anthropocene’s shallow historicization, I argue for the Capitalocene, understood as a system of power, profit and re/production in the web of life. In Part I, I pursue two arguments. First, I situate the Anthropocene discourse within Green Thought’s uneasy relationship to the Human/Nature binary, and its reluctance to consider human organizations – like capitalism – as part of nature. Next, I highlight the Anthropocene’s dominant periodization, which meets up with a longstanding environmentalist argument about the Industrial Revolution as the origin of ecological crisis. This ignores early capitalism’s environment-making revolution, greater than any watershed since the rise of agriculture and the first cities. While there is no question that environmental change accelerated sharply after 1850, and especially after 1945, it seems equally fruitless to explain these transformations without identifying how they fit into patterns of power, capital and nature established four centuries earlier. 相似文献

The paper reviews a number of substantive issue‐areas in China's foreign economic sector (the foreign trade system, industrial and geographical targeting, foreign investment regulations, and the foreign exchange regime), finding that conventional mercantilist accounts of China's recent success in world markets are overstated. In fact, the paper argues that the most salient changes occurring in China's foreign economic sector are now in many respects beyond the immediate control of the state. In this vein, it is argued that most scholars have seriously underestimated the structuring impact of the international political economy on China's reform and opening. Indeed, the paper maintains that there is a ‘global’ logic to the evolution of the Open Policy, just as others have identified an ‘economic’ or ‘political’ logic to foreign trade reform, the creation of the SEZs, liberalization of investment laws, the loosening of foreign exchange controls, and other such changes. The paper concludes, therefore, that there is much about the course of China's reform and deepening integration into the world economy that can be understood as a function of its position as a latecomer in the international system. 相似文献
